Conceptual point of view Separation between LC and LU information, Mutually exclusive and comprehensive list of land cover components, Applicability on different scales, Applicability on national and European level Semantic translation between different classification systems, INSPIRE compliance, Support the bottom-up approach, Integration of parameters, Flexibility in structure for adding new model elements. 4

Thematic content point of view Data model should store information about.. soil sealing degree, crown cover density, habitats / ecosystem types, crop types, land management forms and cultivation patterns, spatial pattern, status, temporal patterns, transitional phenomena among others. 5

23 Grid Approach - Benefits Allows a dual-track system, where MS proceed at different speed Can benefit from EAGLE model as European extension of ISO standard LCML standard Can utilise Copernicus products INSPIRE compliant Fosters cooperation between MS and EU Allows European monitoring systems build on continuous monitoring programs at national level Cost-efficient Integration of information, not of datasets 22
24 Next steps and future perspectives EAGLE received status of EIONET working group Call for expression of interest (CEI) by EEA for continuation of EAGLE work EAGLE/HELM included in Copernicus 2014 work programme and implementation plan, future development to be supported New data situation: SENTINEL generation ahead, opened LANDSAT archives tackle and improve temporal (so far unsolved) issues EAGLE model as part of INSPIRE Land Cover data specification EAGLE model as European extension of LCML Strategic aspects: continuation of HELM (1) for building up an operational integrated land monitoring system
