6 Overall progress China experiences the most severe weather-induced disasters Various disasters such as typhoon, torrential rain (snow), lightning, drought, high wind, hail, thick fog, haze, dust storm, high temperature and heat wave, and low temperature and freezing occur from time to time, and weather-induced landslide, mud-rock flow, flash flood, as well as marine disasters, biological disasters and forest and prairie fires are considerably serious, which have significant impacts on economic and social development, people s life, ecosystems and environment. According to latest statistics, over 70% of natural disasters are induced by weather in China. Economic losses caused by meteorological disasters account for 1-3% of GDP per year.

8 China s Disaster Prevention and Mitigation Polices Meteorological Law (Jan 1, 2000): provides for meteorological soundings, forecast, warning, meteorological disasters prevention, and climate resources development and utilization. State Council Document No.3 in 2006: A Milestone Documentation on Accelerating the Development of the Chinese Meteorological Service. State Council General Office Document No.49 in 2007: A document on further strengthening meteorological disaster prevention and mitigation. China s National Conference on Meteorological Disaster Prevention and Mitigation, Beijing, September 18, 2007 A long-term plan on Meteorological Disaster Prevention and Mitigation ( ) is being formulated. Overall progress

9 Monitoring, Forecasting & Warning System and Quality Services of CMA Integrated Meteorological Observation System Surface observing stations at national level; AWS at regional level; Upper air sounding stations; Radiation observing stations; and GAW stations. FY-Satellites, Doppler Radars. Improved Forecasting Accuracy and Expanded Areas Quality Public Services Delivery approaches widened: News paper, Radio, TV, Web, Telephone, Cell phone short message, TV Weather Channel etc. Tendered and tailored services to different users, coherent actions with other stakeholders and government agencies. Social-economic benefits Overall progress -- Enhanced public awareness, reduced property and life losses.

10 Specific cases Addressing Vulnerabilities in Cities Cities are vulnerable to flash flood (or snowstorm) High resolution observation and nowcasts are essential 10 July 2004,Beijing 3 March 2007,Shenyang 10 July 2004,Beijing 18 July 2007, Jinan

11 Specific cases A legacy from the Beijing 2008 Olympic Games An integrated observing system with highresolution spatial and temporal coverage of Beijing, co-host cities and their adjacent regions has greatly enhanced the weathermonitoring and nowcasting capabilities. Two satellites (15 minutes) 8 Doppler weather radars (6 minutes) 351 AWS (5 minutes) 10 sounding stations ( 6 hours) 2 buoy stations (10 minutes) 32 ground-base GPS (1 hour) 6 wind profiler ( 6 minute) 3-hourly, "seamless", multi-element forecasting up to 72 hrs were issued and updated for 4 times each day for 47 venues in Beijing.

12 Specific cases Addressing Vulnerabilities in rural areas Rural Areas are most vulnerable to Hydro-meteorological and various induced secondary disasters Access to early warning and public services are essential --Solving the last mile issue (bottleneck) in warning dissemination --Enhancing public service in rural areas

13 Specific cases Improve warning coverage in rural areas In case of evacuation home visits with beating gong and drum Dedicated Loudspeaker System installed

14 Specific cases Improve warning coverage in rural areas (cont d) Digital Audio Broadcasting System is under construction --Based on satellite communication --24 Hours per day available --Automatic broadcast --Also used for other breaking out public events --Cover over 90% population NOAA Weather Radio

15 Specific cases Enhancing public services in rural areas Team building on disaster prevention More than 290,000 Volunteers have been certified and trained. 1 million targeted within 2-3 years. Pilot project of rural information network Sponsored by the Government, hosted by the Met Service, providing different kinds of information needed by farmers

16 Disaster Risk Management Specific cases A real time collection system on disaster information has been put into operation. Survey on historical disaster initiated. Risk analysis based on GIS and other emerging technologies. Financial risk transfer Agriculture Insurance mechanism on a trial manner, catastrophe risk insurance on typhoon, flood, earth quake Preparedness planning --Legal instrument on climate feasibility argumentation and certification for infrastructure and key project is being promoted.

17 Improving Contingency Plan A system of fleet with Met Service as the flagship Specific cases Government leadership - centralized emergency response with early warning by Met Service. Coherent actions by stakeholders - co-ordination among operational departments and organizations. Public Wide Involvement--collective and effective response from society. Service for decision-making with tailored products high priority of CMA CMA sponsored the early warning dissemination system for all natural disasters and public events

18 Specific cases Enhancing Public Awareness and Outreach Dissemination terminals such as outdoor screens, warning towers, Bus TV etc. installed in school, hospital, hotel, subway, train station, transportation system, city and rural community. Survey on public satisfaction via various means. Free hotline set up seeking comments on services and interactive exchange with general public.

19 Enhancing Public Awareness and Outreach (Cont d) Improving public awareness on disaster prevention. Cooperate with Ministry of Education to issue special teaching material or incorporate disaster prevention into text book. Conducting Training courses for local government officials and volunteers Specific cases
