4 The World Sugar Economy in 2016 Main Features After four years of a considerable global surplus, and a year with tightly balanced world sugar output and consumption, the world sugar economy moved to a deficit phase in The gap between world consumption and output reached mln tonnes. World production showed a modest increase by mln tonnes to mln tonnes. Output increased considerably in Brazil ( mln tonnes compared to 2015), Russia ( mln tonnes), Ukraine ( mln tonnes), and the USA ( mln tonnes). Meanwhile, significant production shortfalls were monitored in India ( mln tonnes from 2015) and Thailand ( mln tonnes). In 2016 world consumption grew by 2.26%. The world total reached mln tonnes, up mln tonnes from the previous year. World average per capita consumption also increased to 23.0 kg as against 22.8 kg in In 2016, the volume of sugar traded internationally increased from mln tonnes in the previous year to a new record of mln tonnes. On the export side, the main changes were higher exports by Brazil ( mln tonnes compared to 2015) and Myanmar ( mln tonnes of mainly re-exports), while exports from Thailand decreased by mln tonnes. On the import side Indonesia s purchases reached a record mln tonnes ( mln tonnes from 2015) while imports by Myanmar grew by mln tonnes. Significantly smaller imports were monitored in China ( mln tonnes) and Bangladesh ( mln tonnes). By the end of 2016 world stocks of sugar reduced by mln tonnes, to mln tonnes. This is equivalent to 63.6% of world consumption. During 2016 world prices for sugar showed a significant increase. The ISA Daily Price started the year below cents/lb but improved to cents/lb on 28 th September and finished the year at cents/lb, resulting in an annual average of cents/lb compared to cents/lb in The ISO Price Index increased from USD373.25/tonne in 2015 to USD498.13/tonne. ii

6 EXPLANATORY NOTES The statistics shown in the Sugar Year Book relate to centrifugal sugar only. Sources: Most member countries of the International Sugar Agreement submit their statistics under the Rules of the International Sugar Agreement. Data for other countries are either supplied by the governments, extracted from statistical publications or estimated by the ISO. Time Basis: Tables are on a calendar year basis. Quantity Basis: All figures are expressed in metric tonnes apart from Per Capita Consumption, where data is shown in kilograms. Quality Basis: All figures are expressed in tel quel basis. Production: Means the total quantity of sugar, whether raw, refined or white, produced from domestic or imported unprocessed beet and/or cane and including sugar produced for purposes other than human consumption as food (which when identifiable, shall be shown separately), but shall exclude quantities processed from imported sugar. Consumption: Means the total statistical disappearance of sugar within the country concerned, including: (1) Sugar used for the manufacture of sugar-containing products whether exported or not, and (2) Sugar used for purposes other than human consumption as food (which, when identifiable, shall be shown separately). (3) Consumption figures may not reflect the actual human intake. iv

7 Exports: Means all quantity of sugar, which for the purposes of the Customs or other competent authorities, have left the country, or territory concerned, excluding sugar or sugar containing products for direct consumption as stored on ships, aeroplanes and other carriers, victualling in that country or territory. Exports includes re-exports. Imports: Means all quantities of sugar, which for the purposes of the Customs or other competent authorities, have entered the country of territory concerned. Imports includes imports for re-exports. Free Market: Means the total of net imports of the world market, except those resulting from the operation of the special arrangements as defined in chapter IX of the 1977 International Sugar Agreement (which relates to exports to the European Community or ACP and Indian sugar covered by the Lomé Convention, the 1975 Agreement between the E.U. and India, and their successors; and exports by Cuba to Russia, Ukraine to Russia and Russia to the CIS). Adjustment for Unknown Net-Trade: An adjustment to the global totals for consumption and imports is made to account for differences between reported exports to unknown destinations and imports from unknown origins, as well as underreported imports and estimated trade. Geographical Definitions: French Territories include St Pierre & Miquelon, New Caledonia and French Polynesia. Persian Gulf includes Bahrain, Oman and Qatar. Other Caribbean includes Antigua & Barbuda, St. Lucia, St Vincent & the Grenadines, Curacao, Dominica, Grenada and Martinique. Other Africa includes Equatorial Guinea, Lesotho, St Helena, Sao Tome and Seychelles. v
