Transportation Element

Opportunities: Transportation Element 1. Interstate proximity and access 2. Low stress neighborhood streets 3. Adequate capacity within a majority of the system

Issues: Transportation Element 1. Pedestrian and bicycle access 2. Corridors, like 45 th Street, with significant development potential and inadequate capacity 3. Limited access across the interstate 4. Transit needs beyond existing ondemand system 5. Development patterns that haven t supported transportation alternatives

Big Ideas/Goals: Transportation Element Transportation network should provide a safe and efficient means for all users including pedestrians, bicyclists, and drivers. Transportation system should support desirable patterns of community, neighborhood, and economic development The appearance and role of corridors should elevate the community s image and serve to unite the community

Transportation Element Principles For Transportation Development: Design for walkability & bike friendliness Create quiet neighborhood streets Reduce pinch-points Consider lifecycle costs & the overall impact of infrastructure development

Recommended Actions: Transportation Element 1. Coordinate the transportation & land use plans a. Acquire right-of-way for expansion of the arterial system into growth areas b. Require a traffic impact analysis for large scale projects c. Provide dedicated funding source for arterial and collector development

Recommended Actions: Transportation Element 2. Develop street connectivity and design standards a. Establish guidelines for greater street connectivity that includes pedestrian routes within subdivision standards b. Apply context sensitive design approach to street design Adjacent land uses; intensity of development; multiple modes of travel Bottom line: don t overbuild our streets where we want traffic to move slower c. Develop design criteria for arterial streets to include options for medians and improved pedestrian environments

Recommended Actions: Transportation Element 3. Create multi-modal corridors a. Establish site development standards that accommodate all modes of transportation. b. Identify a system of multi-modal corridors that safely connects all parts of the city and major destinations c. Establish guidelines for all new or improved collector streets to have multimodal features.

Recommended Actions: Transportation Element 4. Improve and Expand the Existing Trail Network a. Update Shawnee Trails Master Plan b. Connect existing trail links c. Identify a reliable funding source for trail development

Recommended Actions: Transportation Element 5. Expand the bike and pedestrian system a. Expand the approved bike routes along low volume streets b. Improve the bicycle-friendliness of Shawnee c. Remove barriers to expanding the bike system (improvements to crossing man-made barriers) d. Identify high priority sidewalk segments per an established sidewalk plan or safe routes to school plan e. Include sidewalks in all updated street design standards f. Establish a dedicated funding source to address gaps and maintenance of the sidewalk system

Recommended Actions: Transportation Element 6. Plan for expanded transit services a. Ensure that future projects are transit friendly b. Expand the awareness of the existing transit services

Housing & Neighborhoods Element

Opportunities: Housing & Neighborhoods Element Growth and market appetite New construction both single family and multi-family Stock of older affordable housing Vacant lot inventory Grassroots investment in older neighborhoods

Issues: Housing & Neighborhoods Element Housing and site conditions in older areas Lack of sidewalk connections Limited diversity single product housing developments Cost of housing to income disparity

Housing & Neighborhoods Element Big Ideas/Goals: Create healthy neighborhoods that offer a range of housing types to accommodate workers and residents at all stages of life. Ensure that Shawnee s future housing stock is affordable to all through conservation of existing housing and new diverse housing options. Create a reinvestment strategy that supports private market investment in older neighborhoods.

Principles: Housing & Neighborhoods Element Housing as a public good/responsibility - Direct impact on the quality of life that residents experience - Direct impact on ability to attract and retain residents - It is economic development Thoughtful and intentional growth - Create neighborhoods with diverse housing and access to amenities

Principles: Housing & Neighborhoods Element Preserve existing housing - Best source of affordable housing Share risk, shared reward - Innovation must come with shared risk

Housing & Neighborhoods Element Recommended Actions: 1. Revitalize and stabilize older neighborhoods Implement policies identified in the Development Policy Areas Expand rehabilitation and demolition programs Target public facility improvements to targeted neighborhoods Work with local non-profits to expand knowledge of property maintenance standards

Housing & Neighborhoods Element Recommended Actions: 2. Expand Housing Diversity Establish a non-profit development corporation to produce housing options that are too risky for the private market Purchase-rehab-resale; untested products; price points with little to no profit margin Direct city investments and redevelopment dollars toward mixed-income projects Review zoning code for barriers and hurdles

Housing & Neighborhoods Element Recommended Actions: 3. Encourage Infill Development Identify strategy for consolidating ownership of vacant lots in older neighborhoods Establish incentives for the development of vacant lots Provide public facility improvements that create favorable environments for private investment on underutilized sites

Housing & Neighborhoods Element Recommended Actions: 4. Integrate amenities into new neighborhoods Identify green space that should be added to the cities park system ahead of growth Implement connectivity standards for all modes of transportation Review zoning & subdivision regs with regard to landscaping and buffering

Housing & Neighborhoods Element Recommended Actions: 5. Encourage downtown s evolution as a neighborhood Use city incentives for development of housing in and adjacent to downtown Work with chamber and economic development groups to encourage services and businesses that support workers and residents in the downtown

Housing & Neighborhoods Element Recommended Actions: 6. Preserve and enhance special needs housing To address homelessness in Shawnee, a coalition of agencies should implement a Continuum of Care model Require large scale projects to incorporate universal design standards into at least a portion of units
