1 November 2016 CL 155/LIM/2 E COUNCIL Hundred and Fifty-fifth Session Rome, 5-9 December 2016 Status of Current Assessments and Arrears as at 29 November 2016 Executive Summary The document presents the Status of Contributions to the Regular Programme as at 29 November 2016 showing receipts of current assessments and arrears presented as follows: Appendix A - Summary Status of Contributions to the Regular Programme as at 29 November 2016; Appendix B - Regular Programme Contributions as at 29 November 2016; Appendix C - Member Nations with Arrears of Contributions as at 29 November 2016; Appendix D - Arrears paid in full during Calendar Year 2016 as at 29 November 2016; Appendix E - Arrears paid in part during Calendar Year 2016 as at 29 November 2016; Appendix F - Member Nations having made no payment in 2016 against outstanding arrears as at 29 November 2016; Appendix G - Member Nations with Potential Voting Rights Problems as at 29 November 2016; Appendix H - Payment patterns of largest 15 contributors; Appendix I - Largest 25 Contributors as at 29 November The main points highlighted are: 1) As at 29 November 2016, 119 Member Nations paid their contributions in full and 75 Member Nations still owed current assessments (in full or in part), totalling USD million and EUR million (Appendix A/Appendix B). 2) The collection rate for current assessments was percent. 3) 47 Member Nations still owed arrears totalling USD million and EUR 6.06 million (Appendix B/Appendix C) as at 29 November 2016 and which was equivalent to 5.78% of current assessments. 4) 19 Member Nations had arrears in such amounts as to jeopardise their right to vote in accordance with Article III.4 of the Constitution (Appendix G). 5 5 Contributions in arrears 2. The position of Member Nations with arrears of contribution as 29 November 2016 was as follows: Number of Member Nations With arrears at 1 January Arrears paid in full (Appendix D) 25 Arrears partially paid (Appendix E) 16 No payment (Appendix F) 31 With arrears at 29 November 2016 (Appendix C) 47 ADDITIONAL INFORMATION REGARDING ARREARS DUE AT 29 November 2016 The total arrears at 29 November 2016 was 20,378, and EUR 6,056, (Appendix B/Appendix C) equivalent to 5.78% of current assessments. Seven Member Nations had arrears in excess of USD 1 million (Colombia, Iran (Islamic Republic of), Libya, Turkmenistan, Ukraine, United States of America and Venezuela, (Bolivarian Republic of)). In addition, USD 8.4 million remains outstanding from the former Socialist Federal Republic of Yugoslavia. In line with the established practice of FAO, the issue of the arrears accumulated by the Former Socialist Federal Republic of Yugoslavia will be dealt with by taking into account the final decision (still pending) taken on the matter at the United Nations (Appendix C). Arrears exceeding USD 1 million accounted for 88.97% of the total arrears due. Nineteen Member Nations had arrears in such amounts as to jeopardise their right to vote in accordance with Article III.4 of the Constitution (Appendix G). The total of 47 Member Nations in arrears at 29 November 2016 was higher than the figure of 43 as at 29 November 2015.
