New governance mechanism for regional development in Europe Willem Salet University of Amsterdam

Scheme of presentation Cities face rescaling of social and economic parameters Exploring new planning strategies in multi actor and multi governance context Four cases of strategic planning and strategic projects in European city-regions Conclusions

Rescaling economic and social parameters of urban space Understanding the dynamics of urban space requires insight in the change of social and economic parameters of urban viability Economic rescaling: differentiation of highly specialized economic network spaces both of production and consumption (Brenner) Increasing social mobility (labour, families, housing) and segmentated plurality

Changing shape of city regions Between regions: larger differences of economic interconnectivity Within city-regions: enlargement of scale and scope of urban spaces New in-between urban/ rural spaces Change of urban hierarchy periphery Context of multi actor and multi level governance

Strategic learning Strategic learning requires permanent exploration of wider horizons: Crossing the borders of administrative scales, time paths, and policy sectors Crossing the borders of public and private sectors Need of collective action in fragmentary spaces From territorial planning strategies to interconnected strategies

Different rhythms of social action in public and private sectors Robust, private led dynamics in 1990s (new entrepreneurial era) Private sector crosses the regional scales easier than public sector, however, within commercial and functional scopes Public sector strategies focus on policy integration but are rather introvert

Private sector networks Intraregional networks Transregional networks

Selection of strategic urban projects Strategic planning in Europe: 4 case studies of current urban mega projects Copenhagen Ørestaden Barcelona Universal Forum of Cultures Amsterdam Plan Zuidas Berlin Adlershof

Theoretical challenges How to frame urban projects that aim at goals of integration (extremely ambitious) in a context of multiple governance and metropolitan fragmentation. We hypothesised exchange value in stead of use value (critical urban literature) How to get constructive interconnectivity between the three domains of action as effective forms of co-production (we hypothesised various barriers of interconnectivity) How to enrich organisational issues of effective co-production with institutional meaning of legitimacy (we hypothesised low profile of institional reflection)

Copenhagen Ørestaden Area 3.1 square km (used 0.8) Planned employment Total real estate planned 3.1 million sq m Realized 1.1 million sq m Business 1.8 million sq m planned, only realized Residential planned, realised sqare meters

Location of the Ørestad project in the Copenhagen agglomeration

Map Ørestad Syd

View of the metro line from the Fields shopping centre

Framing Copenhagen Ørestaden Not connected with economic networks Very well connected with supra regional policies (the bridge, the light rail) Strong intra regional relationships Integrating qualities relatively modest (because of segregation land use) No democratic innovation

Barcelona Forum of Cultures 2 Size 4 square km Offices 2,6 million m2 (max) Residential m2 Green m2 Equipment (new) m2 New jobs (?)

Location of the Forum 2004 project in the Barcelona agglomeration

Forum

Diagonal Mar Future Zoo La Mina & La Catalana Llull-Taulat Forum area

Framing Universal Forum of Cultures 2004 Not strongly connected with global economy Led by local government Strongly connected with interregional, European, and global policies Aims of integrated urban space plausibly framed: Socio/ economic aims embedded in urbanism and cultural policy. Democracy: globalising metropolitan issues Conclusion: innovative but weak economic basis

Amsterdam Plan Zuidas 70 ha 1,1 million m2 offices 1,1 million m2 apartments m2 facilities jobs estimated

Location of the Zuidas project in the Amsterdam agglomeration

Framing Plan Zuidas Strongly embedded in international networks Local PPP, recently joined by national government; No interregional and no international policies; Aiming at integrated use of space, however framed as real estate development Democracy: Formal support, no experiments

Berlin Adlershof City of Science, Technology and Media 420 ha at border of city Offices 170 ha Residential 120 ha Mixed use and green 230 ha Jobs aimed (actually )

Berlin Adlershof Not connected with global networks Public led, local and regional ppp Not connected with interregional, national or international policies Aiming at integrated urban space but framed as real estate ppp No experiments of democratic innovation Conclusion: very poor framed in both dimensions (multi-level + integration)

Amsterdam Zuidas Barcelona Forum Berlin Adlershof Kopenhagen Orestad Internation Private sector Internat. Tourism + Local weak Finance/ Legal/ trade Creative economy Technol. economy Supra region public domain -+ Only local/ national ++ Interregion/ internation -- local ++ Europ. model Intra region Publ+priv Ppp (small) Large ppp ppp Public + No regional Gov conflict Gov unity Private - Degree of integration - Only econ. ++ Strong cult + - only economic +- spatially segregated No Cult/soc spatial Democrat Innovation Only formal Generating creativity Only formal Technocrat.

To conclude (1) All projects aim at mixed use of space but not always supported by efficient and innovative alliances Competitiveness is supported by public sector everywhere but highly surprising not at all by private sector Not the presence of economic capital but the absence of social/ cultural frustrates innovative integration

To conclude (2) International connectedness is promoted everywhere but most strategic coalitions still are organized in local regimes The construction of integral use value of urban space requires mobilisation of social and cultural organisation We did not find experiments of active civic mobilisation
