La rge -s c a l e t e c h n i c a l a d a p t a t i o n p r o g r a m m e s c a n d r i v e u p p r i c e s f o r c o m m o d i t i e s u s e d a s i n p u t s. S o c i e t a l a d a p t a t i o n p r o g r a m m e s c a n h a v e n e g a t i v e i m p a c t s o n n e i g h b o u r i n g countries by reducing natural resource availability. However, climate policy measures wi l l n o t o n l y g e n e r a t e l o s s e s b u t a l s o b e n e f i t s, o f t e n i n t h e s a m e c o u n t r i e s t h a t e x p e r i e n c e l o s s e s. L o s s e s c o u l d b e r e i m b u r s e d i f e m i t t e r s w e r e l i a b l e f o r t h e i r e m i s s i o n s, w i t h l i a b i l i t y c o v e r i n g d i r e c t a n d i n d i r e c t e f f e c t s o f t h e e m i s s i o n s. I w i l l u s e s i m p l e e x a m p l e s i n b o x e s t o e x p l a i n t h e d i f f e r e n t e f f e c t s Greenhouse gas emissions reduction and sequestration U n d e r t h e K y o t o P r o t o c o l, i n d u s t r i a l i s e d c o u n t r i e s ( A n n e x I c o u n t r i e s ) h a v e q u a n t i f i e d e m i s s i o n l i m i t a t i o n a n d r e d u c t i o n o b l i g a t i o n s a n d t h u s w i l l e m b a r k o n m i t i g a t i o n a c t i o n. T h e n e c e s s a r y s c a l e o f m i t i g a t i o n d e p e n d s o n a n u m b e r o f f a c t o r s s u c h a s e c o n o m i c g r o w t h, t e c h n o l o g i c a l d e v e l o p m e n t, s u p p l y o f d i f f e r e n t f u e l s a n d a v a i l a b i l i t y o f m i t i g a t i o n options worldwide (e.g. through the CDM). After the U.S. decision not to ratify the Kyoto P r o t o c o l a n d t h e M a r r a k e c h A c c o rds, some model runs on the global greenhouse gas market h a v e b e e n d o n e ( J o t z o a n d M i c h a e l o w a , D e n E l z e n a n d B o t h , E y c k m a n s e t a l , B l a n c h a r d e t a l ). R e s u l t s v a r y d e p e n d i n g o n t h e m o d e l u s e d a n d o n i n p u t d a t a o r a s s u m p t i o n s. E x i s t i n g m o d e l s p r o d u c e a w i d e d i v e r s i t y o f s h o r t -t e r m i m p a c t s, a l t h o u g h i f a f u l l p o r t f o l i o o f m i t i g a t i o n o p t i o n s i s u s e d, a l l m o d e l s s h o w t h a t p o t e n t i a l a d v e r s e i m p a c t s w o u l d b e r e d u c e d. I n t h e l o n g e r t e r m ( p o s t ), w i t h more aggressive reductions, impacts may be greater a l t h o u g h t h i s d e p e n d s o n p o l i c y c h o i c e s. S o f a r, d e v e l o p i n g c o u n t r i e s d o n o t h a v e o b l i g a t i o n s t o l i m i t o r r e d u c e e m i s s i o ns. T h u s t h e i r a c t i v i t i e s a r e l i k e l y t o f o c u s o n v o l u n t a r y m i t i g a t i o n m e a s u r e s w i t h e c o n o m i c b e n e f i t s ( n o r e g r e t m e a s u r e s ) s u c h a s a b o l i t i o n o f f o s s i l f u e l s u b s i d i e s R e d u c t i o n o f d e m a n d f o r c a r b o n -r i c h f u e l s Any mitigation action in the energy s e c t o r w i l l l e a d t o a r e d u c e d d e m a n d f o r f o s s i l f u e l s w h i c h f a l l s p a r t i c u l a r l y h e a v i l y o n f u e l s w i t h a h i g h c a r b o n c o n t e n t ( B a r t s c h a n d M u e l l e r ). T h i s i n t u r n w i l l r e d u c e w o r l d m a r k e t p r i c e s f o r t h e s e f u e l s. T h e f a l l i n p r i c e a n d e x p o r t v o l u m e w i l l r e d u c e r e v e n u e s o f fossil fuel exporting countries. However, market s h a r e, p r i c e a n d m a y b e e v e n a b s o l u t e p r o d u c t i o n o f f u e l s w i t h a l o w c a r b o n c o n t e n t ( n a t u r a l g a s ) w i l l r i s e d u e t o t h e d e m a n d s h i f t. T h u s t h e a d v e r s e i m p a c t s d e p e n d o n t h e s t r u c t u r e o f t h e f o s s i l f u e l m a r k e t. O i l p r o d u c i n g d e v e l o p i n g c o u n t r i e s a r g u e t h a t t h e K y o t o P r o t o c o l, i f f u l l y i m p l e m e n t e d, w o u l d l e a d t o a l o s s o f r e v e n u e f o r t h e m. A c c o r d i n g t o O P E C s c a l c u l a t i o n s, t h e f i n a n c i a l i m p a c t o n t h e s e c o u n t r i e s h a s b e e n e s t i m a t e d a t e n s o f b i l l i o n s o f U S d o l l a r s p e r y e a r. T h u s O P E C c o u n t r i e s r e q u e s t A n n e x I c o u n t r i e s t o a s s i s t t h e m t o c o m p e n s a t e t h e s e l o s s e s. C o u n t r i e s importing f o s s i l f u e l s w i l l u n a m b i g u o u s l y p r o f i t f r o m t h e l o w e r p r i c e s. D u e t o t h e w i d e r a n g e o f p a r a m e t e r s t h a t i n f l u e n c e e n ergy markets, it is impossible to u n a m b i g u o u s l y s e p a r a t e t h e p r i c e a n d q u a n t i t y e f f e c t c a u s e d b y m i t i g a t i o n. N o r m a l l y, s o c i e t a l a d a p t a t i o n w i l l h a v e b e n e f i t s c o n c e r n i n g o t h e r e c o n o m i c a c t i v i t i e s a n d t h u s a n c i l l a r y b e n e f i t s. F o r e x a m p l e, a n i m p r o v e d a g r i c u l t u r a l e x t e n s i o n s e r v i c e w i l l a l s o b e u s e f u l t o d e a l w i t h a n e w p e s t i n f e s t a t i o n t h a t h a s n o t h i n g t o d o w i t h c l i m a t e c h a n g e. 6 6 3.1 Provision of insurance I n s u r a n c e i s p o s s i b l e i f r i s k s, i. e. p r o b a b i l i t i e s o f a d a m a g i n g e v e n t, c a n b e a s s e s s e d i n a systematic way. Moreover, risks must b e s p r e a d a c r o s s a l a r g e s e t o f e n t i t i e s. M o s t o f t h e p o s s i b l e i m p a c t s f r o m t h e i m p l e m e n t a t i o n o f r e s p o n s e m e a s u r e s a r e f a i r l y e v e n l y s p r e a d. Insurers can also spread risks through reinsurance. However, their willingness to enter new and high -risk fields o f b u s i n e s s i s l i m i t e d ( M i l l s ). I n t h e c a s e o f l o s s e s f r o m t h e i m p l e m e n t a t i o n o f c l i m a t e p o l i c y m e a s u r e s t h e c h a r a c t e r i s t i c s o f t h e e v e n t t r i g g e r i n g i n s u r a n c e p a y m e n t s d i f f e r f r o m n o r m a l i n s u r a b l e events. In the latter case, past experience has genera t e d a p r o b a b i l i t y d i s t r i b u t i o n o f a l o s s - triggering event. If events happen that go beyond this experience, premia are adjusted and insurance coverage reduced, as was the case on hurricane-s t r i c k e n i s l a n d s i n t h e C a r i b b e a n. Evaluation of proposals made in the context of UNFCCC negotiations (Art a n d 4. 9 ) In the negotia t i o n s, t h e f o l l o w i n g p r o p o s a l s h a v e b e e n m a d e - Cooperation between Annex I and non-annex I Parties to create favourable conditions for investment in sectors where such investment can contribute to economic diversification. T h i s i s a s e n s i b l e p r o p o s a l b u t d e p e n d s o n t h e w i l l i n g n e s s o f A n n e x I c o u n t r i e s t o c o m m i t r e s o u r c e s - Annex II Parties assist developing countries in meeting their capacity building needs for the implementation of country s programmes which address these impacts. T h e e f f e c t i v e n e s s a n d s u s t a i n a b i l i t y d e p e n d s c r u c i a l l y o n t h e s u b j e c t s t r e a t e d. - Annex II Parties are urged to provide financial and technological support for strengthening the capacity of developing country Parties identified in Article 4.8 and 4.9 of the Convention for improving efficiency in upstream and downstream activities relating to fossil fuels, taking into consideration the need to improve the environmental efficiency of these activities. T h i s a c t i v i t y i s c o u n t e r p r o d u c t i v e a s i t r e d u c e s c o s t s o f f o s s i l f u e l p r o d u c t i o n a n d t h u s r u n s c o u n t e r t h e e f f o r t o f d i v e r s i f i c a t i o n. - Facilitate to develop appropriate technological options in addressing the impact of response measures, consistent with national priorities and indigenous resources. T h i s n e e d s t o b e d e f i n e d b e f o r e i t c a n b e a s s e s s e d p r o p e r l y. I f a i m i n g a t s u p p o r t o f u s e o f m o d e r n f i n a n c i a l h e d g i n g t e c h n i q u e s, i t m a k e s a l o t o f s e n s e. - Cooperate among Parties in the technological development of non-energy uses of fossil fuels, and requests Annex II Parties to support developing country Parties to this end. T h i s p r o p o s a l o n l y a l l e v i a t e s t h e p r o b l e m i f t h e n o n -e n e r g y u s e s d o n o t l e a d t o c a r b o n e m i s s i o n s a t t h e e n d o f t h e l i f e t i m e o f t h e p r o d u c t. - Cooperate among Parties in the development, diffusion and transfer of less greenhouse gas emitting advanced fossil-fuel technologies, and/or technologies relating to fossil fuels, that capture and store greenhouse gases, and requests Annex II Parties to facilitate the participation of the least developed countries and other non-annex I Parties in this effort. I f c a p t u r e o f f o s s i l f u e l C O 2 a n d i t s g e o l o g i c a l s e q u e s t r a t i o n c a n b e a c h i e v e d a t l o w c o s t, t h e c o n t i n u a t i o n o f f o s s i l f u e l u s e w o u l d b e p o s s i b l e w i t h o u t c a r b o n e m i s s i o n. T h i s w o u l d d e c o u p l e m i t i g a t i o n f r o m t h e r e d u c t i o n o f f o s s i l f u e l u s e a n d t h u s a v o i d a d v e r s e i m p a c t s f o r f o s s i l f u e l e x p o r t e r s. - Annex II Parties promote investment in, support and cooperate with, developing country Parties in the development, production, distribution and transport of indigenous, less greenhouse gas emitting, environmentally sound, energy sources, including natural gas, according to the national circumstances of each of these Parties. T h e e f f e c t i v e n e s s o f t h i s a p p r o a c h d e p e n d s o n e l a s t i c i t i e s o f s u b s t i t u t i o n b e t w e e n d i f f e r e n t f o s s i l f u e l s. - Annex II Parties support for research into, and the development and use of, renewable energy, including solar and wind energy, in developing country Parties. T h i s i s t h e m o s t appropriate suggestion as it leads to a diversification, allows a leverage through the CDM and wi l l o f f s e t l o s s e s f r o m r e d u c e d f o s s i l f u e l e x p o r t r e v e n u e s t h r o u g h g a i n s i n t h e e x p o r t of renewable electricity or hydrogen;
