1 HURRICANE PROCEDURES For Lagoon Landing The President or his/her designee will issue all necessary directives and instructions concerning the implementation of these procedures and the resumption of classes. The Director of Marketing & Public Affairs will coordinate efforts with local radio stations and text messages to send messages to faculty, staff, and students regarding the closing and opening of the College & Residence Hall: FM. A. Hurricane Season: June 1 November 30 INTRODUCTION B. Tropical Storm Tropical storms generally do not warrant evacuation, however, because the winds are over 39 miles per hour, Monroe County School District closes to prevent buses from having to the cross the bridges. If the school district closes, FKCC also closes, but the residence hall may remain open. C. Hurricane Watch (Alert): First warning that a hurricane is a definite threat to a portion of the coast of Florida; normally give 48 hours before the storm is expected to hit the coast. Landfall is uncertain and broad geographic areas are alerted. This is a time for preliminary storm preparation. At the "hurricane watch", FKCC will monitor the progress of the threatening weather system and to take definitive steps to verify FKCC's preparedness to execute subsequent emergency procedures should the track of the weather system continue to threaten the Florida Keys. D. Hurricane Warning: Normally issued 36 hours before the storm is expected to strike the coast; more accurate landfall is predicted with narrower geographic boundaries. When a "hurricane warning" is declared, FKCC will direct the execution of emergency procedures. April 2012 Page 1

2 Tropical Storm If the College closes due to the warning of a tropical storm, residents are expected to return to their room within one hour of notification of College closure and remain in their room/suite until the storm has passed and the announcement has been made by the or Director of Residence Life that it is safe to go outside. In preparation of the tropical storm, residents are expected to do the following: Gather the Following Supplies: A three-day supply of prescription medications A three-day supply of toiletries (toothpaste, soap, shampoo, etc) A three-day supply of cash Non-perishable snack-type food (crackers, power bars, cookies, pretzels, chips, peanut butter, jelly, bread, cereal, cans of tuna, soda, etc) Flashlight (preferably D-battery size), plus at least two extra sets of batteries Two large sponges Several clean bath/beach towels that can be used to pick up water Plastic bags or sheeting to store/cover property Optional: o small, battery powered TV with antenna o small, battery powered radio o small, battery powered fan Do the Following: Attend your residence hall tropical storm preparation meeting!! Retract or raise blinds all the way Move furniture, including beds, and other property away from windows Because floors may get wet, all articles (electronic equipment, shoes, rugs, clothes, bags, suitcases) on floors should be picked up. Placing these articles in plastic trash bags will help protect them from water damage All loose objects should be placed in drawers and closets. Papers, books, etc., should not be left on tops of desks or dressers. Placing these articles in plastic trash bags will help protect them from water damage Valuables should be placed in closets or drawers Room/suite doors should be locked when residents are not in their rooms or suites Wash/dry all your dirty laundry Fully charge your cell phone, razor, laptop, and any other battery powered property Fill the gas tank of your car Park your car in the front campus parking area away from trees with the emergency brake set and the transmission in park (auto) or reverse (manual). After the College closes classes/operations, use stairs to access residence hall suites Elevators will be turned off until after the storm passes If you are going home or off-campus, inform your of where you will be during the storm and give them your cell phone number. Call home to let them know where you will be during the storm and how they can contact you. April 2012 Page 2

3 During the Tropical Storm: 1. It is essential that all residents stay indoors throughout the entire tropical storm 2. When the winds get to 40 miles per hour: 1. do not exit your building 2. do not open an exterior door 3. do not use exterior stairs 4. stay away from windows and exterior doors 5. keep your flashlight with you 6. elevators will be turned off until after the storm passes - residents will be restricted to their floors when winds reach 40 miles per hour 3. If water is coming into your room, try to prevent/limit damage by collecting the water with sponges and towels and wringing them out over an empty waste can. Put a towel around leaking windows, pipes, and doors. If your room becomes uninhabitable, seek refuge in a neighbor's room. If your room is livable, let others take refuge with you 4. You may be directed by to exit your room and take refuge in the hallway if the winds grow stronger 5. Report all accidents, injuries, broken windows, or excessive water to your 6. If electrical power goes off, do not light candles, use a flashlight and go to the central corridor 7. You may not leave your building after the storm until your or Director of Residence Life says that it is safe to do so Hurricane Watch The preparation phase begins upon notification of hurricane watch conditions (48 to 36 hours). During this phrase, FKCC will prepare notification and / or execution communications for release by the President or his designated representative. FKCC s general procedure is to follow Monroe County School District s determination on facility closing; however, the FKCC personnel perform a comprehensive series of actions in preparation for potential college closure and subsequent evacuation of the Keys. Director of Residence Life will: Verify the "evacuation site(s)" for residence hall students Maintain an accurate count of residence hall students with documentation of their evacuation plans o The Director of Residence Life will provide each with a current listing of students assigned to and residing in their respective residence hall Disseminate information on off-campus hurricane shelters and route information for residence hall students Identify the residence hall students who require busing services for evacuation and assign them to evacuation site. Make four copies of each Request for Evacuation Assistance form and provide to: o s, Dean of Student Affairs & Accreditation, & Vice President of Administrative and Business Services Reserve one or two buses to evacuate residence hall students April 2012 Page 3

4 Hurricane Warning The preparation phase begins upon notification of hurricane warning conditions and mandatory resident evacuation by Monroe County (36 to 24 hours). At this time, the College will have issued closing notification. Residence Hall Students are Expected to: Report immediately to the residence hall, entering only by the main entrance and ensuring that your name is checked off by the Director of Residence Life or positioned at the main entrance. Upon entering the residence hall, students proceed to their rooms to protect personal items left in rooms and collect and pack the following items to take with them to the Evacuation Shelter: o Water o At least 7 days of prescription medication o A week's supply of cash o o Manual can opener Non-perishable snack-type food (crackers, power bars, cookies, pretzels, chips, peanut butter, jelly, bread, cereal, cans of tuna, soda, etc) o Blankets, sleeping bag o Pillows o Tooth brush and paste o Soap o Personal hygiene items o Toilet paper & paper towels o Towel, Wash cloth o Sturdy shoes o Flashlight and battery-powered radio o At least seven days of clothing o Batteries o Paper products and utensils o Games/cards o Portable lounge chairs Resident students will have sixty minutes (one-hour) to collect personal items and to prepare their hurricane evacuation bag. Two hours after the official notification that classes are canceled, FKCC is closed and the residence hall is under evacuation, resident students must report to the residence hall main lobby to verify with the Director of Residence Life or designated that they are packed and ready to proceed to the designated evacuation site or evacuate by way of their own choosing. When directed, resident students who need transportation to evacuate to FKCC s selected shelter by way of College-provided bus will proceed in an orderly manner to the designated bus. All students must evacuate. No one will be allowed to stay in the residence hall during a mandated evacuation. April 2012 Page 4

5 Florida International University: Evacuation Shelter for Residence Hall Students Directions to Recreation Center Building at Florida International University (FIU): Florida Turnpike north toward Orlando (aka 821 or West Dade Expressway) Exit at US 41 SW 8th St (exit 25) Bear right and merge with traffic on SW 8th St. Take the first right, into the FIU Campus Turn Right at the first stop sign and proceed on Campus Dr. until next stop sign at Panther Way near the Century Bank Arena. Continue straight. FKCC s Residence Hall Shelter is located in the Recreation Center (Red, yellow & White bldg) on the left Students and personnel are encouraged to use a battery-operated radio to keep abreast of the hurricane's progress and dangers. Once the Hurricane Warning status has been lifted and the Evacuation Re-entry by Monroe County has been issued, the Vice President of Administrative and Business Services and Director of Facilities and Purchasing will survey facilities to determine safety and usability. They will provide an update as to the conditions of the facilities and a College opening date and notice will be sent through telecommunications and through the designated radio stations.
