Method: Spatial analysis, using geographical information systems (GIS) Follow the money, map your findings and start analyzing. How are the subsidies (or juridical transactions) divided over the country (example USA: www.recovery.gov) Integration of geospatial data in accountability reporting (example: audit of disaster-related aid) Knowing the exact location where the money goes shows for example: 1. concentration of input 2. gaps and overlaps in input 3. possible monopolies of contractors (juridical transactions) Land Use, Urban Development and Infrastructure Issues - WGEA Annual Meeting October 2013 14

Data: financial data (from financial audits) and all kinds of open GIS-data Possible audit questions: Is there a spatial relationship between financial data and (f.e.) environmental and health data? Which region, city, village receives the most money from government? Is this also the region, city, village where the problems are the most urgent? You use data from all kinds of sources ( open data, structured non structured data) to Map the societal problem Map the results of government agencies Map the results of f.e. the public prosecutor Map the input of policy instruments Land Use, Urban Development and Infrastructure Issues - WGEA Annual Meeting October 2013 15
