Public Disclosure Authorized SOUTH ASIA India Environment & Natural Resources Global Practice IBRD/IDA Investment Project Financing FY 2011 Seq No: 14 ARCHIVED on 07-Dec-2017 ISR30690 Implementing Agencies: Ministry of Environment and Forests Public Disclosure Authorized Key Dates Key Project Dates Bank Approval Date:17-May-2011 Planned Mid Term Review Date:15-Jan-2015 Original Closing Date:31-Mar-2018 Project Development Objectives Effectiveness Date:13-Jul-2011 Actual Mid-Term Review Date:27-Feb-2015 Revised Closing Date:31-Mar-2018 Public Disclosure Authorized Project Development Objective (from Project Appraisal Document) To develop and promote new models of conservation at the landscape scale1 through enhanced capacity and institution building for mainstreaming biodiversity conservation outcomes. Achieving this objective would involve the demonstration and scaling up of landscape conservation approaches. This would specifically involve tools and techniques improvements, and knowledge and capacity building tosupport multi-stakeholder partnerships to mainstream biodiversity conservation. It would also involve improving rural livelihoods, enhancing learning, and replicating successful participatory conservation models at the landscape scale. Has the Project Development Objective been changed since Board Approval of the Project Objective? No Public Disclosure Authorized Global Environmental Objective (from Project Appraisal Document) The Project Global Environmental Objective is to enhance the conservation of globally significant biodiversity and ensure its long-term sustainability by promoting appropriate conservation practices in biodiversity-rich landscapes. Has the Global Environmental Objective been changed since Board Approval of the Project Objective? No Components Name Demonstration of Landscape Conservation Approaches in Two Pilot Sites:(Cost $13.11 M) Page 1 of 7

Strengthening Knowledge Management and National Capacity for LandscapeConservation:(Cost $6.22 M) Scaling Up and Replication of Successful Models of Conservation in AdditionalLandscape Sites:(Cost $7.57 M) National Coordination for Landscape Conservation:(Cost $4.12 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Unsatisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Unsatisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions Implementation Status About 40,000 households living in four project landscapes (Little Run of Katchch in Gujarat, Satpura in Madhya Pradesh and Maharashtra, Agasthyamalai in Tamil Nadu and Kerala and Askot in Uttarakhand) have been brought under 300 village conservation committees (VCCs), including forest dependent communities such as saltpan farmers, livestock keepers, farmers, fishers, and other vulnerable households such as landless and Schedule Caste and Schedule Tribe households. About 200 village microplans, together with those under Component 3, have been prepared with identified investments of over Rs. 20 crore; another 100 microplans are in advanced stages of preparation and finalization. Convergence with other programs at the landscape level has improved considerably. Several training modules and publications have been prepared, including the first Landscape Atlas (for Askot), on strategies/approaches and tools/methods for landscape conservation. The second Atlas for LRK is being finalized. More than 12,000 officials have been trained on biodiversity and landscape conservation strategies by the Field Learning Centres in Gir, KMTR and Periyar and at WII. The draft Methodological and Institutional Framework for Landscape Approach has been prepared and is under revision based on experiences being gathered at the four landscape sites, as well as feedback collected through stakeholder consultations. This likely to be ready by Dec 2017. Innovative landscape level pilots are emerging as new models of conservation. Within the resource constraint, the landscape level efforts made by IAs are resulting in new models for conservation. These include: (i) piloting the decentralized model of biodiversity conservation mainstreaming at the Satpura landscape in Madhya Pradesh; (ii) use of traditional local governance institutions of Van Panchayats at Askot landscape in Uttarakhand; (iii) convergence-linked approach for enhancing livelihoods at the Little Runn of Katchtch landscape in Gujarat; and (iv) revolving fund based economic support for livelihoods improvement in KMTR. Key Decisions Close the Project on its original closing date of March 31, 2018. Recognizing that key barriers of project implementation insufficient budget allocations and delayed releases of project funds have not been resolved throughout the entire implementation period, the Additional Secretary and the National Project Director, MOEFCC confirmed to the mission that the project will not seek extension and shall be closed on March 31, 2018. Any remaining project funds will be returned. PMU will allocate additional funds and maximize utilization of grant resources. In order to fully utilize the GEF grant, MOEFCC will allocate an additional Rs. 20 crore.
