2 INSPIRE is about improving access to spatial information: the environment doesn t stop at borders EU Geoportal Central access point to spatial information in Europe Separate presentation on this topic INSPIRE Directive 2007/2/EC Distributed infrastructure: INSPIRE is to be based on the infrastructures for spatial information established and operated by the Member States Organisational and technical harmonisation Data held by or on behalf of public authorities Data falling under the themes listed in Annex I, II, III of the Directive For Community environmental policies and policies or activities which may have an impact on the environment
3 INSPIRE Directive: time frame of the developments Entry into force 15 May 2007 INSPIRE is a framework Directive Main provisions in the Directive: transposition into National legislation Implementing Rules, designed to amend non essential elements of the Directive by supplementing it, (Commission Regulations/Decisions Comitology procedure) Deadline for transposition: 15 May 2009 currently the legislation in Member States is being reviewed Development of the implementing rules: by October2013 Implementation of these Implementing Rules: between 2010 and

14 TWG Statistical Units Population & Demography In version 2.9 of the PD data specification the following requirement has been included: As a minimum of data to be provided is: the total population at residence place people in 5 year age groups grouped in ages of 0 until less than 15, 15 until less than 65, 65 and older only the most recent data minimum spatial data aggregation is municipality level besides 1 km2 grid For SU we suggest: To at least provide what is provided via PD or other Inspire themes that refer to SU If this is provided by an other organisation this should be organized at country level. One could consider using generalized geometry We would like reactions ed at inspire-twg-su-pd@udo-maack.eu before the 20th of March

23 Additional questions from MS (1) 1. SDMX INSPIRE metadata 2. Eurostat involvement in INSPIRE 3. Share experience: NSI activities (contact person) The forthcoming INSPIRE activities at Statistics Sweden are technically oriented and conducted for the first time. Valuable information would be good examples from other NSIs Information related to implementing the data specifications and the network services. 4. Should the statistical oriented code list registers be maintained by INSPIRE, Eurostat or the NSI s? 5. We would like to know if it is possible for Eurostat to provide data for "Statistical Units and Population Distribution" according Inspire centrally. This would save the NSI's a lot of work. If licences are blocking this, could this be solved at a higher level or by using generalized geometry? 6. Will there be a coordination at Eurostat to avoid duplicate work at the NSI's for both INSPIRE and the Census data. For Instance: does each NSI has to deliver the census data in SDMX and OGC geowebservices as well?
24 Additional questions from MS (2) 1. The INSPIRE Working Group on Data Quality has reduced its activities for the moment for unknown reasons, even unknown to members of the WG. Especially at this stage of implementation quality issues should be of high priority in the INSPIRE agenda. 2. Results from the consultation process on future maintenance of INSPIRE data, launched by mid of 2011, have not been yet commented by the European Commission. The development of services, portals e.a. needs to take this topic into consideration from the beginning. 3. GeoDRM: the ongoing process of implementing the INSPIRE Directive into an operational status requires at the same time considerations on rights management. Especially ideas how to organise a European standard for a mechanism of authentification of users of download services need to be discussed among stakeholders. 4. The development of prototypes for applications in the INSPIRE infrastructure, as willl occur in practice, are still missing. 5. Why is the coordinate reference system (CRS) in the Farm Structure Survey [world coordinate system]not harmonised with the INSPIRE CRS [ETRS89]?
