1 MEMORANDUM To: From: Subject: Governor s Office Julie Murphy, COGCC Director Development of Comprehensive Orphan Wells and Orphaned Sites List as Directed by Executive Order D Date: August 1, 2018 Background Governor Hickenlooper signed Executive Order D on July 18, 2018 to improve the environment, public health, and safety of Coloradans by directing the Colorado Oil and Gas Conservation Commission (COGCC) to plug, remediate, and reclaim orphaned wells and sites and prevent future orphaned wells and sites. The Executive Order requires COGCC to update its comprehensive list of orphaned wells and sites by August 1, 2018, and to prioritize the list into low-, medium-, and high-priority categories based on identified risk factors. COGCC s initial prioritized list is enclosed. Methodology COGCC staff analysis resulted in a final total of 263 orphaned wells and 365 associated orphaned sites as of August 1, This list was prioritized into low-, medium-, and high-priority categories based on risk factors, including population density and urbanization, environmental factors, years in service, active spills, stormwater issues, noxious weeds, wildlife/livestock/vegetation impacts, surface equipment, bradenhead pressure, mechanical integrity test data, and history of venting or leaking. Each site received a numerical score between 0 and 100. Sites scoring between 0 and 44 are classified as low-priority, between 45 and 64 as medium-priority and between 65 and 100 as high-priority. Of the 365 orphaned sites, 79 or 22% are classified as low-priority, 223 or 61% as medium-priority and 63 or 17% as high priority. Conclusion As required by the Executive Order, COGCC will provide an annual report of progress on plugging, remediation, and reclamation of orphaned wells and orphaned sites for the preceding year (July 1, 2017 through June 30, 2018) by September 1, The report will be made available to the public, and presented to the Governor and General Assembly committees of reference with oversight authority over the COGCC.
