Man And The Biosphere Programme MAB programme launched in 1970 by UNESCO General Conference Objective : reconcile conservation of biological diversity with human development through a better understanding of the relationships between the socio-economic needs and cultural values of human being and his environment MAB programme is dedicated to SUSTAINABLE DEVELOPMENT issues and challenges 3 1. Man And The Biosphere Programme MAB programme milestones : 1971 : launch of the programme 1984 : 1 st World Congress of BR, Minsk, URSS, Action plan 1995 : 2 nd World Congress of BR in Seville, Spain : Strategy and Statutory framework 2008 : 3 rd World Congress of BR, Madrid Action Plan 4 2

Man And The Biosphere Programme - Implementation of exit strategy -NEW MAB STRATEGY( ) : Based on MAP evaluation findings in line with UNESCO mid term strategy, SDGs and Post 2015 Agenda New thinking, new ideas and new proposals for future Biosphere Reserves are invited!!! 6 3
1. Man And The Biosphere Programme An intergovernmental scientific programme by 157 Member States for: Collation and creation of knowledge and its use to improve sustainability of human-environment interactions and relationships Improvement of the linkage between research and policy for conservation and sustainable use of biodiversity and natural resources Testing new principles, models and practices that improve human well-being, reduce biodiversity loss and mitigate impacts of climate change 7 1. Man And The Biosphere Programme MAB national committee Structure ICC(34) Bureau WNBR Advisory Committee Secretariat Research area Relevance of Biosphere reserves to test sustainable development approach, Novotel, Kigali, 4-7 November
1. Man And The Biosphere Programme MAB specificity is its demonstration sites so called Biosphere reserves (BR) Biosphere reserves are sites established by countries and recognized under UNESCO's Man and the Biosphere (MAB) Programmeto promote sustainable development based on local community efforts and sound science Man And The Biosphere Programme UNESCO MAB brings integrated sciences for global knowledge and actions Biosphere Reserves connect international agenda to ground truth and local solutions 10 5
2. Biosphere reserves Learning sites for SD BRs achieve three interconnected functions: conservation, development and logistic support These functions are achieved through an appropriate zoning scheme which outpace traditional confined conservation zones. BR concept and structures goes beyond Protected areas; BR are not protected areas sensu stricto Biosphere reserves Learning sites for SD Conservation and sustainable use of ecosystems, species and genetic resources; Fostering economic and human development; and Supporting the use of education and training, monitoring and other interventions to establish and sustain context specific relationships between conservation and development 12 6
2. Biosphere reserves functions and zonation Biosphere reserves Learning sites for SD WNBR covers a spectrum of terrestrial, freshwater and coastal /marine ecosystems, from polar to tropical zones and a wide range of situations regarding conservation of biodiversity and the management of natural resources Biosphere reserves are globally considered as: sites of excellence where new and optimal practices to manage nature and human activities are tested and demonstrated; 14 7
2. Biosphere reserves Learning sites for SD After their designation by UNESCO, biosphere reserves remain under national sovereign jurisdiction, yet they share their experience and ideas nationally, regionally and internationally within the World Network of Biosphere Reserves (WNBR). There are currently 621 BR in 117 countries 15 Management BIOSPHERE RESERVE Scientific institutions Management authority Legislation And rules CONSV. RECH. MONIT. LOCAL DVPT 8
Differences from protected areas 1 Integration of sustainable use of biodiversity, community development, promotion of economic opportunities and poverty eradication Globally identical criteria, quality mark, global visibility, including for donors and tourists Requirement of participatory management Focus on research, monitoring, education, global exchange of knowledge Page 17 Slide 17 Differences from protected areas 2 Focus on valuing traditional knowledge and cultural diversity Focus on socio-ecologic systems and cultural landscapes Unambiguous zonation Incentives for collective management of transboundary ecosystems, because of the intergovernmental designation and of an UN-based conceptual consensus. Page 17 Slide 18 9
2. Biosphere reserves Learning sites for SD BRs are tools which help countries to fill their obligations under the MEAs in particular, the Convention on Biological Diversityand its Ecosystem Approach; UNFCC and UNCCD: BR and Climate change : Sites to test and apply mitigation and adaptation measures learning sites for the UN Decade on Education for Sustainable Development( ) As for Rio in 1992, MAB and BRs will contribute to the implementation of the forthcoming Rio + 20 agenda The World Network of Biosphere Reserves (WNBR) Cooperation and Partnerships The MAB programme involves cooperation at nested scales local, sub-national, national, regional and global the WNBR of the MAB Programme promotes North- South and South-South collaboration and represents a unique tool for international co-operation through sharing knowledge, exchanging experiences, building capacity and promoting best practices
Key local benefits 1 Create income and employment opportunities Support livelihoods and social empowerment Reduce conflicts, improve collective decision-making Foster long-term viability of a landscape Create local identity and pride Stop outward migration from rural areas Improve the evidence-base for decision-making In cases of transboundary biosphere reserves, they support international cooperation and peace Slide 21 Key local benefits 2 UNESCO designation = global visibility = stability = donor attractiveness UNESCO designation = quality label for tourists. Marketing organic and/or fair-trade products World Network as source of best practice solutions. Bring together all the stakeholders who are really needed to address a problem. Attractive study place for scientists, may result in development projects Slide 22 11
