Porter)
3 Structure of this intervention 1. Context and main element of the study 2. Comparing Adriatic-Ionian Regions and other sub-seabasins 1. Recommendations for policy makers and cluster managers
4 Maritime clusters across the Mediterranean and Black Sea Assessment (2014) of over 100 clusters across Mediterranean and the Black Sea Overall: 48% growing, 29% mature and 17% emerging; Non-EU clusters 2/3 of clusters are at a growing stage.
5 A relatively traditional range of sectors involved in clusters
6 Areas for cooperation: sectors of activity of existing clusters -> Overall, maritime clusters studied focus on rather traditional activities East Med clusters - tourism, either coastal or cruise tourism; Central Med clusters - short/long-sea shipping, cruise tourism, ferries; West Med clusters - deep-sea shipping, shipbuilding and yachting; Black Sea shipbuilding, oil & gas and inland water transportation. with the exception of the Adriatic-Ionian region: Adriatic-Ionian clusters show heterogeneity, with a higher diversification of activities.

10 A well-distributed range of initiatives: from emerging to mature
11 Economic sectors do not depend on the maturity of clusters Majority Cluster: a of geographically clusters at an emerging proximate group stage of are interconnected releativelt traditional companies sector and associated with the exception of institutions aquatic products in the maritime (but in general field, linked main sector by commonalities for clustering and are complementarities tourism, shipping, (external transport, etc.)

14 Areas for cooperation: transversal areas of technical support Business-to-business and research cooperation: new forms of cooperation across sectors, building new value chains of products and services Competency development and knowledge sharing. Retention and development of skills; cooperation with specialised educational institutes in the area of training Marketing and visibility: Joint promotion of the cluster, its members and their products and services internationally Smart infrastructure and planning: Sharing of infrastructure, including ports, inland infrastructure as well as zoning of activities; Intelligent and integrated maritime spatial planning is required to prevent tensions Trans-boundary cooperation: access to markets, allowing clusters to jointly address future challenges, supporting benchmarking and learning
15 A roadmap for policy makers: 7 Action lines 1. Foster an effective policy framework 2. Enable competency development and knowledge sharing 3. Engage clusters in Maritime Spatial Planning and Integrated Coastal Zone Management 4. Embrace maritime clusters as part of Smart Specialisation 5. Promote marketing and visibility of maritime clusters 6. Stimulate trans-boundary cooperation 7. Enhance good maritime cluster management (enabler). -> Policy makers should know when to support maritime clusters (and when not)
