6 Ohio Mayor s s Ohio law allows mayors of municipal corporations populated by more than 100 people that are not the site of a municipal court to conduct mayor s court. These courts, which are not courts of record, hear only cases involving violations of local ordinances and state traffic laws. Those convicted in a mayor s court may appeal their conviction to the municipal or county court having jurisdiction within the municipal corporation. Ohio law does not require mayors who hear cases to be attorneys. Section of the Ohio Revised Code, effective Jan. 1, 2004, requires mayor s courts to register annually and file statistics quarterly with the Supreme of Ohio. At the request of the Ohio General Assembly, the Supreme adopted rules providing court procedures and basic legal education for mayors who hear cases. Furthermore, mayors whose courts hear alcohol- and drug-related traffic offenses have additional educational requirements. In 2010, there were 320 municipal corporations operating mayor s courts that registered and reported activity to the Supreme. 8 General Notes s with Incomplete, Missing or Unusable Data The following mayor s court did not submit a full set of quarterly reports because it became inactive during 2010: Alexandria (submitted reports for first, second and third quarters only) The following mayor s courts did not submit a full set of quarterly reports, even though the most recently received quarterly reports for 2010 showed cases pending at the end of the quarter: Chesterhill (last report received was for second quarter) Frazeysburg (last report received was for third quarter) New Waterford (last report received was for first quarter) Sardinia (last report received was for first quarter) Smithfield (last report received was for third quarter) The following mayor s court did not submit a full set of quarterly reports and the most recently received quarterly report for 2010 showed no cases pending at the end of that quarter: Syracuse (last report received was for third quarter) The following mayor s courts did not submit quarterly reports amenable for inclusion in this report as a result of invalid data: Bradner Newtonsville Perry Salineville South Zanesville Definition of Clearance Rate A court s clearance rate is a measure of its ability to keep up with its incoming caseload. The clearance rate, expressed as a percentage, is calculated by dividing the total number of terminations by the total number of new filings, transfers and reactivations. The calculation does not include cases pending at the beginning of the year. Data All population figures contained in this report are based on the 2010 U.S. Census. 3
