In any case, if a strict control is to be kept by the delegates of the Comité International de la Croix-Rouge, it is necessary that this control be establisned in a uniform manner. I pointed out the serious effects which would follow on any sudden order for withdrawal, with trainloads of prisoners arriving at HarTS and elsewhere in thousands, and obtained a promise that no sudden action would he taken. I will keep in close touch with the situation as regarde Baltic chipping, and advise you promptly of any new conditions which may arrive. The present attitude of the inistry of shipping, which is to he taken in the Spa conference, is, that a payment must he made for these or any ships used on the service (if obtained through the Ministry of shipping) from the parties using them, either the German Government or the International Bed Cross. I presume that the German Government will refuse because most if not all German prisoners of war are or will shortly he repatriated from llarv, and adjacent ports and doubt if they will be willing to pay for the whole service if only the transportation of M M out of Germany is involved. We should be very glad to learn if till now you have succeeded in realising this plan in any concrete case, if ny maritime oomp-anyjhas accepted to f r e i g h ^ h i p s left to their disposal by the English Ministry of Shipping on the conditions mentioned in this plan. In looking over Colonel Broome's letter we found at once that the profit granted the maritime companies ( 300 per year and ship )was too limited to moke the comp nies sincerely interested. We are glad if we are mistaken in this point. OtherwMw wise it would oert nly be necessary to agree with the companies on a sufficient brokerage on the freights.
