Late last week, I was able to share water quality and water level data that we continue to collect and today I have shared the link for Ranid (2012-2014) and Bat (2012-2013) survey reports for the years indicated. As you know, Rosemont installed two of the surface water monitoring locations in Davidson and Barrel Canyons on private property. Over the past two years, monthly reports have been produced for these monitoring systems. Hudbay will continue to monitor these locations and produce these reports. It appears that the most interesting and useful information that these stations provide at this time is associated with the annual rainfall and flow data measured at the stations. I have attached the December 2013 and December 2014 reports but can share any of the other information if your specialists believe the other information would be useful. As you can see from the 2014 report, one of the stations has a monitoring probe that may be failing and we believe there may be a maintenance issue with the Davidson Canyon wells. Analysis of Barrel Canyon and Davidson Canyon Instrumentation Data December 1, 2013 December 31, 2013 Prepared for Rosemont Copper Company 1/6/2014 This document describes the environmental monitoring data that were received from the Barrel Canyon and Davidson Canyon instrumentation stations. The purpose of this report is to provide a summary of data that were received and any QA/QC operations that were performed. Additional plots and reports can be developed upon request. However, detailed analysis of processes that drive changes in data values are beyond the scope of this task. Introduction During December 2012, Water and Earth Technologies, Inc. (WET) staff installed two combined groundwater and surface water instrumentation stations. One station is located in Barrel Canyon just upstream of the SR 83 Bridge and one station is located in Davidson Canyon downstream of the Davidson Dike, downstream of the confluence with Barrel Canyon. The Davidson Canyon station was activated on December 20, 2012 at 10:15am. The Barrel Canyon station was activated on December 21, 2012 at 2:26pm. Plots of all December 2013 raw data are presented in the Appendix of this report. USGS style precipitation and discharge reports are also provided in the Appendix. Year to date plots of cumulative precipitation, peak daily discharge and well elevations are also included in the Appendix. Items of Note or Concern There were two small precipitation events during December. No surface flow was measured and no ISCO sampling was triggered. These events are summarized in Table 1. On 12/19, the Novastar data receiving process was restarted. A short delay in data availability occurred, but no data were lost. This restart was related to a software update, not a satellite constellation connectivity issue. Table 1. Precipitation Two small precipitation events were measured at Barrel Canyon and Davidson Canyon during December 2013. These events occurred on 12/5 7/2013 (Barrel Canyon 0.24 inches and Davidson Canyon 0.28 inches) and 12/20 22/2013 (Barrel Canyon 0.32 inches and Davidson Canyon 0.32 inches). The monthly measured precipitation and the annual cumulative precipitation are presented below in Table 2. The 2013 monthly and annual totals for each station are presented in the precipitation reports at the end of the Appendix. The precipitation plot in the Appendix presents the annual cumulative precipitation. The two small precipitation events that occurred during December caused stream bed seepage and resulted in small increases in hydraulic head above the Barrel sub surface PT installation. No surface flow was measured. The Davidson Canyon stream PT was located at the alternate installation location 0.39 feet above the stream bed. The alternate installation location resulted in some noise in the Davidson Canyon PT stage data during the warm times of the year. During December, no noise was measured. The locations of the stream PTs are presented in Table 6. Table 6 also includes the minimum stage, as measured by the PT, where the lower float switch is activated triggering the ISCO sampler. Well Stage 15 minute data for Barrel Canyon alluvial and bedrock wells and Davidson Canyon alluvial and bedrock wells were received during December 2013. The two small precipitation events caused small increases in alluvial water level on 12/5 6/2013 and 12/20 21/2013 only at Barrel Canyon. Even with two small increases, the Barrel Canyon alluvial well showed an overall decrease of 0.39 feet during December. The Davidson Canyon alluvial well showed a steady increase of 0.47 feet over the month. The Barrel Canyon bedrock well showed a small, steady decrease of 0.14 feet over the month. The Davidson Canyon bedrock well showed a steady increase of 1.31 feet over the month. The current locations of the PTs for each well are presented in Table 8, below. Plots of raw PT data, water surface elevations and depth to groundwater are presented in the Appendix. Table 8. Well Temperature Data for well temperatures, recorded at 15 minute intervals, were received for the alluvial and bedrock wells during the month. The precipitation events may have influenced the alluvial groundwater temperatures slightly. The Barrel alluvial well demonstrated non constant decreases during the month, with larger changes in temperature around 12/5 and 12/20, the times of the precipitations events. The Barrel Canyon alluvial well temperature decreased 5.5 degrees Fahrenheit (F) during December, from 65.1 degrees F to 59.6 degrees F. The Barrel Canyon bedrock well PT measured constant temperatures of 68.6 degrees F during December. The Davidson Canyon alluvial well temperature decreased 0.1 degrees F, from 70.0 degrees F to 69.9 degrees F. The Davidson Canyon bedrock well temperature decreased 2.4 degrees F, from 70.8 degrees F to 68.4 degrees F during December. Data Analysis for December 2013 Page 6 of 20

Soil Temperature The soil sensors are numbered 1 through 4, where sensor 1 is 1 foot below the channel bed surface. Sensor numbers increase with depth. Barrel Canyon sensors are located at 1 foot, 2 feet, 3 feet and 4 feet below the surface, Davidson Canyon sensors are located at 1 foot, 3 feet, 5 feet and 10 feet below the surface. 15 minute data for Barrel Canyon and Davidson Canyon soil temperature were received during the month. Near surface soil diurnal temperature fluctuations are seen in the data. Soil temperature decreases are associated with the two December precipitation events. Larger daily fluctuations and precipitation influences were observed at the surface and less influences at locations further down in the soil column. Soil Moisture 15 minute data for Barrel Canyon and Davidson Canyons soil moisture were received during the month. Small fluctuations in moisture throughout most days are seen in the data, as expected. Sensors, which are located in saturated soil display moisture of about 50%. The two December precipitation events did not greatly influence soil moisture at the two stations. At Barrel Canyon, a small increase in surface soil moisture occurred in the first part of December. For sensors further from the surface, nearly constant soil moisture occurred. At Davidson Canyon, the soil moisture at all levels remained nearly constant during the month. Soil Conductivity 15 minute data for Barrel Canyon and Davidson Canyon soil conductivity were received during the month. The soil conductivity data showed small fluctuations throughout most days; the two precipitation events did not greatly influence changes in soil conductivity. At Barrel Canyon and Davidson Canyon, soil conductivities showed no overall change during the month. Soil conductivities at different soil horizons remained nearly constant. Battery Voltage Hourly data for Barrel Canyon and Davidson Canyon battery voltage were received during the month. Sinusoidal changes in voltage seen because of changes in sun incidence angle on the solar panel. Some day to day variations caused by changes in cloud cover can be seen in the data. The range of voltage is maintained between 12.7 and 14.3 volts. Voltages greater than 11.2 volts will keep the station operating normally. These data show that the voltage regulators, batteries and solar panels are functioning properly. Data Analysis for December 2013 Page 7 of 20

Analysis of Barrel Canyon and Davidson Canyon Instrumentation Data December 1, 2014 December 31, 2014 With Calendar Year 2014 Analysis Prepared for Rosemont Copper Company 1/22/2015 This document describes the environmental monitoring data that were received from the Barrel Canyon (BC 2) and Davidson Canyon (DC 3) instrumentation stations. The purpose of this report is to provide a summary of data that were received and any QA/QC operations that were performed. Additional graphs and reports can be developed upon request. However, detailed analysis of processes that drive changes in data values are beyond the scope of this task. Introduction During December 2012, Water and Earth Technologies, Inc. (WET) staff installed two combined groundwater and surface water instrumentation stations. One station is located in Barrel Canyon 0.28 miles upstream of the SR 83 Bridge and one station is located in Davidson Canyon downstream of the Davidson Dike, approximately 2.5 river miles downstream of the confluence with Barrel Canyon. The Davidson Canyon station was activated on December 20, 2012 at 10:15am. The Barrel Canyon station was activated on December 21, 2012 at 2:26pm. Graphs of all December 2014 raw data are presented in the Appendix of this report. Precipitation and stream discharge reports are also provided in the Appendix. Year to date graphs of cumulative precipitation, peak daily discharge, well elevations and soil conditions are also included in the Appendix. Items of Note or Concern Davidson Canyon soil sensor #4, installed 10 feet below the channel bed, may be failing. Data shifts were observed in moisture and conductivity on 10/10/2014. Very little change in the data was observed during December. The moisture and conductivity continue to be out of range; the temperature appears to be reporting accurately. Page 1 of 31

Stream Flow No (0) streamflow events were measured during December 2014 at the Barrel station and none (0) were measured at the Davidson station. No (0) ISCO sampling events occurred during December 2014. All 2014 events are presented in Table 5 and Table 6. During December, the stream PT at Barrel Canyon was located 1.99 feet below the stream bed. Any PT measurement above 1.99 feet indicates surface flow in the channel. The Davidson Canyon stream PT was located at the alternate installation location 0.39 feet above the stream bed during December. The Davidson PT demonstrated some noise in the level data earlier in the summer. The PT data can be small positive values even when there is no stage above the PT. This noise in the data, caused by extreme temperature is more common during the warm times of the year and has recently reported values 0.05 0.07 feet during warm summer conditions. To filter out the noise from the real surface flow, the rating for the Davidson Canyon stream PT is computing discharge when the PT stage is only greater than 0.07 ft. During the cooler month of December zero stage values of 0.01 0.00 feet were reported. Table 9 below presents the stream PT locations and the minimum stage, as measured by the PT, where the lower float switch would be activated triggering the ISCO sampler. The monthly stream stage plots show the PT stage measurement for the location of the stream bed for the Barrel and the upper and lower float switch stage values at both stations. Page 6 of 31

The USGS gage 09484580 BARREL CANYON NEAR SONOITA, AZ is 0.28 miles downstream of the Rosemont Barrel station, with no large intervening inflows or withdrawals. Discharge measurements between the two gages should be nearly equivalent (reach gain between the gages is probably small). Peak measured discharges could vary based on measurement times. Both gages report data with 15 minute resolution, so there is a possibility of missing the exact peak of a short runoff event. The surface runoff event observed in December at the Rosemont Barrel Canyon station was very small, but there was not report of discharge at the USGS station. The peak discharges at the USGS gage for the 2014 storms are presented in Table 10. Page 7 of 31

There are differences between the USGS peak values and the Rosemont gage peak values. Both the USGS gage and the Rosemont gage use stage discharge relationships to estimate discharge as a function of measured stage. The discharge values at the Rosemont gage are computed through the hydraulic stage discharge rating, which is based on the physical survey of the channel at the time of installation on 12/2012 and hydraulic modeling in HEC RAS. Based on observations, the channel shape has changed slightly since 12/2012 due to storm scour and sediment deposition. It is possible that the stage discharge relationship in the channel has changed slightly since installation. The location of the USGS gage at the concrete bridge opening with an apron may provide a better rated cross section, because the cross section is less likely to change (although sedimentation can occur on top of the concrete apron) and the concrete provides a uniform bed slope. Measured hydrographs from the Rosemont station at Barrel and the USGS Barrel station have been compared as part of the rating adjustment. Many events are characterized nearly identically between the two gages. However for some events, there are some differences in flow magnitude, which vary from event to event with no overall bias. In general, the timing of the start of events and magnitude and duration of events compare well between the two gages. More detailed comparison of discharge hydrographs and total volume of discharge will be performed as part of the 401 surface flow modeling. Given the nature of the wash and the infrequency of events, discharge measurements with a flowmeter are very difficult. Discharge measurements, in available, are useful to ground truth hydraulic ratings. The USGS has not performed a manual discharge measurement at this gage since 9/11/2012, see http://waterdata.usgs.gov/nwis/measurements/?site_no=09484580. Page 8 of 31

There were five (5) precipitation events measured during the month, although these did not directly influence groundwater levels. No pump tests (or pumped well sampling) occurred during this month. Groundwater levels in the Barrel Canyon alluvial well showed a decrease of 0.40 feet during the month. The groundwater levels in the Davidson Canyon alluvial well showed a small increase of 0.24 feet over the month. The Barrel Canyon bedrock well PT continued to show nearly constant level during the month, but with varying degrees of diurnal fluctuations in water level, with daily variations ranging up to 0.12 feet recorded during the month. Groundwater levels in the Barrel Canyon bedrock well showed a small decrease of 0.15 feet during the month. Groundwater levels in the Davidson Canyon bedrock well showed an increase of 0.63 feet over the month. Page 9 of 31

Well Temperature Data for well temperatures, recorded at 15 minute intervals, were received for the alluvial and bedrock wells during the month. There were five (5) precipitation events measured during December, these did not appear to directly influence well temperatures. The Barrel Canyon alluvial well temperature decreased 4.4 degrees F during December, from 66.4 degrees F to 62.0 degrees F. The Barrel Canyon bedrock well PT measured constant temperatures of 68.6 degrees F during December. The Davidson Canyon alluvial well temperature decreased 0.1 degrees F, from 70.7 degrees F to 70.6 degrees F. The Davidson Canyon bedrock well temperature decreased 2.1 degrees F from 70.8 degrees F to 68.7 degrees F during December. Page 10 of 31

Soil Temperature The soil sensors are numbered 1 through 4, where sensor 1 is 1 foot below the channel bed surface. Sensor numbers increase with depth. Barrel Canyon sensors are located at 1 foot, 2 feet, 3 feet and 4 feet below the surface, Davidson Canyon sensors are located at 1 foot, 3 feet, 5 feet and 10 feet below the surface. 15 minute data for Barrel Canyon and Davidson Canyon soil temperature were received during the month. Near surface soil diurnal temperature fluctuations are seen in the data. Temperatures in deeper soil horizons fluctuated less. The influence of changing weather and small precipitation events on soil temperatures are evident; only small, steady soil temperature decreases are seen with small changes in the diurnal signal of temperature during the month. Soil Moisture 15 minute data for Barrel Canyon and Davidson Canyons soil moisture were received during the month. Small fluctuations in moisture throughout most days are seen in the data, as expected. Sensors, which are located in saturated soil display moisture of about 50%. Most sensors showed constant, near saturation values. The small precipitation events during December did not impact soil moisture much. Davidson Canyon Soil sensor 4 may be showing signs of failure. This sensor, located 10 feet below the surface was installed in saturated soil and has recorded at or near saturation conditions since that day. On 10/10 at 13:30, data for soil moisture and conductivity shifted dramatically. Temperature appeared to be un altered. Soil moisture changed from 55% to 218% (out of the realistic range). This sensor has continued to return out of range values during December. Even with raw data out of realistic bounds, this sensor has reported small changes in moisture during the month. A constant could be added to the raw data value at the base station. This shift adjustment would remove this erroneous step change from the resulting data. Page 11 of 31

Soil Conductivity 15 minute data for Barrel Canyon and Davidson Canyon soil conductivity were received during the month. In general, the soil conductivity data showed small fluctuations throughout most days. Following the moisture response, most sensors showed constant values during the month. The small precipitation events during December did not impact soil conductivity much. Davidson Canyon Soil sensor 4 may be showing signs of failure. This sensor, located 10 feet below the surface was installed in saturated soil. On 10/10 at 13:30, data for soil moisture and conductivity shifted dramatically. Temperature appeared to be un altered. Soil water conductivity changed from 0.077 S/cm to 0.18 S/cm (out of the realistic range). Even with raw data out of realistic bounds, this sensor has reported small changes in conductivity during the month. A constant could be added to the raw data value at the base station. This shift adjustment would remove this erroneous step change from the resulting data. Battery Voltage Hourly data for Barrel Canyon and Davidson Canyon battery voltage were received during the month. Sinusoidal changes in voltage seen because of changes in sun incidence angle on the solar panel. Some day to day variations caused by changes in cloud cover can be seen in the data. The range of voltage was maintained between 12.7 and 14.5 volts during the month. Voltages greater than 11.2 volts will keep the station operating normally. These data show that the voltage regulators, batteries and solar panels are functioning properly. Action Items Data will continue to be observed and QA/QC ed on a daily basis. The satellite data transmission delay issue will continue to be checked for daily. The soil sensors can not be re calibrated nor serviced in the field. If Davidson Canyon soil sensor 4 is in fact failing, it cannot be repaired. Another sensor could be installed, but because of the nature of the layered soil pit installation, the installation of remaining soil sensors would be disrupted. Conclusion With the exception of Davidson Canyon soil sensor 4, both stations are operating well. All sensors are in place and functioning properly. Page 12 of 31
