BACKGROUND:` On Monday, August 29, 2005, the State of Alabama battled Hurricane Katrina. Katrina was a Category 4 hurricane that impacted Baldwin and Mobile counties. Dauphine Island faced 100 mph wind gusts with measured winds of over 80 mph in Mobile. The highest storm surge was reported to be 15 feet which was in Bayou La Batre. There were 4 confirmed tornadoes. These tornadoes were sited in Montgomery, Macon, Tallapoosa and Calhoun counties. Rainfall was actually insignificant. The most rainfall reported was in extreme west Alabama which was 3-4 inches. B. CURRENT: C. CASUALTIES: Current As of: 08/31/2005 DEAD HOSPITALIZED MISSING 2 2 * * No figures available at this time. 2. SEVERITY OF IMPACT ON LOCAL JURISDICTIONS: A. IMPACT ON INDIVIDUALS: Initial verbal reports show substantial flooding and damage in impacted areas. Awaiting passage of storm and daybreak to perform preliminary damage assessment. B. IMPACT ON BUSINESSES: Same as above. C. UTILITIES: (1 POTABLE WATER SUPPLIES: ADEM Drinking Water Branch reported that Mobile has been running on emergency power for several hours. Turbidity in the water is starting to exceed their filter s capacity. One filter has already shut down, but are going to manually override the controls. Stickney filtration plan has a roof of a day care and some of their own roof in their basins. Myer filtration plant is shutdown due to its inability to cope with the winds pushing water through the plant. Also, Mobile is attempting to keep their elevated water tanks full so as to combat the high winds. ADEM Drinking Water Branch reported that Bayou La Batre has issued a boil water notice. ADEM Drinking Water Branch reported that a local new organization (WKRG) reported that the City of Fairhope had shut off water supply to Baldwin County Road 1. ROAD/TRANSPORTATION STATUS: (1 AIRPORTS: All Airports in State of Alabama are Open and Operational (2 RAILWAYS: CSX , stopping all traffic in South Alabama after 7 trains reach Montgomery, one train to be tied down in Mobile. 8/28/ hours Norfolk Southern , All trains from New Orleans North to Meridian MS, East to Mobile and North to Selma stopped 8/28/05, 1545 hrs. Update: All trains from Montgomery to New Orleans and Pensacola and all trains from Mobile to Pensacola stopped. Assessment to begin at 6:00 AM 8/30/ Assessments not completed, and no trains running as of 8/30/05, ar1600 hrs. No train traffic /31/05 (3 INTERSTATE HIGHWAYS: See Attachment A (4 BRIDGES: See Above (5 OTHER: FUEL No reported shortages along I-10 and I-20 State Troopers are reporting a shortage along I-65 south of the 57 mile marker to the city of Mobile. E. OTHER CRITICAL FACILITIES: (1 MEDICAL FACILITIES: No closings reported (2 SCHOOLS: (3 HAZMAT FACILITIES: Most industrial plants in Mobile County have hurricane plans that outline procedures to put their plant in a Stand-by safe status or completely shut down depending on the circumstances. 5 (d ESF-11: NW AL north of Tuscaloosa approx. 10% damage to corn crop, minor damage to cotton crop, cotton was laid down by high winds but could recover Cotton report heavy damage in Mobile Co.; Pecans heavy damage in Mobile Co.; Satsuma crop heavy damage in Mobile Co Poultry-statewide: light to minor damage, several companies reporting metal roofing damage, one older house destroyed in Cullman Co.; poultry houses tin damage; 8-10 houses damaged severe enough to have to relocate chickens into other houses; possibly 2-3 houses damaged severe enough that may not be repairable; less than 10,000 chickens lost, mostly due to generator failure at a farm in Walker Co. Current reports for livestock damage are sparse due to downed communications but appear to be mainly fence damage due to downed trees along AL/MS border, we have contacted AL Cattlemen s Assoc. who is coordinating a fencepost & wire resource to help supply local needs We have communicated w/several vet clinics in Mobile & Baldwin Co.; Baldwin Co. reports light damage & are back on line with power; Mobile Co. reporting light structural damage but no electricity. Vets are still able to provide emergency care & can be contacted through their regular office numbers (some available, some are not). We have discussed the possibility of utilizing a VMAT team w/a VMAT team leader, at this time, they have capacity to assist if/when we need. Local vet resources are adequate at this time. The Department has a list of 15 facilities across the state that will house animals evacuated because of the hurricane. The list, along with contact information and type of animal is posted on the Department website as well as on the EM2000. Some of these facilities will house small animals such as dogs and cats; however, most only house horses. The total number of animals that can be accommodated is over Late this morning it was reported that just under 100 horses were being sheltered. (e DONATIONS: See Voluntary Agencies above 5. EDT FOR IMMEDIATE RELEASE COLONIAL PIPELINE RESTARTS SYSTEM ALPHARETTA, GA (August 31, 2005) Colonial Pipeline today announced that it is safely restarting its pipeline. The initial restart of Colonial s Main lines 1 and 2 is scheduled to begin within the next several hours. Initial service restoration will provide between 25% and 35% of Colonial s normal operating capacity. Both gasoline and distillate service is included in this system restart. Colonial s first priority through all of these restart activities is the protection of public safety and the environment. Following this baseline restoration of partial service, Colonial will continue with the previously announced installation of distributed generation equipment along its system in Louisiana and Mississippi to provide electric power. This power will allow Colonial to gradually increase the rate of throughput on the system throughout the weekend. Colonial anticipates that the maximum percentage of normal capacity that these interim measures will provide is between 50% and 60%. Colonial continues to work closely with local electrical utilities as they begin to restore power along the pipeline. Colonial Pipeline, headquartered in Alpharetta, Ga., delivers a daily average of 100 million gallons of gasoline, home heating oil, aviation fuel and other refined petroleum products to communities and businesses throughout South and the Eastern United States. Colonial consists of more than 5,500 miles of pipeline, originating at Houston, Texas, and terminating at the New York harbor. # # #
