Implementation Status and Key Decisions This ISR has been updated based on findings of implementation monitoring meetings and the implementation progress report which has been prepared by the PCU in May 2016. Overall the Agriculture Investment and Market Development Project (AIMDP) performance is rated as satisfactory as significant progress has been made since the last ISR which was archived in January 2016. The disbursement rate has increased from 13.00-24.00% for IDA since December 2015. Disbursement is expected to increase significantly during the first quarter of FY17 after the financing of business plans of cooperatives and implementation of activities related to the rehabilitation of rural roads. Beneficiaries and Gender: Out of 120,000 target households, about 45,664 have benefited from the project support of which 60% households are headed by women. Registration of cooperatives: Tools kits have been prepared by MINADER and distributed to its 10 regional services in March 2016. Mandatory reparatory training workshops also have been provided to MINADER s staff. Finally, registration operation has started in May 2016. Out of 29 eligible cooperatives supported by the project, 16 have completed and submitted their applications, 1 cooperative has already obtained its registration certificate. Financing of business plans: Financing of business plans for eligible cooperatives has started. On May 16, 2016, 6 cooperatives have opened their accounts with partner commercial banks. The cooperatives that form this first group are: SOCOOPROMAN, SCOOPCA APMAB, GREEN CORN, COCENOUN, AGORAH, and SOCOOPROM. They have mobilized FCFA753,338,935 corresponding to 9.53% of their business plans and almost to their required 10% contribution. Financing amounts of AIMDP and commercial banks are respectively FCFA753,338,935 (grant) and FCFA602,671,148 (credit). This activity will continue in June 2016 and will target 6 additional cooperatives: CENOUCAM, MBASMASGRA, PROMACAM, IKILIFROOTCOP, ALLAH MAOUDO, and USCOOP MBAMTI. They have already mobilized FCFA504,775,000 that amount 6.72% of their business plan. Financing amounts of PIDMA and commercial banks for this second batch of cooperatives will be respectively FCFA504,775,000 (grant) and FCFA403,646,838 (credit). Supply of commodities from cooperatives to buyer agribusinesses has started: 118 tons of maize supplied to SOCOCHAIR and SPC by COOPARFERLOS and AGORA for a value of FCFA19,404,000 and 240 tons of sorghum supplied to GCSA by CROPSEC and SOCOCCEN for a value of FCFA48,468,000. Maize selling price for cooperatives in partnership with buyers has increased from CFAF150 up to CFAF165 (10% increase). Cooperatives doing business with sorghum in partnership with buyer agribusinesses have negotiated a price of CFAF201.95 instead of CFA180.00 (12% increase). Rehabilitation of rural roads. Identification of the 1050 km of rural roads to be rehabilitated has been completed and a contract has been signed to carry out the studies. The study report on the first 550 km to be rehabilitated is expected on November 2016. A tripartite convention was established on December 7, 2015 between the PCU, ACEFA and AFOP (French Development Agency support projects) to provide technical and organizational advisory services to cooperatives supported by AIMDP. Nutrition sensitive-activities. The PHRD Grant became effective on May 26, 2016 to finance nutrition-sensitive activities within the project. Since the PCU has anticipated the preparation of sub-projects on nutrition, the first batch of cooperative's proposals on nutrition is expected to be submitted to the PCU in June 2016. 6/17/2016 Page 2 of 12
