3 Some background The WIGOS Metadata Standard (WMDS) was developed by the ICG- WIGOS Task Team on WIGOS Metadata (TT-WMD), The 1 st version (attachment to the Manual on WIGOS) approved by Cg-17 (Res. 26; Att. to App Further to some inputs provided by representatives of IPET-SUP during the development of the WMDS, an ad hoc workshop dedicated to WIGOS Metadata for space-based observations was organized from 29 Sep.-1 Oct (Geneva, Switzerland), with IPET-SUP, ET-SAT and EUMETSAT representatives, chaired by Dr J. Klausen (Switzerland), co-chair TT-WMD, The 5 th session of ICG-WIGOS (25-28 January 2016, Geneva), agreed with the updated action plan of TT-WMD for According to that, the team is working on improving the WMDS. IPET-SUP-2 3
4 Outcomes of the Workshop Major outcome: the workshop concluded that the WMDS is applicable and should be used by the meteorological satellite community, after a few additions and small adjustments that were identified; The workshop recognized the benefits of all observing systems, surface and space-based, adopting the WMDS to ensure interoperability; Specific results: for space-based observations the WMDS should be applicable to both level one and level two data; few additional metadata elements are needed in the WMDS to accommodate all the fields from OSCAR/Space database (e.g. orbits, frequencies); some use cases should be developed and included in the WMDS, to illustrate the usage of the WMDS to space-based observations; An improved WMDS, allowing easier use and understanding will ensure that the space agencies and the whole satellite community embrace WMDS IPET-SUP-2 4
5 Actions from the Workshop The workshop agreed on a list of actions to ensure full applicability of the WMDS to all observations from space-based systems, most of them have been completed; The TT-WMD discussed the outcomes of the ad hoc workshop and agreed to incorporate the proposed changes and additions into the next version of the WMDS; To test and to illustrate how the WMDS can be used for space-based observations, some examples have been prepared by the satellite experts during the workshop (see appendix to document 10.2). IPET-SUP-2 5
6 Description WIGOS metadata is observational or description metadata enables data values to be interpreted; It is not discovery metadata that facilitates data discovery, access and retrieval, which is part of WIS (WMO Information System) OSCAR tool (Observing Systems Capability Analysis and Review) is the practical implementation of the WMDS What Members will have to do in compliance with Technical Regulations (WMO-No. 49, Volume I, Part I WIGOS and Manual on WIGOS): Keep records of WIGOS metadata For those observations that are exchanged internationally: Exchange also the associated WIGOS metadata For surface observations: Review the information in OSCAR/Surface Keep entries in OSCAR/Surface up to date IPET-SUP-2 6
7 Structure (1) It is organized in 10 categories and 65 elements There are 3 levels of MD reporting: Mandatory - Required for all WIGOS observing systems/platforms Conditional - Required if applicable (e.g. instrument calibration makes little sense for a human observer) Optional Desirable/useful, but non-compulsory IPET-SUP-2 7
8 Structure (2) The WMDS includes 45 Code Tables Example of a Code table: Code table: 4-02 Code table title: Surface cover classification scheme # Name Definition Not applicable None of the codes in the table are applicable in the context of this particular observation (nilreason) Land cover types (IGBP) International Geosphere-Biosphere Programme Land cover types (UMD) The University of Maryland Department of Geography generated global land cover classification collection from Land cover types (LAI/fPAR) Leaf Area Index (LAI) and Fractional Photosynthetically Active Radiation (FPAR). FPAR/LAI is the Fraction of Absorbed Photosynthetically Active radiation that a plant canopy absorbs for photosynthesis and growth in the nm spectral range Land cover types (NPP) Net Primary Production (NPP) land cover scheme Land cover types (PFT) Plant Functional Types (PFT) land cover scheme Land cover types (LCCS) Land cover classification scheme (LCCS) Mains tasks of TT-WMD for 2016: - reviewing and completing the code tables, - producing guidance material for Members to implement the standard, - developing a «logical data model» for the exchange of metadata (with IPET-MDRD) IPET-SUP-2 8

10 FINAL REMARKS Collaboration/feedback from the satellite community to the further development of the WMDS has been, and will continue to be, essential; The next draft of the new WMDS version will be circulated and IPET-SUP (and other teams) will be asked to review and comment it; A new version of the WMDS including all the proposed changes, is expected to be submitted to Cg-18 (2019) The Guidance material for the use of the WMDS, to be made available to Member in July 2016, will not reflect yet the recommendations from the Workshop in October IPET-SUP-2 is invited to: support the continuation of collaborative actions with ICG-WIGOS TT-WMD; advise on a way forward for the utilization of WMDS in the satellite community.
