INSPIRE (2007/2/EC) EU directive Article 1 The purpose of this Directive is to lay down general rules aimed at the establishment of the Infrastructure for Spatial Information in the European Community (hereinafter referred to as Inspire), for the purposes of Community environmental policies and policies or activities which may have an impact on the environment

INSPIRE AND Emilia-Romagna Region integrated approach Emilia Romagna Region (RER) has updated its spatial data infrastructure(sdi) to implement geogragraphical data and metadata management according to INSPIRE EU directive RER has developed the CMS (Content Management System) MOKA (www.mokagis.it) tightly integrated with regional SDI, realized through a partnership between Emilia-Romagna Region and the Italian SME Semenda Regional Environment Department has developed GIS components of Environmental Information System based on CMS MOKA

Web gis application to support environmental impact assessment in IPPC: MOKA A.I.A. MOKA A.I.A. > implements functions to geo-reference production and industrial facilities covered by Directive 96/61/EC, amended by Directive 2008/1/EC, concerning IPPC (Integrated Pollution Prevention and Control) > aims at supporting environmental impact assessment, mandatory for IPPC authorization procedures > is integrated with IPPC portal (http://ippc-aia.arpa.emr.it), which is in charge of authorization procedures e-management

Project objectives Making available significant spatial data,produced by public authorities, to private and pubblic stakeholders, with different access profiles Supporting public Authorities, in charge of authorization issuing, in environmental context evaluation Supporting companies in geo-referencing their own plants and performing related environmental impact assessment Enabling citizens partecipation to decision affecting environment, according to "Directive 2003/4/EC of the European Parliament and of the Council on public access to environmental information Supporting regional government in environment planning activities

Spatial data and metadata Spatial data include: >reference maps mainly provided by RER, such as hydrography, river basin district, administrative boundaries, or by other national administration such as orthoimagery and cadastral parcels >environmental condition/ classification/restriction related maps, mainly provided by ARPA, such as protected sites, natural risk zones for subsidence and earthquakes and atmospheric conditions. Spatial metadata processing is performed by accessing regional SDI metadata catalogue, compliant with INSPIRE directive and ISO 19115 standard Search, view and download network services are guaranteed

Project Development >No data replication: all data sets, according to INSPIRE approach, are served as clientside mashup of data collected from original sources through GIS services >GIS network services configuration and performance tuning required a big effort, involving RER and ARPA system administrators >on line coordinate conversion has been implemented for some data sets from regional specific to standard ETRS89 based spatial reference >data quality,completeness and update status have been checked with different units responsible for data sets production in RER and ARPA

General consideration The project: aims at >simplifying interaction and information exchange between Public Authorities and companies in IPPC procedures processing according with EU rules and italian law Dlgs 82/2005«CAD (Codice Amministrazione Digitale) >Facilitating citizens access to environmental information, according to Aarhus Convention, to promote partecipation in co-defining of sustainable policies is included in RER Digital Agenda 2011-2013 is a pilot experience, to be extended to other activities requiring mandatory or voluntary environmental assessment, such as EIA Directive[2011/92/EU]

Web GIS Application sw based on CMS MOKA (ESRI technologies) to publish in Internet production and industrial facilities maps

Moka A.I.A.module integrated with IPPC Portal -1 On IPPC portal information searching is performed by text search or defining geographical context, productive activity class, authorization procedure type. For the matching plants it s possible to consult detailed information including map rappresentation
