5 Purpose and Goal Purpose The PDT has been encouraged to streamline the river herring hotspot analysis. Goal To design spatial management alternatives to address river herring bycatch in the Atlantic herring fishery that are ecologically based, simple to understand, and enforceable. The options should also link directly to the management measures under consideration in Amendment 5. 5

7 Spatial Management Design Considerations Base on the river herring hotspot analysis Fishery hotspots (Stage 1) should be the focus. Survey hotspots (Stage 2) should also be considered. Design the size and the shape to reflect management goals The size of river herring monitoring or avoidance areas might be greater than a river herring protected areas. Contiguous areas might be preferred to several disconnected discrete areas to achieve monitoring or avoidance goals. 7
