1 REFRESH OF THE PROPOSAL FOR A COTSWOLDS GEOPARK Summary: This paper updates the Sub-committee on current thinking regarding the proposal for a Cotswolds Geopark Recommendations: a) That the Sub-committee discuss the paper b) That a revised proposal for Cotswolds Geopark is prepared for the Subcommittee meeting on 26 th September. Officer contact: Mark Connelly, Land Management Officer Backround Discussions about a Geopark for part or all the Cotswolds AONB have been ongoing since Whilst a locally defined Cotswold Hills Geopark covering about 1/3 of the AONB was launched in 2005 no application has been made to the European Geopark Network (EGN). The Conserving and Managing Sub-committee last reviewed the proposal for a Geopark and application to the EGN in September The paper considered at that time is attached as appendix A as it provides the background to this paper. The Sub-committee resolved that the proposal for Cotswolds Geopark, not being a priority, is not pursued for the time being. Due to the significance and quality of the geology and geomorphology of the Cotswolds AONB, its impact on the landscape, buildings and biodiversity and on the development of geology as a science, the idea of a Cotswold Geopark has retained support. Consequently the Board s Business Plan includes the task to refresh the proposed Cotswolds Geopark by the end of September The EGN and Geoparks since 2011 The number of European Geoparks has increased from 40 to 54 across 18 European countries. The number of UK European Geoparks has decreased by 1 with Lochaber Geopark withdrawing from the network. The UK Geoparks are: English Riviera (Torbay) Fforest Fawr (western half of the Brecon Beacons National Park) GeoMôn GeoPark (Anglesey) Geopark Shetland North Pennines AONB North West Highlands
2 The Malvern and Abberley Hills Geopark withdrew from the EGN prior to 2011, but still operates as a Geopark and promotes the Geopark Way, organises an annual Geofest etc. The Lochaber Geopark withdrew from the EGN as it could not sustain its membership. It too still uses the term Geopark but has every intention to re-apply for European Geopark status The extant European Geoparks in the UK have formed the UK Geoparks Forum to share experience and advice and to help prospective geoparks through the EGN application process. The Forum has a strong relationship with UK UNESCO. There is an agreement that each territory will put forward a maximum of two applications for geoparks to the EGN each year. Currently only one application, the Black Country Geopark, is going forward. In terms of EGN organisation and membership, only two changes have occurred since The term of membership of the EGN and hence re-evaluation period has been extended by one year to four. The rule covering the selling of geological material has also been clarified: The selling or destruction of the geological value of a geopark or of material either from within the geopark or from anywhere else in the world by organisations that form part of the geopark structure and/or are permitted to use the European Geoparks brand is not permitted. Precise details concerning this aspect of the charter is available upon request, but typically it refers to fossils, polished rocks and mineral specimens of the type normally found in so-called rock shops. It does not refer to quarried or mined material for industrial or domestic use that is quarried or mined under national legislation. Otherwise the requirements of membership remain the same. What has changed the most is the relationship of the EGN with UNESCO. European Geoparks are now part of the Global Geoparks Network (GGN). UNESCO is increasingly involved and interested in geoparks and there are discussions between the GGN and UNESCO about the status of geoparks. There is a desire to increase the status to that of a UNESCO programme along the lines of Biospheres. Definition and role of a European Geopark The EGN defines a European Geopark as: A territory, which includes a particular geological heritage and a sustainable territorial development strategy supported by a European program to promote development. It
3 must have clearly defined boundaries and sufficient surface area for true territorial economic development. With a great geological heritage A European Geopark must comprise a certain number of geological sites of particular importance in terms of their scientific quality, rarity, aesthetic appeal or educational value. The majority of sites present on the territory of a European Geopark must be part of the geological heritage, but their interest may also be archaeological, ecological, historical or cultural. A territory developing the Geotourism A European Geopark has an active role in the economic development of its territory through enhancement of a general image linked to the geological heritage and the development of Geotourism. In cooperation with its inhabitants A European Geopark has direct impact on the territory by influencing its inhabitants living conditions and environment. The objective is to enable the inhabitants to reappropriate the values of the territory s heritage and actively participate in the territory s cultural revitalization as a whole. An experimental territory A European Geopark develops, experiments with and enhances methods for preserving the geological heritage inside a thematic network A European Geopark must work within the European Geopark Network to further the network s development and cohesion. It must work with local enterprises to promote and support the creation of new by-products linked with the geological heritage in a complimentary spirit with the other European Geoparks Network members The report produced for the Board; The Geological and Geomorphological Importance of the Cotswolds AONB, discussions with the Geology Trusts and RIGS Groups in 2009 and subsequent collation on Regionally Important Geological and Geomorphological Sites (RIGS) demonstrates that the Cotswolds AONB fulfills the requirement for geological heritage and geological sites of particular importance. The main aim of a European Geopark and the EGN is sustainable regional development by using the geological heritage, principally through Geotourism With the exception of the urban English Riviera Geopark, European Geoparks are located in rural areas experiencing slow economic development, high levels of unemployment and population decline. The requirement for economic and social development matches the duty placed on the Board to foster the economic and social well-being of local communities within the
4 AONB. Examples of sustainable regional development from the EGN website and how they match with current Board activities include: EGN example Education and training programmes leading to new employment opportunities Supporting local businesses by promoting tourism, local produce Match with CCB Rural skills programme, Escape to the Cotswolds, Internships Sustainable Tourism Partnership, Our Land, Cotswold Choice proposal Developing outdoor educational activities and active sports Utilising cultural assets Protecting the environment Guided Walks programme, downloadable walks and rides, Warden s education Project The Cotswolds itself! Attractions, Country parks and sites, heritage sites etc. Primary purpose of the CCB Whilst new and increased activity would need to be demonstrated to justify EGN membership, there would be areas of activity that could be developed by the Board and a wide range of other organisations and businesses. Application process The core element of the application process is the production of a dossier including a management plan for the geopark and work programme. The application process for the European Charter for Sustainable Tourism in Protected Landscapes is a useful parallel and was in itself useful as it legitimized the Board to engage with the tourism sector in the Cotswolds. The application for the Charter included a 5 year action plan, the establishment of a partnership and involved a consultative process with communities, tourism businesses and conservation organisations. Cost There is no membership fee for the EGN. The EGN consider attendance at meetings as the fee. There is still, however, the 1000 annual promotional fee for the publication and distribution cost of the EGN magazine, website and other EGN promotional activities. The evaluation of the application (and re-evaluation every four years) is undertaken by two experts appointed by the EGN. The travel, accommodation and expenses of which are to be borne by the applicant. The experts may be from outside Europe as the EGN is part of the Global Geopark Network.
5 The EGN committee meets twice each year and the participation by two representatives from each geopark at all meetings is obligatory. This is perhaps the most sensitive cost of EGN membership due to the adverse perception of overseas travel within the public sector and is causing tension between the northern European Geoparks and their southern counterparts. Advantages EGN members are entitled to use the registered European Geopark brand as sign of quality and benefit from common promotional tools. All European Geoparks are also Global Geoparks which have the potential of increased status under UNESCO Membership has provided a forum for finding partners for international co-operation, exchange of ideas and experience and for seeking funding from EU programmes. Geopark status adds a feather that can persuade people to invest Recognition as a European Geopark can bring an increased profile on a European and Global scale and within the Cotswolds as evidenced by the Sustainable Tourism Charter. Also evidenced by the process of applying for the Sustainable Tourism Charter, it is a good way of engaging new partners, generating new ideas and creating a new impetus. Conclusion The Cotswolds AONB has a significant and important geological resource and a good story to tell, not just about the geology, how it has shaped the landscape, environmental services, history and economy of the area but also the development of geology as a science. The geology is building block of the landscape and much of what defines the Cotswolds such as the buildings, dry stone walls and habitats and is therefore the building block for the AONB itself. An estimated 23 million visitors come to the Cotswolds annually drawn by the landscape. There is a good opportunity to widen the understanding and appreciation of the Cotswolds. It could be argued that the Board could build on this without the Cotswolds AONB being a geopark.. European Geopark status for the Cotswolds AONB, however, has a good number of benefits as identified above and on the previous paper, Appendix A. the principal benefits are an increased recognition and profile on both a local and international level, particularly if geoparks become a UNESCO Programme and creating a new impetus by involving new people and organizations. Whilst the geological case is straightforward, the challenge will be to demonstrate what difference a geopark would make to the economy and wellbeing of the area. The
6 recently published report looking at the economic value of the Cotswolds AONB found that the Cotswold economy was relatively prosperous, worth 2billion, and largely resistant to the recent economic downturn. The report also suggests that around 260million and 7,500 jobs are critically dependent on the high quality environment and landscape of the AONB. We would need to show that geopark status would improve on this. Funding would be needed to support the application and continued membership of the EGN. Funding would also be needed to support projects identified during the preparation of an action plan although a number of existing and planned actions could be badged as Geopark. The next steps are to produce a revised proposal for a Cotswolds Geopark for consideration by the Sub-committee. End.
