3 The SHERPA* initiative within the CARIB RISK CLUSTER Context and opportunities Follow-up of the «Strengthening of Risk Assessment and MHEWS in the Caribbean» initiative (WMO/DRR ) Carib Risk Cluster Project, managed by «Conseil General de Martinique» and risk mitigation oriented Severe Weather Forecast Demonstration Project (SWFDP WMO/DPFSD) Successfull experience with NMS Haiti (CNM) Creation of the «Regional Forecast Desk» in Martinique for the French Antilles and Guyana

4 «Strengthening of Risk Assessment and MHEWS in the Caribbean» From the Chapter 6 of the final report (non exhaustive list) summarized high priority recommendations 6.4 (a)(v) : improved sharing of regional observation and data that are crucial for severe weather monitoring such as radar, waveriders or lightning data 6.4 (b)(i) : upgrading of the forecasting system to facilitate easy and integrated access to a wider variety of NWP, intellignet forecasting guidance systems and monitoring information at national and regional level 6.4 (b)(iv) : At regional level, strengthening of real-time data exchange and forecast coordination, especially in the case of neighboring forecast offices 6.4 (f)(v) : training and workshops for regional sharing and trasnfer of tools, methodologies and good practices 6.6 (d) : implementation of mechanism and procedures for real-time coordination between Caribbean territories (especially among small neighboring territories), taking into account existing regional systems and centers

6 «Successfull experience with NMS Haiti (CNM)» The Haitian experience Sharing of products of expertise, NWP, observations through a specific WEB plateform (Meteo-France «Extranet») Training to optimize the use of the products Coordination mechanism with Meteo- France, RSMC Miami and CNM Haiti

7 «Regional Forecast Desk» in Martinique for the French Antilles and Guyana Organisation and main activities one 24x7 forecaster and soon two 24x7 forecasters (june 2013) Carib and Tropical-North-Atlantic wide analysis 4 times a day Regional expertise and guidance (significant weather, EWS oriented briefing, regional «vigilance map» ) for all the french caribbean territories (From French Guyana to Saint-Martin) Near future : aeronautical responsabilities for French Antilles and Guyana Graphical products based on recently (10 years ) developped methodologies only used by the three forecast offices in French Guyana, Martinique and Guadeloupe

8 SHERPA goals and objectives Global goal : To develop a regional approach to enhance real-time products sharing and coordination for severe weather event to the benefit of local NMS Phase 1 (approuved) : To improve sharing of Météo-France products for other forecast offices in the Antilles through a dedicated Extranet first step (2013) : for the Lesser Antilles and Haïti To organize a workshop, aligned with the launch of the extranet, to inform and slightly train forecasters on the shared products Phase 2 (work in progress with Carib Risk Cluster) : To develop Web based mechanisms to improve exchange/communication for real-time coordination especially with regard to severe weather Phase 3 (to be determined) : To extend the domain, the number of beneficiary countries,

9 EXTRANET SHERPA Specifications (sept 2012) let s have a «quick» look to the specification document Developped and monitored 24x7 at Météo-France /Toulouse cost for the specific development and running cost covered by Meteo-France MOU between Carib Risk Cluster, Meteo-France, CMO (?) not public (restrited access) and not sensitive to real-time threat in the Antilles no specific data flux required from France to regional NMS possible yearly upgrade according to upgrades in the models, changing of products and your feedback

11 SHERPA Extranet information workshop Goal : To give sufficiant information on the shared products in order forecasters can utilise them in the best way Objectives : To organize a 3 days workshop in the region (Martinique, Barbados, ) * managed by Météo-France Antilles-Guyane with the help of CMO/CIMH * funded by Conseil General Martinique / Carib Risk Cluster and possible partners * dedicated to forecasters (priority for those who can train the other forecasters of each NMS) of the Lesser Antilles (CMO members, St-Maarten (?), Haïti (?), MF) * observers welcome (WMO/SWFDP, Carib Risk Cluster, ) Programme outlook : Requirement : * SHERPA and Extranet presentation (0.25 day) * Observation products (0.5 day) * Numerical Weather Products (1 day) * Anasyg / Presyg methodologie (1 day) * First feedback, follow-up, (0.25 day) * sufficiant meteorological/forecasting background of the forecasters * classroom with 1PC per 2 personns with Internet connexion (approx. 8 PCs)
