The key difference between ZON (zirconium oxynitrate) and ZHN (zirconium hydroxynitrate) is the level of nitrate present; the work reported in the literature shows that for both ZHN and ZON, there is a polymeric hydroxylated Zr species with some nitrate bonded to it; the difference between ZHN and ZON lies in the levels of free nitrate in solution. Based on these analyses (which will be included in the REACH dossier), we can conclude that ZHN and ZON are the same for REACH registration. purposes. An overview of the ZHN compounds covered by the REACH dossier for ZON is given below. The Zr:nitrate ratio of all compounds covered by the dossier varies between 1:2.1 and 1:0.1. IR data will only show the nitrate groups and not the interaction of the zirconium to nitrate bond. There is no practical spectral technique that will show the nature of the material. The key aspect of characterising this material is the molar ratio of the Zr to NO3 groups. In order to analysis this it is necessary to obtain the concentration of Zr (e.g., using XRF) and the concentration of the nitrate (CHN analysis, assuming all N to be present as nitrate). 20/07/2016 Page 2

He agrees to fulfil the requirements of the Verification Method described and agreed in the SIP Section 2.4 and takes the appropriate follow-up actions if the substance appears not to fall under the SIP agreed. He agrees that the final result of the Agreed Verification Method for sameness checking procedure is binding.
