11 ك The Effects of Geographical Location on the Foreign Policy of the Sultanate of Oman Prepared by: Hmood Ben Abd Allah AlWhaibi Supervisor: Dr. Mohammad Jameed AlShaikhli Abstract Countries differ in their geographic location from place to place, and according to this or to that location the importance of this country increases or decreases. The location might be at the commercial cross road or in a region rich in oil or mineral wealth, or the opposite. As a result the surrounding conditions, from this point emerges the importance of dealing with residents from other regions, this dealing should be balanced and wise that will reflect on mutual benefit for everyone, this is in turn called the foreign policy. This study aimed to know the effect of the geographic location on the Omani foreign policy in the era of Sultan Qabus Bin Said and the effect of this policy on making Sultan of Oman a stable political, social and economical state, also to know the Omani foreign policy aspects in era of Sultan Qabus, and the effect of the geographic location on this policy, highlighting the challenges and the obstacles facing Oman's foreign policy, and to study the role that the geographic location plays in directing the Omani foreign policy, to determine the future orientation for the political decision maker within the geopolitical context. The operational method was used that based on the State's policy through the functions performed by the administration, and the analytical method which is the most important method since it is based on analyzing the state's strengths elements, so assessing the power at its future plans to build its international weight. The result of the geographic location of Sultan of Oman revealed boarders' disputes with its neighboring countries.
12 ل Sultan Qabus with his wisdom was able to solve these problems with a peaceful and friendly through based on understanding and dialogue because it is part of aspect of the new world order. The Omani foreign policy has addressed the imposed issues within the geographic constant that characterized by calm, taking time and objectivity, because the Sultanate perceived that its geostrategic location made it holding great responsibility represented in basically contributing to secure the Arab Gulf gate that considers one of the most important gulfs in the world. Also the Omani foreign policy, we have seen the reaction to it in the era of Sultan Qabus that he benefited from all the distortions that his country witnessed, as a result created for him the visions, ideas and principles that the modern state followed. Sultan Qabus Bin Said the Sultan of Oman has drown the foreign policy of Oman based on rooted and strong principles built on peaceful living between the world's nations and the good neighboring, without interfering in others' internal affairs, and establishing good relations with the different countries in the world, starting from the emergence of the blessed restructuring. In the light of the results we recommended the work to develop the institutions and the departments related to implementing the Omani foreign policy, on the top of them the diplomatic and councils delegations, granting them the wider authorities to make the decision regarding the countries in which they operate, and the necessity that the Omani foreign ministry to care about providing the learning sources with the specialized books in the foreign relations of Sultanate of Oman in the twentieth first century.
