1 Mining in Africa African Mining Vision 2050: Transparent, equitable and optimal exploitation of mineral resources to underpin broad-based sustainable growth and socio-economic development Revenues generated by the mining sector should be better managed and more fairly distributed resulting in significant socio-economic upliftment; Mineral wealth be used to promote resource-based industrialisation and diversification; and The exploitation of mineral resources as a lever of growth and the eradication of poverty, for the well being of Africa s populations.
2 Institutional and capacity insufficiencies or failures at the national level call for sub regional approaches to resolve common problems that manifest themselves at the local level.
3 Pilot study Mano River Union sub-region (excl. Cote d Ivoire) as a pilot for a larger Regional Approach targeting the ECOWAS, WAEMU and West Africa region as a whole,
4 Simply put.. How to link mining growth and the investments and returns that accompany it to the other economic and infrastructure development needs and plans of the sub-region taking account of environmental and social opportunities and constraints
5 West Africa Minerals Sector Significant economic endowment with worlds class bauxite, iron ore, gold and diamond deposits Projects under development at either the project-by-project or national level
6 Infrastructure linked deposits Mineral opportunities that create long-term opportunities for infrastructure development focus on those deposits that have the geological potential to host large long-life deposits of those solid minerals capable of supporting high-tonnage long-life mining/mineral-processing projects. Low-value high-bulk minerals are most conducive to providing critical mass to the development of a cluster or corridor.
7 Baseline and stakeholder consultation Review of current state of mining and the environment Institutional Stakeholder Focus Groups; and Community Stakeholder Surveys (targeting 10 communities in the three MRU countries (three each in Liberia and Sierra Leone and four in Guinea), selected for representativeness of the breadth, depth and diversity of communities impacted by mines and/or infrastructure development.

12 Scenario analysis of cluster development Scenario s compared potential outcomes in relation to key issues with respect to: Increased community participation; and/or Regional harmonisation Costs and benefits of alternative paths to development Used as a basis to discuss sub-regional approach at national workshops
13 What lies ahead? National workshops: to be held in Conakry, Freetown and Monrovia to validate WAMSSA s findings to date, select key priorities, and identify policy and institutional adjustments needed to address priorities In-depth economic analysis alternative implementation paths Mine planning Infrastructure planning Economic, environmental and social opportunities and costs Guidance as to the best way forward in the establishment of subregional mining clusters.
14 Our vision of success Framework integrated approach to infrastructure and mining investment planning meeting needs of mining sector and contributing to sub-regional sustainable development Wise and sustainable use of natural resources Equitable and adequate participation by key stakeholders in the policy dialogue, including vulnerable groups Active input and buy-in from national, sub-regional and regional institutions, donor partners, and the mining industry, to enable solid political and financial backing for the implementation of the recommendations Creation of flexible policy matrix robust to evolving policy trends Creation of a development model replicable in the broader ECOWAS region and elsewhere in Africa
