4 What are Flash Floods? World Meteorological Organization (WMO): A flood of short duration with a relatively high peak discharge American Meteorological Society (AMS): A flood that rises and falls quite rapidly with little or no advance warning, usually the result of intense rainfall over a relatively small area A local hydrometeorological phenomenon that requires: 1. BOTH Hydrological and Meteorological expertise for real time forecasting/warning 2. High Spatial and Temporal resolution in modeling and warning 3. Local Knowledge and Information of up to an hour for effective warning Usually, flow crest is reached within 6 hours of causative event September 2017 HRC GFFGS WMO-HydroSOS 4
5 The Global Initiative for Flash Floods The Hydrologic Research Center (HRC) has signed a joint MoU to implement regional flash flood guidance systems worldwide with: the United Nations World Meteorological Organization (WMO), the U.S. Agency for International Development/Office of U.S. Foreign Disaster Assistance (USAID/OFDA), GOAL: To support National Meteorological and Hydrological Services worldwide to: 1. provide reliable and effective flash-flood warnings and 2. improve disaster management efficiency and the U.S. National Oceanic and Atmospheric Administration (NOAA). More than 50 countries are covered by 9 regional systems that are currently running operationally September 2017 HRC GFFGS WMO-HydroSOS 5

7 What is flash flood guidance? FFG Location of Occurrence Soil Water Deficit Channel bankfull storage FFG: The amount of rainfall of a given duration and over a given catchment that is just enough to cause flooding conditions at the outlet of the draining stream.
