T. Machado, Diego Souza and Secretariat) Summary and Purpose of Document Formulating Region-based requirements for satellite data access and exchange is one of the important steps of the Integrated Global Data Dissemination Strategy (IGDDS) Implementation Plan and recognized by WMO as a priority (see WMO Executive Councli Resolution 12 (EC-65, 2013)). Based on earlier work, the Secretary-General of WMO invited Members in RA III and RA IV to nominate candidates for a standing regional coordination group. A preparatory meeting of the Coordination Group on Satellite Data Requirements in Region III and Region IV was held in the US during the 2013 NOAA Satellite Conference. Subsequently, the 16 th session of RA-IV endorsed the Group; endorsement by RA III is pending. Since, the Group has met by teleconference five times, the last meeting held on 26 February Co-chairs have been designated. This document describes the initiatives and actions taken in these five meetings, including preliminary results from a regional user survey. ACTION PROPOSED (a) (b) (c) The eighth session is invited to: Take note of the progress in the Coordination Group on Satellite Data Requirements for RA III/IV; Discuss next steps, and options to improve a sustainable dissemination system in the Region; Discuss ways to globally coordinate regional data requirements mechanisms, to discuss, normalize and exchange experiences. Introduction The issue at hand has been addressed for RA III and RA IV through a Satellite Data Requirements Task Team established in June 2009 by the Secretary General of WMO. The Task Team prepared an inventory of dissemination systems available in Regions III and IV with details on their coverage, data rate, and provisions for sustainability of these systems. The Task Team on Satellite Data Requirements completed its work in In its report, the Team prepared an inventory of dissemination systems available in Regions III and IV with details on their coverage, data rate, and provisions for sustainability of these systems. The inventory list as well all related documentation is available on line in the following URL In November 2012, the WMO Secretary General asked all Members in RA III and RA IV to nominate candidates for a standing Regional Coordination Group on Satellite Data Requirements as a follow-up step from the successively concluded work of the Task Team. On 8 April 2013, in the US National Center for Weather and Climate Prediction, College Park MD, USA, the Preparatory Meeting of the Coordination Group on Satellite Data Requirements for RAIII and RA IV was held. After this meeting, five teleconferences were held and several actions were taken. Among these actions the group discussed an optimized schedule for GOES-13 (mitigating the loss of GOES-South America in August 2013), the organization of a regional survey, and the Group Terms of References. 2. Main achievements obtained in the teleconferences Stephan Bojinski, WMO SP secretariat, coordinated all five teleconferences, and the minutes are available ( The first Teleconferences were held in 3 October 2013, and had the participation from WMO, UCAR/USA, EC/Canada, INPE/Brazil, SNM/Argentina and IDEAM/Colombia. This meeting started the discussion about possible changes in the GOES-13 schedule to better serve the region (given the decommissioning of GOES-South America), the possibility to perform a regional survey, the endorsement of the regional group by RA III and IV and the expansion of the group by new nominations. Finally was recommended the familiarization of all members with the data inventory and documentation already prepared by the predecessor task team. In the second teleconference, held 6 November 2014, we had the participation of WMO, EUMETSAT, NOAA/USA, UCAR/USA, Trinidad Tobago, SNM/Argentina, IDEAM/Colombia, INPE/Brazil, EC/Canada. In this meeting the participants discussed the data inventory and the need to match these initial requirements against the supply side including data distribution mechanisms, and review and refine the user requirements. An action was taken to identify the potential data providers and include in the inventory the data available to be disseminated. Also the strategy and questions to the survey were analysed and discussed and the strategy to disseminate and apply the survey. Finally NOAA briefed the participants on GOES-13 Scanning Options. In the third teleconference held 11 December 2014, we had the participation of WMO, EUMETSAT, NOAA/USA, UCAR/USA, EC/Canada, IDEAM/Colombia, SNM/Argentina and INPE/Brazil. The meeting defined the survey schedule and the responsible to apply the questionnaire. Also, the group discussed the proposal GOES-13 schedule and gave feedback about the different options.

3 ET-SUP-8/Doc , p. 3 The fourth teleconference, held 21 January 2014, had the following participants: WMO, EUMETSAT, NOAA/USA, UCAR/USA, EC/Canada, SNM/Argentina, IDEAM/Colombia, INPE and INMET/Brazil and Trinidad and Tobago. WMO provided letters supporting the survey and the application of the questionnaire started. During the meeting we discussed the Term of Reference of the Group and the endorsement for option D for the new GOES-13 schedule (see Annex III, and Figs. 1 and 2). Scan frequency is generally highest in the CONUS frame which will be enlarged in the optimized schedule (CONUS Ext.), leading to better coverage of the Caribbean and northern South America areas. Geographic location of the South America Central (SAC) and South America South (SAS) frames (right panel) has been defined as a result of discussions in the Coordination Group on Satellite Data Requirements for Region III and Region IV.

4 ET-SUP-8/Doc , p. 4 The fifth teleconference, held the 26 February 2014, had the following participants: WMO, EUMETSAT, NOAA/USA, UCAR/USA, EC/Canada, SNM/Argentina, IDEAM/Colombia, INPE and INMET/Brazil. In this meeting we provided feedback about the survey and defined the final deadline and NOAA presented the details of the new GOES 13 schedule and discussed the scheduled tests performed on 4 and 6 March Term of Reference, Membership, Co-Chairs, RA Endorsement Draft of the terms of references (ToR) were discussed and agreed by the group. Basically the ToR describe the group s composition and coordination role, and reflect its basic tasks: to maintain an inventory of requested satellite data, to analyze new requests for data, and to interact between user and data providers. A detailed description is presented in the Appendix B. Currently, membership in the Group includes representatives from seven Members (Argentina, Brazil, Canada, Chile, Colombia, Venezuela, Trinidad and Tobago) and three satellite data providers (NOAA, EUMETSAT, INPE). Two members tentatively agreed to serve as co-chairs of the Group: Luiz Machado (INPE, Brazil) and David Bradley (Environment Canada). The Group has been formally endorsed at the 16 th session of the meeting of Regional Association IV, which endorsed the establishment of a Regional Coordination Group on Satellite Data Requirements as a joint initiative of RA III and RA IV. [..] The Association agreed that the outcome of this group of experts shall be an important input to assist in the implementation of WIGOS and WIS in the Region. In accordance with the procedure recommended by the Commission for Basic Systems, the Association agreed that this group should serve as an advisory group of the future RA IV Task Team in charge of WIGOS and WIS implementation. Endorsement by Regional Association III at its 16 th session (15-20 Sep 2014, Asunción, Paraguay) will be sought. 4. Preliminary Results of the Regional Survey All Members in Region III and IV (except for the United States) were contacted related to satellite data access and utilization. We received 46 questionnaires answered by institutions from 12 countries (Argentina, Aruba, Barbados, Brazil, Canada, Chile, Colombia, Costa Rica, Ecuador, Peru, Trinidad and Tobago and Uruguay), 7 from Region III and 5 from Region IV, with substantial participation from institutions in Brazil and Argentina (69% of total). The compilation of the results in graphs (Appendix C) clearly shows the percentage of responses for each question proposed in the survey. The survey covered several areas of data use from Operational and Research and Development Institutions. In the current satellite generation, the Region is mostly obtaining data from the following satellites: Aqua / Terra (54.35%), GOES- E (43.48%), TRMM (39.13 %), Meteosat - 10 (34.78%) and Landsat (32.61%). For the future / new generations, the community expressed greater interest in data from GOES -R (52.17%) and Landsat (28.26%) satellites. More than half of the community (54%) have interest in acquiring direct readout stations for the next generation of satellites, but most of them have difficulties related to the high investment required. As expected, the largest investment will be for the GOES -R stations.

5 ET-SUP-8/Doc , p. 5 Currently, half of the users receive data using the internet, 21% use the DVB-S standard, 21% use direct readout stations and 4% use GTS. For the future, those interested in receiving data via DVB-S almost doubles (37%), and 24% of the community still does not know the GEONETCast-Americas system. This, along with the difficulties in the acquisition of direct readout stations, enables new strategies and investments in the GEONETCast-Americas System broadcast. With regards to the data latency, 6% of the institutions are interested only on historical data, 24% in real time data and 70% are interested in both. The vast majority of institutions (80 %) are interested in distributing data and products to Region III and IV (e.g., using the GEONETCast-Americas System). The data range comprises meteorological products in general, lightning products, biomass maps, Data Collecting Platforms files, Oceanographic data, rainfall, NDVI, fog, among others. A considerable part of the community (46%) would consider contributing to a Region III/IV-wide data distribution system by allocating financial and technical resources. 5. Suggestions for expanding the coordination group on satellite data requirements to all regions The same structure of this group should be replicated in the others regions, at least 4 groups representing Americas, Europa and Africa, Asia and Pacific region would be important to address the user needs and to straight the communication between users and data providers (N.B.: equivalent groups exist in RA I, II, and V although they generally require strengthening). A virtual management group for satellite data access and exchange requirements to discuss, normalize and exchange experiences globally would potentially be very useful. This is a topic suggested for discussion during the session.

7 ET-SUP-8/Doc , p. 7 Appendix B: Draft Terms of Reference Coordination Group on Satellite Data Requirements for Region III and Region IV Draft Terms of Reference 1. The Group consists of a representative number of members from the satellite data user community in the Region, joined, as associate members, by satellite data providers and WMO. The Group is chaired by one or two representatives from key satellite data user organizations of the Region. 2. The Group maintains an updated list of satellite data and products available to the Region through existing dissemination services. Data and products shall be classified by categories of variables and derived products. 3. The Groups regularly reviews sources of regional needs and undertakes, as needed, further information gathering, such as surveys, to ensure that views of WMO Members in the Region are adequately represented. 4. The Group analyzes the requirements for each relevant category of product, and identifies which requirements are not adequately met by existing services. The unmet requirements are prioritized, taking into account: a. The applications supported and their impact b. The number and representativeness of the users c. The status of the required data or products d. The quality and suitability of the required data or products. 5. In summary the Group formulates recommendations pertaining to: a. Existing satellite data/products (with detailed references) to be included in existing distribution services, or moving a product from one service to another, or assigning lower priority to an existing product (or removing it if obsolete) b. Amendments of existing products or development of new products c. Evolution (upgrade, or consolidating) of data dissemination means, or other (e.g. training, tools, user equipment) d. Short-term action to implement these recommendations 6. The Group maintains a dialogue with satellite data providers of relevance to the Region, and other partners as needed, to ensure that its recommendations are implemented. 7. The Group uses the WMO Procedure for Documenting Regional Requirements for Satellite Data Access and Exchange, for guidance. 8. The Group meets in person at least every two years, and, to ensure continuity, works through collaborative tools during the intersessional period.
