2 Lake Water Testing Results The Ocean Neighbors HOA retained Applied Technology & Management, Inc. (ATM) to investigate the possible reasons for past fish kills in the neighborhood lake, as well as to evaluate overall water quality. To review the full report, visit: com/2012/08/ocean-neighbors-pondassessment pdf Roaming Cats & Dogs Many of you have probably seen the stories in the news about roaming dogs harming other pets. The Charleston Police Department is taking more aggressive positions on animals (pets) running loose dogs and cats in particular due to several issues that have come up in the last couple of weeks. You may have seen a related article in the Post & Courier. That topic was discussed by the HOA s that were involved. Action is being taken in those areas. Some dogs have already been caught. Cats are a concern as well. If your pet is caught loose, Animal Control will pick it up. We have a major concern in Ocean Neighbors due to the number of cats running loose. We have cats doing their business in other s yards and stirring up the dogs, which in-turn creates more dog noise for us all. We have feral cats from the junkyard coming into the community and mixing with domestic house cats. The board has been asked to take action by a number of homeowners on cat issues. Keep A Watchful Eye on Spiders Black and Brown Widows are found in shady places. Brown Widows have egg sacks that look like land mines with spikes on the outside. Both of these spiders can be found under plant pots, trash can handles, big wheels, tricycle fenders, and in-between the vinyl of our homes. 2

As previously announced, the newsletter will no longer be mailed. To ensure that everyone receives it, we have attached a box to the side of the Community Board at the front of the neighborhood. (It has a yellow lid.) When the newsletter goes out, we will print 5-10 copies for homeowners. Otherwise, the newsletter will be on our website at oceanneighbors.com for your viewing pleasure. You can also find previous editions by searching by category or via the keyword search feature. 4 Development at the Junk Yard Wednesday, September 19 th at 6pm The development company and the City of Charleston will hold a special meeting for Ocean Neighbors residents next week on September 19 th at 6pm to review their plans with our community. We will update you on the confirmed location by Monday. The property adjacent to Ocean Neighbors will potentially be an apartment complex. There will be 4 ponds on the property with access roads located on Grimball Road and Folly Road. The height of the structures will likely be 3 stories. We want to make sure that we have as low a profile visible from Ocean Neighbors as possible. The builders are aware of our concerns. The buffer should be 120 feet with trees and shrubbery. Ocean Neighbors is hoping that this development will expedite the stoplight that we have all been pushing for. We will know more next week, so stay tuned to the online updates. Flood Zone Analysis The final analysis was conducted ATM in Charleston. Pulling all the FEMA models and topographical maps together, the results clearly shows that all of Ocean Neighbors is in an AE zone. To summarize, our analysis shows that the entire Ocean Neighbors (ON) (and some of the marsh ward properties outside the development) are in the AE Zone at FEMA designated elevations So everyone in ON is in the AE Zone. FEMA could dispute / recommend the elevations or mapping adjusted, but we don t see how they would push the V/A line realistically any farther inland to where it would affect Ocean Neighbors. ATM Report It of course does not mean FEMA will approve the appeal but our case looks very good. The appeal package has been filed with Charleston County and the City of Charleston and as soon as ATM has their signatures back the package will be sent to FEMA for their review. The process of the appeal is now in progress. We sincerely hope for the best for all of the homeowners on Clearspring Dr. that were rated VE. 4
5 Improvements to the Community Lake Lot Improvements to the lake lot will take shape in the upcoming weeks after board approval on September 11 th. Improvements were approved after reviewing several proposals. The winning bid was rewarded to local landscapers at All Green Landscaping. The improvements will include re-grading the lower portion near the water for better support of our new picnic tables, as well as the installation of a retaining wall to create two different levels. New landscaping will also be added including 6 sabal palm trees, azaleas, new sod, irrigation and up-lighting for the trees consistent with the palms at the front entrance. Improvements will be completed in time for our neighborhood Family Movie Night. 6 2012 Annual Meeting Monday, December 10th, 2012 This year s Annual Meeting will be held in December rather than the usual meeting in January. The reasoning behind the change is to give the newly elected HOA Board Members immediate responsibility in the start of the new year. The 2012 HOA board will remain active and responsible for duties until the 2012 books have been closed (January 10th, 2013).
