Consortia Consolidated Plan Plan development in IDIS is led by Lead Grantee, all members can contribute to portions of Lead Grantee plan All members who receive other CPD funds (CDBG, ESG) must complete unique portion of their own version of Consolidated Plan Consortia Lead and Consortia Member plans must be on same cycle Consortia Lead submits plan for all members 48
