Implementation Status and Key Decisions The 4th Implementation Support Mission agreed with the two implementing ministries on the following implementation priorities for the coming three month: Ministry of Primary Industries (MOPI): While the governing structure and the review/ approval procedures for the Matching Grant program are fully established, areas of priority attention include to: (a) maintain continuity in PMU staff and further strengthen PMU capacity through training; (b) deepen the thorough and transparent due diligence process for selecting, reviewing, and approving matching grant investments; (b) fully operationalizing the Technical Service Providers (TSP) to support grant applicants in preparing quality proposals and to support grants recipients in field implementation; and (d) begin monitoring field implementation and recording of project impacts in terms of production increase, value addition, job creation, and export performance. Ministry of Agriculture: Implementation priorities include to: (a) complete the development of the detailed terms of reference for the international service provider; (b) begin the formal procurement process for the service provider so that international/ domestic support can be selected and mobilized for fullscale implementation of the ATDP approach in all project districts during the second half of 2018; (c) start implementation of the agreed pilot activities and related infrastructure investments; and (d) explore agribusiness partnerships to support cluster development in the project districts.
