An augmented Lyapunov-Krasovskii functional is employed, in which some useful terms are included. Furthermore, the relationship among the timevarying delay, its upper bound and their difference, is taken into account, and novel bounding techniques for 1 τ(t) are employed. As a result, without ignoring any useful term in the derivative of the Lyapunov-Krasovskii functional, the resulting delay-dependent criteria show less conservative than the existing ones. Finally, a numerical example is given to demonstrate the effectiveness of the proposed methods. Stability, recurrent neural networks (RNNs), time-varying delay, delay-dependent, augmented Lyapunov-Krasovskii func- Keywords: tional. 1 Introduction During the past decades, recurrent neural networks (RNNs) have found many successful applications in signal processing, pattern classification, realizing associative memories, solving certain optimization problems, etc. Therefore, the study of RNNs has received considerable attention during the past decades, and various issues of neural networks have been investigated 1 4. Because the integration and communication delays are unavoidably encountered in neural networks, often constituting a source of instability and oscillations, considerable attention has been focused on the stability problem of neural networks with time delays Based on the difference of basic variables (local field states or neuron states), RNNs can be classified as local field networks and static neural networks 18. The latter have received little attention, and only few stability results can be found for them, while the former, as reviewed above, have been studied thoroughly. A robust exponential stability result was given for the neural network without a delay in 19, where a linear matrix inequality (LMI) approach was employed. Recently, the LMI technique was extended to the static neural network with a constant delay 20 and with a time-varying delay 21, where sufficient conditions were obtained guaranteeing the global asymptotic stability of the neural network, respectively. Nevertheless, for the static neural network with a time-varying delay, the results are considerably conservative. By employing a new Lyapunov- Krasovskii functional, less conservative criteria are obtained in 22. Thus, there is still some room for improvement. On the other hand, many efforts are made to improve the delay-dependent conditions for delayed systems through constructing a variety of Lyapunov-Krasovskii functionals. In 24, some less conservative results for time-delay systems were obtained by introducing the augmented Lyapunov- Krasovskii functional. In addition, by constructing a new Lyapunov-Krasovskii functional approach with the idea of segmentation of delay length, new stability criteria for delayed neural networks are derived in 25. In this paper, the global asymptotic stability of static RNNs with a time-varying delay is investigated. A novel Lyapunov-Krasovskii functional is constructed, in which more information is included. Moreover, novel bounding techniques for 1 τ(t) are employed. As a result, new delay-dependent stability criteria are derived without ignoring any useful term in the derivative of the Lyapunov- Krasovskii functional. Finally, a numerical example is given to demonstrate the effectiveness and the merits of the proposed methods. Based on the analysis above, we know that the problem of how to analyze the stability of system (1) at equilibrium is changed into the problem of how to analyze the zero stability of system (5). 3 Main results In this section, we will present some asymptotic stability criteria for the considered neural networks. Remark 2. The Lyapunov-Krasovskii functional (16) in this paper is different from those in 21, 22. In (16), z(t τ(t)), z(t τ), and ż(t) have been taken into account, which may reduce the conservativeness of the derived result. Remark 3. In the definition of ξ 1(t) in (18), it is (1 τ(t))ż T (t τ(t)) but not ż T (t τ(t)) that is introduced. This definition makes (1 τ(t)) only appear in Ω 22 and Ω 88. Using the bounding information of τ(t), these two terms can be easily bounded. Remark 4. In 21, the delay term τ(t) with 0 τ(t) τ was enlarged to τ and another term τ τ(t) was also enlarged to τ, i.e., τ = τ(t) + τ τ(t) was enlarged to 2τ. In contrast, the relationship among τ(t), τ τ(t), and τ is taken into account in the proof of Theorem 1. Therefore, the stability condition given in Theorem 1 is expected to be less conservative. Remark 5. By setting Q 22 = 0, Q 11 = 0, and S = 0, respectively, Theorem 1 can be used in those two cases of τ(t) that the lower bound is unknown and the upper bound is known, and that the upper bound is unknown and the lower bound is known. Finally, in the case of µ being unknown or τ(t) being nondifferentiable, by setting P 13 = 0, P 23 = 0, P 33 = 0, Q = 0, and S = 0 in the Lyapunov-Krasovskii functional (17), and following the similar line as Theorem 1, the following corollary can be obtained. Consider a delayed neural network (5) with the following parameters: A = W = The activation functions are taken as follows: g 1(x) = tanh(0.3680x) g 2(x) = tanh(0.1795x) g 3(x) = tanh(0.2876x).. It is clear that the activation functions satisfy (6) with L = diag{0.3680, , }. For various µ, the computed upper bounds of τ, which guarantee that the neural network is globally asymptotically stable, are listed in Table 1. It can be seen that the result we proposed is less conservative than existing ones. By employing an augmented Lyapunov-Krasovskii functional and novel bounding techniques for 1 τ(t), some less conservative delaydependent criteria have been derived. A numerical example has been given to demonstrate the effectiveness and the merits of the proposed methods.
