Project description (including rational, background and implementation strategy) Rational and background 2.1 Summary Description Jardines de la Reina National Park was inscribed on UNESCO s World Heritage Tentative List in February The marine site is one of the most pristine marine areas in the world and home to numerous endangered and critically endangered species. The site currently lacks a comprehensive management of the marine area and the government of Cuba does not have the necessary technical capacity to develop a nomination file for the site. This project will provide the government of Cuba with technical training regarding: 1. The essential building blocks for the development of a World Heritage nomination file for a marine property; 2. Best practices for effective conservation and management of a marine protected area of possible Outstanding Universal Value brought together from existing marine World Heritage sites 2.2 Sustainable Development Goals This project contributes to Sustainable Development Goal 14 (increased protection of oceans and coasts, in particular effective conservation of marine protected areas) 2
3 2.3 Overall purpose and relevance (including needs, issues and baselines) Jardines de la Reina National Park was inscribed on the UNESCO World Heritage Tentative List in February 2003 as part of the Reef System in the Cuban Caribbean : The park is part of a cluster of ecologically associated marine-coastal areas located in southern Cuba. The park stretches across 2,170 km2 and is considered the largest, most pristine and natural marine ecosystem in the region and is home to numerous endangered and critically endangered species as well as the largest Hawksbill and Loggerhead populations in the Caribbean. Its incredible wealth of fish is estimated to be among the most diverse and healthy populations in the region which led to the site being frequently referred to as the Galapagos of the Caribbean. The park currently lacks both a good understanding of the building blocks of how to design a World Heritage nomination dossier for the marine site as well as a comprehensive management approach that could adequately protect its special features, in particular from increasing fishing pressure. The park would benefit tremendously from expertise from other marine protected areas in the region, best practices from existing marine World Heritage sites that can allow to optimize the sustainable use and return of the site to local communities. Management and protection arrangements to safeguard the exceptional value of a place are critically important as part of the Outstanding Universal Value of any World Heritage property and thus central to any possible future World Heritage Listing. Over the course of the past 6 years, the world Heritage marine programme has built a substantial network of expertise across the 49 marine World Heritage sites in 37 countries which can be made available to responsible officers of Jardines de la Reina National Park. The UNESCO World Heritage Centre is responsible for World Heritage nomination dossiers and has the technical capacity to provide assistance for the development of such dossiers. Attention will be paid to balanced gender representation throughout this project 3
4 2.4 Impact This project is likely to have a profound impact on the future conservation of the Jardines de la Reina National Park and pave the way for the protection of this exceptional site under the 1972 World Heritage Convention. Best practices derived from across the 49 marine World Heritage sites, as developed extensively by the World Heritage Centre s Marine Programme, will also allow the Government of Cuba to optimize the benefits from the site to the local communities. 2.5 Implementation strategy and Theory of change Approach The project will be coordinated and implemented by the World Heritage Marine Programme in close collaboration with the LAC and PSM units of the World Heritage Centre, the Government of Cuba and, where appropriate, IUCN. The PSM unit will coimplement part of the project (activities related to nomination dossiers). The outcomes will be achieved through the organisation of 1 expert meeting at the location of the site and follow up activities. Further details are provided in section Project timeline The project will have a duration of 12 months, starting on 1 January Stakeholders: Beneficiaries and partners 2.8 Risk analysis and mitigation 2.9 Sustainability and exit strategy The government of Cuba is the main project beneficiary. The project also benefits NGOs and local actors currently working on enhancing the protection of the World Heritage site. The project further benefits Sustainable Development Goal 14 (ocean and coasts in particular effective management of marine protected areas) No risks are identified for this project The project has a clear goal which can be reached within the 12 months of the project duration. The project goals and objectives are well integrated with the overall work of the World Heritage Marine Programme, in particular its ongoing initiative to share best conservation and management practices across 49 marine World Heritage sites in 37 countries. The work is also fully consistent with the regular programme of activities of the PSM unit of the World Heritage Centre. 4
5 3. Project Management 3.1 Project management and implementation The overall project management and implementation will be done by the World Heritage Marine Programme in close consultation with: 1. The government of Cuba 2. The PSM unit at the World Heritage Centre; 3. The LAC unit at the World Heritage Centre; 4. IUCN where needed. Indicators for the monitoring will include: 1. Quality of preparatory materials; 2. Timely conduct and quality of the technical meeting; 3. Overall quality of delivery of the expertise 3.3 Evaluation The project will be evaluated throughout its implementation, in particular with regards to the conduct of the technical meeting. A written evaluation will be made at the end of the project that will include feedback from all actors involved in the project implementation. 3.4 Visibility The World Heritage Marine Programme will ensure excellent visibility for the project throughout its implementation. This will include an announcement at the start of the project to the marine programme s network, visibility during the project on World Heritage and UNESCO social media with a selection of photos from key photographers who have visited the park and communication on the World Heritage Centre s webpage. Other types of media will also be explored in collaboration with the Government of Flanders. 5
