1 Relief Camp Tool Using GIS MAYANK SINGH SAKLA 1, JANKI ADHVARYU 2 1 M.TECH GEOMATICS STUDENT, CEPT UNIVERSITY 2 M.TECH GEOMATICS STUDENT, CEPT UNIVERSITY K L CAMPUS UNIVERSITY AREA NAVARANG PURA AHMEDABAD GUJARAT INIDA Word Limit of the Paper should not be more than 3000 Words = 7/8 Pages) Abstract: The paper presentation is based on our analysis on plotting of location for relief camp in the case of emergency here taking example of flood as an emergency. The platform which we have used for analysis is ArcGIS software. In this software we have used some parameters related to catchment area of flood; for this specific area we are considering some shape files or layers which have spatial data and attribute data. The layer which are used here as flood-zone, soil, river, lake, basin etc. Focus area of our study is to help governing body to take action regarding to selection of optimum land by considering standard parameter of land-use in minimum possible time. For this study we are making a tool so that optimum output in optimum time can be generated, for making of this effective tool we are using modelbuilder as a base. For achieve this concept we have also used some of basic built-in tool from ArcGIS software. From Using this built-in tool model can be made user friendly for every one use. This tool is designed in such a way that only just by putting layer data of different features we can solve our query. For this purpose clip feature and buffer analysis is taken as in build function we also have used selection by attribute so that proper analysis of soil parameter and water body can be maintained. This time it have been designed according to respect of flood analysis situation in area further it can be upgrade to our need of selection of land use by certain modification. 2 Introduction In today s world climatic change is taking place rapidly. These climatic changes have directly or indirectly affected human life by involving disaster like manmade and natural effects. Man-made disasters occur after urbanism in area. Urban flood is very good example of this scenario. Due to climate change effect geological process for earth has become very fast and that is the reason for natural flood also. This may be understood by continental drift theory. All this type of flooding disaster and emergency situation has to be under control by government. There are many initiatives that been taken these days by government to overcome such situation. But many a times due to certain haphazard situations, government bodies lacks in handling those critical situations means decision making system s poor performance. This proves that there is certain necessity of an application which can help governing bodies for planning certain necessary strategies. This multi criterion decision making system can be generating geo spatial platform by proper modelling. Platform based study ArcGIS provides an environment for making a model using a specific function of model builder. Python script can also be used to perform according to idea of study. This decision making model over ArcGIS platform is dependent on complete documentation study of tool and it is called tool documentation. After this full process of making and documenting tool as per our need, we may publish or use this too for result. Methodology for Tool documentation Objective: The objective of this tool is to help government body to find location of flood relief zone at the time of disaster during emergency. Summary Flood Relief Camp has been developed to provide the rescue zone, during flood by analysing certain parameters like - soil, lake, basin, flood-zone data road and river proximity. Solution: Model tool was made using some criteria like data related to soil, lake, flood-zone, river, road and basin For a pilot case we are taking some parameter which is explored in logical sequence. Model Explanation logical: Input layer of flood zone is added. After that expression for outside flood zone and area is added After selecting proper flood zone, road layer is to be added and buffer along road field is created say, 150M so that resources can be transported to relief camp easily. Buffer along river is to be created (about 300M) so that area falling under this zone can be eliminated in order to build relief zone, safe from excessive river water Page 2 of 6

3 Selection of soil from soil layer is to be done according to type of soil based on parameter (attribute feature) like bearing capacity and slope or gradient. After getting location from different parameter like soil, river, road further check along basin is to be done so that the location which does not come under basin buffer (20 KM) can be taken as location. Final selection of locating relief camp is based on attribute feature which may be large area. Final Output large in area with high soil bearing capacity, out of flood zone and out of river catchment, near to transportation facility and far from basin and lakes which is optimum location for flood relief camp. This tool should be used by army and governing body in case of emergency. Way forward: For precise study some more ground information should be added to analysis. Page 5 of 6
