2 ABOUT SDC IN INDIA BACKGROUND A technical cooperation partner of India for more than fifty years. Since 2011, SDC s programme focuses specifically on the issues of climate change. SDC s Global Programme Climate Change (GPCC) supports innovative climate change adaptation and mitigation projects in select partner countries, facilities the generation and dissemination of knowledge and engages in climate change policy processes. GOAL Contribute to a climate compatible development in India over the long run by: Safeguarding development achievements from the negative impacts of climate change (Adaptation); and Reducing or avoiding greenhouse gas emissions without compromising India s development goals (Mitigation).

6 IHCAP: Supporting Country System IHCAP designed to work with existing country systems at National and State levels through the Department of Science and Technology DST has been entrusted with the responsibility of coordinating NMSHE NMSHE was designed recognizing the high climate vulnerability and low information & knowledge availability in Himalayas NMSHE is the only mission with a regional focus

7 PROGRAMME (IHCAP) Phase 1: Objectives The project aims to strengthen the resilience of vulnerable communities in the Himalayas and to enhance knowledge and capacities of research institutions, communities, and decision-makers. Capacities for adaptation planning and implementation in Himachal Pradesh are strengthened Scientific capacity in the field of Glaciology and related areas are enhanced Dialogues between Himalayan states and key stakeholders are facilitated Implementing Partners Department of Science and Technology; Department of Environment, Science and Technology, Government of Himachal Pradesh Consortium of Swiss (Geneva, Bern, Fribourg, Zurich) and Indian Universities (JNU, GBPIHED, Doon University, CSK Palampur, BSIP), Lucknow)

9 PROGRAMME (IHCAP) Phase 1: Key achievements (1/3) Science Capacity building Indo-Swiss Capacity Building Programme on Himalayan Glaciology was designed and launched and 52 researchers trained Joint research work (India and Switzerland) on vulnerability, risks and hazard assessment in Kullu district in partnership with DEST, Government of Himachal Pradesh Framework for integrated vulnerability, and risk assessment developed

10 PROGRAMME (IHCAP) Phase 1: Key Achievements (2/3) State Level Processes for Community Adaptation Capacities of 127 representatives from the government, NGOs and academia in HP in climate change adaptation planning and implementation strengthened Results of joint research and common framework enable planning and implementation of adaptation action at state level Media capacity building workshops (74 journalists participated)

11 PROGRAMME (IHCAP) Phase 1: Key Achievements (2/3) Informed adaptation policy Technical assistance for the preparation of climate change adaptation projects to J&K and Himachal Pradesh for National Adaptation fund on Climate Change (NAFCC) Revival of multi-stakeholder Himalayan Sustainable Development Forum foster cooperation on sustainable development across Himalayan region Knowledge management and outreach (policy briefs)

12 PROGRAMME (IHCAP) Phase 2: Phase 2 Objective: Resilience of vulnerable communities in the Himalayas is strengthened and knowledge and capacities of research institutions, communities, decision makers and implementers are enhanced. Outcomes: 1. Knowledge increased on impacts of and vulnerability to climate change of the Himalayan socio-ecological system 2. Capacities of academic and public institutions to address climate change in the Indian Himalayan Region enhanced 3. Awareness increased, policymakers are informed and knowledge is disseminated in the Indian HKH Region and beyond

13 PROGRAMME (IHCAP) Phase 2: Outcome 1: Collaborative research studies between Swiss and Indian institutions DST-SDC Joint Call for Proposals for Indo-Swiss Collaborative Research on Climate Science and Adaptation to Climate Change in the Indian Himalayan Region ( ) announced Focus on following two themes: Glaciology, hydrology and meteorology Socio-ecological systems Details available at:

14 PROGRAMME (IHCAP) Phase 2: Outcome 2: Training programmes on climate science and integration for adaptation planning Scaling out to all 12 Himalayan States (sub national governments in the IHR) Organizing Training Needs Assessments in the Himalayan States Designing the training curriculum Organizing the training programmes for the Himalayan States

15 PROGRAMME (IHCAP) Phase 2: Outcome 2: Institutionalizing Indo-Swiss Capacity Building Programme on Himalayan Glaciology Workshop organized by Delhi University for training of faculty from Indian Universities based on revisions in curriculum Training of 4 faculty members from Kashmir University (2) and Delhi University (2) at Swiss institutions on the curriculum and pedagogy organized Programme to be institutionalized in 2 Indian Universities

16 PROGRAMME (IHCAP) Phase 2: Outcome 2 : Development of climate adaptation measures for Kullu district Based on Climate Vulnerability, Hazards and Risk study conducted as part of IHCAP Phase 1 Following three concrete adaptation options being developed for Kullu: Reducing Flood Risk in Parvati Valley of Kullu district, Himachal Pradesh Promoting Climate Resilient Agri-Horticulture in Banjar, Kullu district, Himachal Pradesh Ecosystem Based Adaptation of Communities in the Great Himalayan National Park, Kullu district, Himachal Pradesh

17 PROGRAMME (IHCAP) Phase 2: Outcome 2: Vulnerability Assessment Framework for the Indian Himalayan Region Common Vulnerability Assessment Framework being developed for the Indian Himalayan Region Trainings to be organized for the State Government officials for using the framework Development of Vulnerability Atlas for the Indian Himalayan Region

18 PROGRAMME (IHCAP) Phase 2: Outcome 3: Media capacity building programmes for reporting on climate change issues Objective is to improve reportage on climate change adaptation issues in the Indian Himalayan Region Series of 12 media workshops will be organized across the Indian Himalayan Region

19 PROGRAMME (IHCAP) Phase 2: Outcome 3: Regional, global dialogue and exchange for science policy connect enabled Organise science-policy interface dialogue with focus on HKH region in partnersip with regional and global organisations and platforms (e.g. ICIMOD, World Mountain Forum) Organise side events during UNFCCC events Facilitate participation in key IPCC events
