11 1 Introduction 1.1 Background 1.2 Scope In the event of the ETFMS failure, a number of appropriate procedures have been put in place. These procedures are described in the ATFCM Operations Manual. Where it is not possible to re-establish ATFCM operations a procedural contingency plan will be activated. This is a phased operation, whereby FMPs will apply predetermined departure intervals to the main departure flows from major airports. The applied rates are based on a capacity reduction of 10% throughout the European ATM network. In this case AOs concerned may expect high delays. Flights departing from non-nominated airfields are not covered by the procedural contingency plan and ANSP FMPs are required to assess the volume of such traffic that may be permitted to operate. Guidelines for the application of ATFCM measures in the event of ACC contingencies (partial and total reductions in service) are communicated by ANSP FMPs to the NMOC in accordance with the ATFCM Operations Manual (part of the Network operations handbook). This document contains: Roles and responsibilities of main actors. Organisational aspects of Contingency Planning. Policy to be applied. Description of the plan. Achievement of the plan. Execution and assurance of the plan. Promotion of the plan. Crisis Management. Those points explain how the plan has to be designed and validated with the main actors, establishing the operational concept, the main measures to be followed and the feedback process that has to be put in place to update the plan. For more information, refer to EUROCONTROL > Single European Sky > Guidelines for Contingency Planning of Air Navigation Services: The purpose of this document is to provide operational guidelines to maintain traffic activity in case of ETFMS failure during aeronautical winter 2017/2018. 13 2 ATFCM Procedural Contingency Arrangements 2.1 ATFCM Procedural Contingency Plan The ATFCM Procedural Contingency Plan consists of four phases. 1. Alert phase 2. Activation phase 3. Operational contingency phase 4. Recovery phase 1. Alert Phase Having been notified of a ETFMS system failure, the COM shall send a stored preformatted Alert Flash message to FMPs, ATS units and AOs advising them of the situation and to be prepared for the activation of the ATFCM Procedural Contingency Plan. This message will include a Provisional Contingency plan Start Time (PCST). The message will also indicate that each FMP is the focal point for obtaining more detailed information on the implementation of the plan. In the event of failure of the NM communication systems in Brussels or in the event of an evacuation of the NM operations room an identical Alert Flash message shall be sent by a nominated remote unit, e.g. FP2 Brétigny. The remote unit shall be notified by the COM by (portable) telephone. The validity of the notification shall be confirmed by an authentication telephone call. On receipt of the Alert Flash message FMPs and nominated ATC towers (as stipulated in individual NM Agreements) shall act in accordance with local procedures to ensure activation of the local plan. Note: FMPs may manage the contingency operation on behalf of ATC towers within their area of responsibility. Slot revisions requests obviously shall not be possible. During the alert phase the slot tolerance window shall therefore be extended to -5 to +20 minutes to ensure that as many flights as possible with slots depart. Flights unable to depart within the extended window should expect to be processed under the conditions of the operational contingency or recovery phases. Flights departing from non-nominated airfields are not affected by the contingency plan. 2. Activation Phase If it is confirmed that the ETFMS system failure is likely to continue the COM shall send a stored pre-formatted Activation Flash message to FMPs and nominated ATC towers (as stipulated in individual LoAs) ordering activation of the ATFCM Procedural Contingency Plan. Other ATS units and AOs shall also receive a copy of this message for information. In accordance with local procedures FMPs and/or nominated ATC towers shall apply the ATFCM Procedural Contingency Plan. The Contingency plan Start Time (CST) shall be clearly specified in the Activation flash message. The CST shall normally be set at two hours following the failure of the ETFMS system. During the activation phase, towers shall continue to honour those Calculated Take Off Times (CTOTs) which fall within the period up to CST. The provisions of the alert phase with respect to the extended slot tolerance window will continue to apply. 14 the operational contingency phase the flights shall still be allowed to depart as long as they remain within the extended slot tolerance window. 3. Operational Contingency Phase Nominated ATC towers and/or FMPs shall now commence operation of their corresponding departure interval. Any CTOTs that have been issued that fall within this period shall be ignored and the flights concerned shall be processed in accordance with the departure interval arrangements. Nominated ATC towers and/or FMPs shall depart flights in accordance with the departure interval relative to the ATFCM Procedural Contingency Plan. In order to ensure an orderly transition during the recovery phase start up times to make good departure intervals should be allocated no more than one hour in advance. If during this phase it becomes apparent that the outage is expected to be longer than a period of 6 hours, NM personnel shall, if circumstances permit, attempt to fine tune the plan by modifying the departure interval, taking into account important changes to seasonal or other variations known at the time. These modifications shall be communicated to the FMPs and nominated ATC towers. In order to reduce delays and utilise all available capacity during the operational contingency phase FMPs may, on a tactical basis, co-ordinate agreements with ATS units, within their area of responsibility, and with adjacent FMPs to provide tactical increases to flights remaining within their area of responsibility. 4. Recovery Phase Once the ETFMS system has been declared operational the COM shall send a stored pre-formatted Recovery Flash message to FMPs and nominated ATC towers advising of the return to service of the ETFMS system and the move to the recovery phase. Other ATS units and AOs shall also receive a copy of this message for information and, where required, for action. The Recovery Flash message shall include the ETFMS Recovery Time (ERT) and details of transition from the departure interval system to the standard CTOT departure slot system. The transition from departure interval to CTOT shall normally be at ERT. However a slot tolerance for the Maximum Departure Rates would result in flights with Maximum Departure Rates having departed by ERT + 10 minutes. If required this message shall be followed by an ANM Flash message detailing the regulations still in force. In order to ensure an efficient transition from manual to automatic operations the recovery phase is split into 2 periods. The periods and associated actions are as follows: ERT until Time ERT + 1 Hour Beyond ERT + 1 Hour. Actions at Nominated Airfields By ERT + 10 minutes all flights subject to Departure Rates should have departed. Departure will be in accordance with CTOT. FMPs will co-ordinate, if required, with NM for flights subject to regulation that have neither Departure Rates nor CTOT to agree position in the flow. (NM staff will use the 20% of rate not allocated automatically to provide a CTOT) Depart ETFMS Subject to Rates CTOT 80% Capacity CTOT 100% Capacity Flights departing from non-nominated airfields will adhere to the normal ETFMS procedures following the recovery of the ETFMS Edition Validity Date: 29/10/2017 Edition: Winter Status: Released Issue 4

15 3 Methodology 3.1 Simulation Process Main Assumptions The main assumptions taken into consideration to apply the methodology are: Total interruption of ETFMS service which prevent to monitor and regulate any traffic from the NM area. Note: In case of ETFMS failure, no information would be available in the CHMI tool. The use of Maximum Departure Rates (delegated to all FMPs in the NMOC and adjacent ATFM area) appears as the best method to protect airspaces and airports from overloads. The method shall be applied until total recovery of the ETFMS. A high level of flight plan adherence is expected during the contingency situation. No military activity which implies capacity reduction is considered during the contingency situation. Airports normally closed at night may be opened H Step 1 Preparation of the Simulation Environmental and demand data used belong to AIRAC 1703/423 Winter cycle. Representative Winter weekdays and weekend days are selected based on statistical criteria (see 3.2 Traffic Selection Percentile) Updated configuration activation (opening scheme) has been taken into consideration (see 3.5 Environment Data - Configurations). A capacity reduction for all airspaces has been applied in order to increase the level of protection to airspaces (see 3.6 Capacity Reduction). Simulation steps Step 2 Flows Selection Domestic and non-domestic flows have been defined for major European airports after a deep analysis of their demand and geographical distribution (see 3.3 Airport Flows ) Step 3 Global Simulation NEST global simulation is carried out following next steps: 1. Original regulations for the traffic sample are deleted. 2. Assessment of necessary regulations based on activated Traffic Volumes. 3. Delays are assessed based on previous regulations assessment. 17 Step 4 Assessment of Flow Periods & Rates The departures rates which satisfy capacity and configurations conditions are implicit in the regulated demand obtained in previous step. As the rates obtained in previous step are not operationally applicable, and highly depend on the traffic sample demand, for each flow, maximum departure rates and periods are obtained as follows: 1. Equivalent surface should be obtained by the maximum departure rates curve and regulated demand rates obtained in previous step. 2. 19 3.2 Traffic Selection Percentile In order to select representative traffic samples for a weekday and weekend day, following criteria are taken into consideration: High traffic demand figures. The statistical indicator used to quantify the traffic demand of each day is the percentile. Days of traffic selected for the present study are: 1. 23 3.3 Airport Flows An exhaustive demand analysis of each airport has been carried out in order to establish main flows to further assessment of the Maximum Departure Rates to apply. The main criteria taken into account have been: Airport demand. Geographical orientation. The accuracy degree of airport flows facilitates the assessment process of the Maximum Departure Rates. Detailed EBBR flows 3.4 Domestic Flights Main domestic flows have been included in the study, as they can represent an important percentage of the global traffic. A demand analysis has been carried out to help in decision making. Two criteria have been established: Daily demand and More than one FMP affected. Most of the domestic flows to be managed by FMP s are given suggested departure rates as an aid for decision making. Such information is shown in the planning rates in bold purple text. 26 3.6 Capacity Reduction This Contingency Plan does not apply for traffic departing from minor airports in the NM Area; therefore in order to mitigate the impact of such traffic and to increase airspace protection, capacities of traffic volumes are reduced by 10% during activation periods. Figure12. Traffic Volumes Capacity Reduction 3.7 Executive Summary For weekdays the following results have been obtained: Loads lower than 100% have been achieved for 90% of FMPs. A small number of FMPs show isolated peaks in load between 100% and 110%, this is due to the particular composition of the traffic (e.g. out of area traffic). For weekend days following results have been found: Percentage of load levels are the same as those mentioned above. Traffic levels for Saturdays and Sundays are lower than those reached for weekdays. As mentioned in Step 1- Preparation of the simulation, all results are based on sectorisation and configurations downloaded from PRISME.
