1 F I II F I F I, F, IIII F P P P 164, F, I I II, I F I I II F I I I F I, F I I F I PIIP I P; IIFI I I; PII F II I, PII F I., on arch 17, 2016, the ustis ity ommission adopted esolution o initiating the process for negotiating an lnterlocal ervice oundary greement pursuant to hapter 171, Part II; and, on pril 6, 2016, the avares ity ouncil adopted esolution o , accepting the invitation to participate in the negotiation of an lnterlocal ervice oundary greement; and, on ay 3, 2016, the ount ora ity ouncil adopted esolution o accepting the invitation to participate in the negotiation of an lnterlocal ervice oundary greement, and included a map exhibit of their own planned expansion area to include the entire boundary of the proposed ustis lnterlocal ervice oundary rea, and more; and, on ay 17, 2016, the ake ounty oard of ounty ommissioners adopted esolution o , and identified areas of negotiations, including annexation of non-contiguous properties and concerns regarding actual notification of properties being subject to annexation ; and, February 3, 2017, the ity of avares provided written notification of no objection to the proposed ustis lnterlocal ervice oundary rea ap with revision date of February 3, 2017; and, meetings held with the ake ounty and ount ora administrative officers failed to result in resolution of issues identified in the respective responding resolutions; and, in the event resolution to issues cannot be achieved after six months of negotiation, hapter 171, Part II (13) provides declaring an impasse in the negotiations and seek a resolution of the issues under , F.., per hapter 171, Part II of the Florida tatutes, states that the legislative intent of lnterlocal ervice oundary greements is to promote sensible boundaries that reduce the costs of local governments, avoid duplicating local services, esolution o eclaration of Impasse-I Page 1 of4
