Visualization tools for coastal climate change vulnerability assessment and adaptation guidelines: a case study in Cartagena, Colombia Vivian Ochoa, Paula Cristina Sierra-Correa, Venus Rocha, Francisco A. Arias-Isaza, Ximena Rojas & Mauricio Bejarano The Marine and Coastal Research Institute José Benito Vives de Andreis - INVEMAR Victoria, Canada, June 2013
Outline Introduction About Caribbean Colombian A study case in Cartagena de Indias Methods Results Geovisors Conclusions and future work
Cartagena de Indias in Colombia CRITICAL AREA NCAP: Colombia
Caribbean colombian and SLR 55% population Cartagena Barranquilla Santa Marta Barranquilla Santa Marta inhabitants * 11% nacional total 85% urban area 15% rural area Growth rate 4.1% ** Cartagena Area km2 (2.4% total national)* 81 munipalities 64.35% people with NBI (unsatisfied basic needs Index) ++ * 26 inhabitants/km 2 ** 2 % National Poblational Growth Rate ++ exceeds the national average by a factor of 1.7
Objective To design of a dynamic visualization tool that enables easy identification of the most vulnerable areas of the city, using biophysical and socioeconomic factors, projecting the results of the analysis for future climate scenarios 2019 and 2040.
Flood data, visualization technology, and GIS tools to analyze the effects of Climate Change on flooding in Cartagena de Indias in Colombia Data compilation Information Structuring Scenarios analysis Results Geovisor CLIMARES
Geovisor is a tool designed to support adaptation to climate change in local planning by showing all users areas vulnerable to the effects of climate change Cartagena s Location
Geovisor and webpage
Cartagena socioeconomic vulnerability to climate change scenarios with moderate sea-level rise in 2019 (left) and high sea-level rise 2040 (right) (INVEMAR, 2012)
Conclusions and future work This tool may enable local authorities to identify high-risk areas in order to design and implement studies and investments needed to reduce potential risks and impacts of SLR in climate risk management and associated planning tools. Use of these outcomes and local results as lessons learned in land use planning instruments and policies, such as Territorial Climate Change Adaptation Plan and National Development Plan and National Climate Change Adaptation Plan.
Conclusions and future work Implementation of GIS and visualization and mapping tools to support the risk management and territorial planning, allows decision makers (public and private sector), to understand the use of these techniques to analyze and model coastal vulnerability to climate change scenarios and for inclusion in planning economic, social and environmental adaptation measures. If used as web tools (such as Geovisor and CLIMARES webpage services), it may facilitate consultation by different stakeholders and directly support decision-making process in sectors affected by climate change effects. Next step: Decision Support System provides the necessary elements for selecting among several possible alternatives to execute an action and serves the management, operations, and planning levels of an organization and help to make decisions.
