2 CHRISTIAN WEST OUTLIER OPERATIONS For more than 20 years Christian West has protected clients all over the world. He has provided executive protection for corporations, high net worth individuals, celebrities and various government and royal personalities. 4 CHUCK TOBIN AFTER THE AOP As the President of AT-RISK International, LLC for more than 13 years, Chuck Tobin brings his over 27 years of experience in the industry and his values towards quality and dedication to the services provided. Through his background and expertise, Chuck has created a strong team of industry professionals with a vast network of resources. During 2007 and 2008, Chuck served as the National Director of Security for the Hillary Clinton for President Campaign, securing facilities and events throughout every state in the nation, as well as managing a variety of direct and indirect threats to the candidate. He has also served as security consultant to a Greek political party and its leader George Papandreou, as well as protected and consulted with several other international political candidates. Chuck has provided protective and investigative services to clients globally as well as conducting training for transition forces, protection teams, and investigators from Beijing to Washington, DC. Chuck is currently the former President for the Association of Threat Assessment Professionals (ATAP) and directs the organization's growth and development. Chuck oversees various ATAP programs to include international education and relationship development, standards development, and organizational resilience. He is currently a Certified Threat Manager through the Association. Prior to establishing AT-RISK, Chuck was the Managing Director of Training for Vance International s Education and Training Team, overseeing all internal and external training programs. His responsibilities included curriculum development and implementation of programs for their uniformed division and executive protection programs. Chuck established himself early in volunteer capacities by obtaining his Eagle Scout from the Boy Scouts of America. Since then he has continued to volunteer in various religious and political capacities as well as contributing and competing in events to fight leukemia and cancer. 5 JAMES HAMILTON INTERNATIONAL OPERATIONS James Hamilton is a widely regarded expert on protection recruited by GDBA from the FBI, where he served as the Supervisory Special Agent handpicked to create, develop, and implement the FBI Academy s Protective Training curriculum. His courses are currently taught to protectors at the NSA, NYPD, and many other agencies. James served as the Personal Security Advisor for the Attorney General and the two most recent Directors of the FBI. He was hand-selected for the FBI Tactical Training Unit, responsible for creating and developing the FBI Active Shooter training and guidance program. James is a certified FBI Instructor in Firearms, Active Shooter, Tactical Skills, Emergency Driving, and SWAT Operations. He was a Team Leader and Manager for the FBI s Overseas Survival Awareness Program widely valued by officials and corporations working in high-risk areas. James also served four years on the Protection Team for the FBI Director, and three years on the Joint Terrorism Task Force that he was selected to create after 9/11. At GDBA, James creates training initiatives for GDBA protectors around the world. He also audits and improves numerous protective programs to ensure each program meets the client s unique needs. James earned his bachelor s degree in Political Science from The Citadel, The Military College of South Carolina. He is also a member of the ASIS Executive Protection Council. He is a veteran of the US Army and has over 17 years of Law Enforcement experience He has been a Team Leader and Primary Instructor for the US Department of State Diplomatic Security Service Anti- Terrorism Assistance Program, training foreign counter terrorism and close protection units in weapons and tactics. He has worked and trained in over 20 foreign countries. Shawn holds an Advanced Peace Officer License in Texas, is a TCOLE Firearms Instructor and a graduate of the FBI Firearms Instructor course.
