During emergency weather conditions, parking for designated personnel and stateowned vehicles will be provided in MUSC parking garages as follows: 1. MUSC Visitor Parking Garage (PGI) will be dedicated to designated personnel, Physical Plant vehicles and moveable equipment, and Public Safety duty vehicles. 2. MUSC Employee Parking Garage (PGII) will be dedicated to designated personnel, University Transportation Services vehicles and other state-owned vehicles. 3. MUSC Rutledge Tower Garage (PGIII) will be dedicated to designated personnel and state-owned vehicles. 4. MUSC Harbor View Tower Garage (PGIV) will be dedicated to vehicles from the Citadel, the Army Corps of Engineers and, if necessary, to designated personnel. 5. MUSC Courtenay Drive Garage (PGV), designated personnel. 6. MUSC Ashley Rutledge Garage (PGVI) designated personnel. 7. MUSC Bee Street Garage (PGVII) designated personnel. B. In order to insure adequate parking accommodations for designated personnel and state vehicles and equipment, parking privileges for decal holders who park in designated parking garages will be suspended during the weather emergency. C. In order to have access to one of the restricted MUSC parking garages during a weather emergency the state-issued emergency worker pass and the MUSC employee ID must be presented to the parking attendant or public safety officer on duty at the entrance of the facility. D. In order to reduce damage to vehicles or equipment from flooding and/or high winds, vehicles and equipment should not be parked on the ground level or roof level of any garage. E. Only one vehicle for each designated employee will be allowed to park in designated facilities.

2 SUBJECT: Emergency Weather Conditions PAGE 2 II. INFORMATION AND PROCEDURES A. Preparedness and Activation Period 1. Weather Alert and Weather Watch: All parking lots and garages will be operated in accordance with normal operating schedules and services during these periods. 2. Weather Warning: This is a transitional period where standard operational procedures may be being replaced by emergency weather conditions. Designated personnel may begin arriving while non-designated personnel are still on campus, and state vehicles may be being brought into designated locations in anticipation of the emergency. Staffing is required to manage the outgoing and incoming traffic. Parking Management employees will manage designated facilities until a weather emergency is declared and they are relieved by Public Safety or until otherwise directed by university officials. The Parking Management, Maintenance Supervisor will commence the Emergency Weather Plan for Parking and Revenue Control equipment preservation plan (Addendum I). 3. Emergency Weather Conditions: The Department of Public Safety will manage access to the restricted MUSC parking garages during emergency weather conditions. B. Parking Facility Locations and Capacity 1. Parking Garage I (Jonathan Lucas Street Garage): Intersection of Doughty, President, and Jonathan Lucas Streets Capacity, 314*. 2. Parking Garage II (President Street Garage): 91 President Street Capacity, 744* 3. Parking Garage III (Rutledge Tower Garage): Corner of Rutledge Avenue and Vanderhorst Street Capacity, 460*. 4. Parking Garage IV (Harbor View Tower Parking Garage): 19 Hagood Avenue Capacity, 400*. 5. Parking Garage V (Courtenay Drive Garage): 21 Courtenay Drive Capacity, 1200*.

Parking Garage VI (Ashley-Rutledge Garage): 157 Rutledge Avenue Capacity Parking Garage VII (Bee Street Garage): 122 Bee Street Capacity 1136*. *total capacity 4799 spaces excluding ground and roof levels. C. Dissemination of Parking Information Information on which facilities have space available may be obtained by dialing Parking on the MUSC Health Connection line, , then General weather emergency information may be obtained by dialing the MUSC Weather Emergency Information number 792-MUSC (6872). 4 ADDENDUM - I - EMERGENCY WEATHER PLAN FOR PARKING AND REVENUE CONTROL EQUIPMENT PRESERVATION PLAN 1. The Maintenance Supervisor, Trade Specialists and Electronics Technician will implement the following actions to preserve critical parking and revenue control equipment: A. Gated Surface Lots: 1. Remove and secure the gate arms at the following surface lots: a. 30 Bee St, BB-Lot, Colcock Lot, CMH Lot, Family Medicine (I-Lot), M-Lot, Lockwood Lot and RTSL. b. Secure gate arms to the gate housings and re-install the bolts and nylon nuts for re-installation. 2. (For RTSL Only) Increase the space counter to 150 spaces above the current setting. 3. Turn off power to all gate housings using the breaker locator chart (Table 1) B. Parking Garages: 1. Remove and secure the gate arms. 2. Increase the space counter(s) to 150 spaces above the current setting. 3. Shut down the fee computers and open the MAIN circuit breakers in the booths to electrically isolate all the equipment and, if possible, turn off power to the booths and gate equipment using the breaker locator chart (Table 2). 4. Remove the fee computers and validators from all booths and store in 3 rd floor break room at Courtenay Garage. Maintain location accountability Mark each piece by location. 5. Remove all unused tickets from ticket spitters and store in a 3 rd floor maintenance/storage room in ARPG and Courtenay garages. 6. Relocate ticket inventories at ARPG and Courtenay garages to a 3 rd floor maintenance/store room.

5 2. Restoring power and operation of parking and revenue control equipment: A. Gated Surface lots: 1. Re-install gate arms. 2. Verify the gate housing interior and electronics are completely dried out. If necessary, use a heat gun to dry out any remaining moisture prior to energizing power. Perform a continuity test of primary power lines to check for shorts or grounds before closing the gate housing breaker (Table 1). CAUTION: Observe all electrical safety precautions while energizing power to gate housings. Utilize all Personal Protective Clothing (PPE) and stand to one side while closing the breaker 3. Close the breaker and observe MLB/MUB power up sequence. Check for proper gate arm operation. De-energize and lock out to repair/replace any defective components. RTSL Only - Reset the space counter to a ball park figure. B. Parking Garages: 1. Follow steps 2.A to restore power to the gate housings. 2. Perform a continuity test to verify all electrical circuits, from the main breaker to the booth and each interior branch circuit are intact and no grounds or shorts are present. CAUTION: Observe all electrical safety precautions while energizing power to gate housings. Utilize all Personal Protective Clothing (PPE) and stand to one side while closing the breaker 3. Close the main breaker to the booth (Table 2) and observe proper indications. 4. Close each branch circuit breaker, one at a time, and observe proper indications. Open the breaker(s) immediately if any indication of a short/ground exists. 5. When the electrical system is operating normally, return the fee computer and validator to the booth and verify proper system operation. 6. Load all ticket spitters with previous or new tickets and verify operation.
