1 AWOS Level Descriptions AWOS System Configurations. The AWOS is a modular system utilizing a central processor which may receive input from several sensors. Eight standard groups of sensors are defined in subparagraphs a-h; however, an AWOS may be certified with any combination of sensors, depending upon system design additional sensors may be certified to any AWOS configuration. All AWI AWOS configurations are FAA certified. a. AWOS A. The AWOS A system contains only dual-pressure sensors that measure pressure and report altimeter setting to the pilot. $18,556 b. AWOS I. The AWOS I system contains the AWOS A sensors, plus sensors to measure wind data (speed, direction, and gusts), temperature, dewpoint, and report density altitude. $21, c. AWOS AV. The AWOS AV system contains the AWOS I system sensors, plus a visibility sensor. $38, d. AWOS II. The AWOS II system contains the AWOS I system sensors, plus a visibility sensor. $38, e. AWOS III. The AWOS III system contains all the AWOS II system sensors, plus a cloud-height sensor. $53, f. AWOS III P. The AWOS III P system contains all the AWOS III system sensors, plus a precipitation identification sensor. $65, g. AWOS III T. The AWOS III T system contains all the AWOS III system sensors and includes a thunderstorm/lightning reporting capability. $64, h. AWOS III P/T. 5 City of Sunnyside AIP No PROJECT DESCRIPTION The goal of this project is to acquire and install an AWOS system at the Sunnyside Municipal Airport. An AWOS AV at Sunnyside is eligible for FAA funding based on current activity at the airport. A more sophisticated AWOS system must be justified through a Benefit - Cost Analysis in order to secure FAA funding. The Benefit Cost Analysis was performed in accordance with FAA Order C Airway Planning Standard Number One Terminal Air Navigation Facilities and Air Traffic Control Services. LOCATION Sunnyside Municipal Airport is located approximately two miles east of the City of Sunnyside, Washington, immediately east of State Highway 241, on East Edison Road. The airport consists of approximately 80.9 acres and has one paved and lighted runway that is 3,422 feet by 60 feet with an east-west orientation. Sunnyside Municipal Airport is owned and operated by the City of Sunnyside. BACKGROUND AND ANALYSIS The primary motivation for a request for AWOS equipment at Sunnyside Municipal Airport is a concern from air ambulance regarding lack of accurate weather information available for Sunnyside Municipal Airport. This information will assist them in determining what type of aircraft is the most appropriate for the current weather situation or whether they must cancel air ambulance and use ground ambulance transport. JUSTIFICATION The City of Sunnyside would like to install an AWOS III-PT at the airport. The City would like to have weather observations reported to the FAA national network through the National Aerospace Data Interchange Network (NADIN). NADIN provides real time weather observations and allows public access from anywhere in the nation. This information provides City of Sunnyside 1 July 2011
6 significant benefit to air ambulance pilots, private pilots, government agencies, businesses and surrounding communities. A minimum of an AWOS III is required in order to send data to NADIN. An AWOS III includes the following observations: altimeter setting, density altitude, visibility, variable visibility, temperature, dew point, wind speed, wind gust, wind direction, variable wind direction, day/night, cloud height and sky condition. The AWOS III-PT also includes a precipitation identification sensor as well as thunderstorm / lightning detection. The City of Sunnyside is located near mountains and weather conditions change rapidly. While weather information is available at Yakima and Pasco, the weather changes quickly and significantly enough that weather stations 25 and 35 nautical miles away are not considered accurate enough for operations at Sunnyside. Weather is a significant factor in accidents involving aircraft. Current weather observations are critical for preparation of flight plans. Accurate weather information allows pilots to make informed decisions regarding fuel management, diversions and alternate planning. It also provides pilots with the ability to make informed decisions regarding whether or not to attempt an approach, and if so, what type of approach to use. By connecting to NADIN, AWOS observations are available for preflight briefing from anywhere in the country, making flying safer. BENEFIT-COST ANALYSIS Based on the criteria established in FAA Order C, Chapter 4, Paragraph 46c(1b), a benefit-cost analysis was performed for an AWOS at Sunnyside Municipal Airport. According to AirNav, Sunnyside Municipal Airport has an average of 66 operations per day (for a 12 month period ending 6/28/2010). This traffic consists of 75% transient general aviation and 25% local general aviation traffic. Based on the benefit costs reflected in FAA Order C, the total benefit in dollars of an AWOS III P/T at Sunnyside is $85, Sunnyside Municipal Airport is located about 90 miles from the nearest FAA Contract Weather Observation Station, so the AR Factor used is According to the life-cycle costs reflected in FAA Order C, the life cycle cost for an AWOS III P/T is found to be $152,145. Based on the AR Factor, this results in a benefit-cost ratio of 0.70, which does not meet the eligibility criteria of a benefit-cost ratio of 1 or greater. The benefit-cost ratio of an AWOS II at Sunnyside Municipal Airport is 1.24, making this an eligible option for FAA funding. The estimated direct cost for an AWOS II, not including site selection, engineering design, site development and installation, is about $39,000. The additional sensors to provide an AWOS III P/T cost approximately $38,000. The site selection, engineering design, site development, equipment cost and installation of an AWOS II is potentially eligible for FAA funding. If the City of Sunnyside should wish to go ahead and install an AWOS III P/T, the additional cost of the equipment and installation will need to come from another funding source.
