1 Census Undertaking in Pastoral Areas and Application of New Technologies in the 2007 Population and Housing Census By: Yakob Mudesir Seid & Samia Zekaria Gutu Central Statistical Agency of Ethiopia Abstract Traditionally, the role of maps in the census has been to support enumeration and to present, aggregate census results in cartographic form. Cartographic automation has greatly expanded this role. In addition to enabling more efficient production of enumerator maps and thematic maps of census results, GIS now plays a key role in census data dissemination and in the analysis of population and household data. The application of satellite imageries for preparation of enumeration area maps in one of the pastoral areas of Ethiopia has greatly improved the coverage of the 2007 Population and Housing Census. By adopting a digital approach through the use of satellite imagery, the Central Statistical Agency was able to provide data on pastoral area to policy makers in order to make better-informed decisions. Most obvious challenges of census undertaking the pastoral areas were inaccessibility, mobile nature of the dwellers, high level of illiteracy rate, and the vastness of the area. On the other hand, the need to set up special census education program for elders and clan leaders in advocacy was also another challenge. One of the time consuming process in census data processing activity is data capturing. For instance, data capturing activity of the first 1984 Population and Housing Census of Ethiopia needed about two years using a main frame system and the second census took more than a year using a stand alone PC system involving 180 data entry clerks with 90 PCs. Utilization of scanning technology for data capturing, has shortened the data capturing period into four months, as a result the census data was disseminated within a relatively shorter period of time compared to previous censuses. The use of GIS has also facilitated data disseminations and data presentation. Creation of operational GIS data base with initial basic map and efforts on analysis of the population census data is underway with the assistance of various development partners. Introduction Geographically, Ethiopia is situated in the horn of Africa between 3 and 5 degrees north latitude and 33 and 48 degrees east longitude with a total area of 1.1 million square kilometers. Ethiopia is administratively sub-divided into nine regional states and two city administrations. The topographic features range from the highest peak at Ras Dashen, (4,550 meters above sea level), down to the Affar depression at 110 meters below sea level. The climatic condition of the country varies with the topography, ranging from 47 to 10 degrees Celsius. Moreover, Ethiopia is a home to about 80 ethnic groups that vary in population size from more than 18 million to less than 1000 persons. In general, Ethiopia is the second largest countries in Africa in terms of population size with diversified culture, linguistic composition and large ethnic compositions. Despite the long time history as independent nation, national census undertakings that attempted to cover the entire country began lately in the 1980 s. The first ever Population and Housing Census was conducted in 1984 covering about 81 percent of area of the country. The lowland areas which were predominately inhabited by the pastoral population and some of the rural and urban areas of the northern part of the country were not covered. The 1984 population and housing census revealed the total population of the country to be 42.6 million (this figure includes Eritrea which was part of the country). The second Population and Housing Census was conducted in It has covered relatively larger proportions of the country as compared to that of the first census covering most of the low land areas of the pastoralist regions. The total population size of the country in 1994 was 53.5 million including estimated population number for those areas not covered by the census ( i.e. 345,008 persons were estimated). Although the third Population and Housing Census was planned to be conducted in 2005, due to a national election scheduled for the same year the census has to be postponed for This is mainly because the country was not able to deal with these two big national operations at the same time that requires a great deal of resource and manpower. All the necessary legal procedures was taken by the parliament to postponed the census by making the required amendment to the constitution that enforces the census to be conducted every ten years. The census commission has fixed two separate census dates for the sedentary and pastoral area of the country for various reasons. May 28, 2007 was fixed as a census date for the sedentary population while the census date was fixed to be November 28, 2007 for the Pastoral Regions of Affair and Somalie. All the preparatory activities were well performed as scheduled and the census was conducted on the fixed dates set by the census commission. In addition, for the first time in its history the third population census have canvassed the entire country. This census is a great success in 2

3 terms of successful completion of the preparatory activities, budget allocation, and operation activities as well as respondents cooperation. Moreover, the 2007 Population and Housing Census has utilized new technologies to facilitate the cartographic activity, the data capturing and analysis. The new technologies utilized include: 1. Application and acquiring of satellite imageries for preparation of enumeration area maps could improve the coverage problem particularly in pastoral regions, 2. Utilization of scanning technology for data capturing, has shortened the data capturing period, and 3. The use of GIS would facilitate data disseminations data presentation 2. Census Undertaking in Pastoral Areas The inaccessibility, mobile nature of the dwellers, high level of illiteracy rate, and the vastness of the area are some of the great challenges in conducting censuses in pastoral areas. In the country like Ethiopia, where a large pastoral population living in a widely scattered large area, conducting a census requires proper planning and allocation of adequate budget. Moreover, having clan leaders on board for mobilizing the pastoral population is an important task to perform for the successful completion of census in the pastoral areas.. In order to capture the pastoral population in the census, the census was conducted in the month of November where most pastoral population will settle in the defined boundaries of their localities. In Addition, in order to avoid miscounting or double counting, an Enumeration Area (EA) maps were prepared like that of the sedentary population. This exercise is the first of its kind in pastoral areas and the preparation of EA maps were made possible by utilizing the satellite imagery. For the 2007 Population and Housing census in pastoral areas of Somale region about 7000 school teachers were recruited and trained and these enumerators had to be mobilized from sedentary areas of the country. High school teachers from Somale region were recruited to work as a supervisor which helped to resolve language problem and link the different culture of the population and the enumerators. A series of planning and follow up in logistics and transportation was well planned and implemented which was the most challenging task when undertaking census in pastoral areas. In addition, special census education program was set for elders and clan leaders to advocate the importance of the census. 3

Satellite Imagery The UN Statistic Division published in 2000 a Handbook on Geographic Information System and Digital mapping to assist countries in their preparation for census activities and in particular how to adopt GIS technologies to census mapping operations. The traditional role of maps in census and survey operations is restricted to supporting enumeration and presenting results in atlas form. However the accuracy, content and timeliness of satellite imagery makes it useful for pre-census activities such as ensuring consistency and facilitating census operations, during the actual census these maps support data collection and monitor census activities and furthermore post-census stage where they makes it easier to present, analyze and disseminate census results in the form of atlas that will show the complete picture of areas of interest (study areas). By adopting a digital approach through the use of satellite imagery, the UN's belief that it will result in planners, policy makers, public administrators etc. Being able to make better-informed decisions is fully endorsed. With multiple years of imagery collection, archive data will provide a large proportion of the required coverage from pre-existing data over a period of years ensuring that a viable product can be produced within relatively short timescales. One of the advantages of satellite imagery is its political immunity and non-invasive sensing of any geographical area regardless of the conditions on the ground that might otherwise dictate its accessibility, such as natural hazards, remoteness or hostilities. Whilst satellite imagery cannot measure population levels directly, it can help to identify populated areas for census planners to reduce the effect of pastoralism on the final figures. Considering the advantage that these satellite imageries provide for the census, the Agency has decided to utilize the 5 meters resolution SPOT 5 and 60 cm resolution Quickbird imageries for delineating Enumeration Area (EA) Boundaries in pastoralist areas. This was the first time in the history of the census in the country where the pastoralist areas were delineated using EA maps like any other sedentary areas. 4

5 When delineating Enumeration Areas using the satellite imagery, the following rules were implemented. These are: i) Spot5 Imagery will take president except where QuickBird Imagery is available that is dated within the specified timeframe.(dates are from the same periods as that of the Census but from the previous two years) (Please note: The best available image source will be automatically displayed by the Census Mapping Software) ii) Number of households: The EA should contain households. It may be necessary to violate the range in order to maintain the integrity of the lowest administrative unit. The size of a pastoral EA may deviate from this depending on the density of the population. iii) In sparsely populated places keep the number of households to the lower limits of the prescribed range i.e. 150 households iv) In densely populated areas keep the number of households to the upper limit of the prescribed range i.e. 200 households v) Following must be observed: (a) As far as possible, the boundaries of EAs should be made identifiable by delineating along some permanent (preferably physical) feature such as rivers, ridges, a street etc. (b) Where such features are non-existent, the imaginary boundary lines may be drawn and identified with reference to prominent buildings or other bench mark features. vi) An effort should be made to create the EA as compact as possible to limit the distance between the visiting points because most enumerators will be on foot once they are within the boundaries of the allocated EA. vii) Access to each part of the area should, as far as possible, be relatively easy. 3.1 Multiple uses of the Satellite Imagery As it is mentioned earlier, it is anticipated that such product would be a valuable national asset, able to underpin a whole range of other national, regional and local governance activities, as well as other issues such as food security, provision of health services, planning of housing, water supplies and transportation infrastructure to support the urbanization process in Ethiopia. Current mapping products are a fundamental part of creating a sustainable economic and social society as well as helping to address civil instability by providing accurate information about the natural and manmade environment. Despite the importance of the agricultural sector to Ethiopia s economy, the country lacks a reliable and up-to-date land cover database and an area sampling frame. These data are the baseline for agricultural censuses and are essential for generating reliable agricultural production estimates and forecasts. Crop acreage estimates are particularly important information for national institutions such as the CSA and the MoARD. Field surveys were carried out by the GOE in coordination with FAO and WFP (Crop and Food Supply 5

6 Assessment Missions - CFSAMs). The project is assisting the Government of Ethiopia (GoE) in the implementation of a robust statistical methodology using the latest technology. Before the start of the project, the GoE acquired a Landsat and SPOT 5 metre resolution satellite imageries for the entire country supplemented by Quick Bird/Ikonos images at 0.6 metre resolution for all urban districts. This investment provided an opportunity for the development of cutting edge approaches to improve agricultural statistics as well as construction of a critical land cover database and is sampling frame. 4. Utilization of Scanning Technology One of the time consuming process in census data processing activity is data capturing. For instance, data capturing activity of the first population and housing census of Ethiopia needed about two years using a main frame system and the second census took more than a year using a stand alone PC system involving 180 data entry clerks using 90 PCs. In order to capture the data quickly and provide the result of the census as quickly as possible, scanning technology is decided to be implemented for the 2007 Population and Housing Census. The actual data capturing for the census of sedentary area (except Somale and Afar Regions) was started on mid July, 2007 and the scanning work has been completed in November This shows more than 95 percent of the population data was captured within four months. Before implementing the scanning technology for the third Population and Housing Census of Ethiopia, experiences were obtained from the study tours made to Tanzania and Ghana who utilized scanning for their Population and Housing census. This study tour assisted the Central Statistical Agency of Ethiopia to learn from their success and failures and convinced us that scanning could be well applicable for the census data 6

7 processing. Moreover, for the benefit of doubts, we conducted two types of pilot censuses; i.e. using conventional and OMR scanning type questionnaires with one scanner. The experiences gained during pilot census helped us to be fully convinced and the technology proved to be an appropriate and effective for census data capturing, if properly planned and necessary cautions could be taken. The 2007 population and hosing census of Ethiopia utilizes 11 PS900 im2 Scanners and printing and designing of census questionnaires in local language was done by the supplier of scanning machines. Moreover a technical assistance and on job training was supplied by the supplier contributed to the success of using the new technology. The PS900 im2 scanner used had the following features : The ability to scan up to 8,000 Double sided Forms per hour Simultaneous data validation Bitonal & /or Greyscale Images & Clips (200dpi) 3 programmable output hoppers SOSKitW software utilities The scanning process put in place for the census involved three major procedures, namely: Scanning / Data Capture Key-correction or validation of scanned data Exporting the scanned and key-corrected data into ASCII or Text format suitable for processing Major benefits obtained from scanning Significant decrease in time required to capture the data and minimize the non sampling error generated during data entry No need to worry to store millions of forms for possible future references since scanning captures the whole content of a questionnaire in an electronic image format 7

8 Requirements to utilization of scanning effectively: Proper training both on Hardware and Software that assist to own the technology A reliable Network System A well organized space for forms and data flow is required Proper file management and care in : Checking batch (EA) IDs and orientation of forms Proper recording of the in-coming and out-going questionnaires Ensuring the consistency of EA codes quality of EA database Close attention in detecting errors in the scanning process is required Ensuring that there is proper paper throughput through the scanner Ensuring smooth running of the machines 5. Introducing the GIS system Geographic Information System (GIS) is a collective term commonly used for computer systems that manipulate geographic data. These systems are implemented with computer hardware and software functions for the: Acquisition & verification, Compilation, Storage, Updating & changing, Management & exchange, Manipulation, Retrieval and presentation and Analysis & combination of geographic data The major advantage of GIS: Ability of integration of data from many different sources. Allows identifying the spatial relationships between map features. integrate, analyze, and visualize the data; Organize data for more sensitive and intelligent decision making. Showing patterns and trends; and find solutions to problems. One of the major strength of GIS is that dissimilar data like Census, Demographic and Health Survey, Agricultural survey, Industry, Cartography, etc can be linked; Realizing the above facts, the CSA has been heavily engaged in utilization of GIS and in the last two years the following major activities were performed: 5.1 Digitized map and creation of geospatial database Using the data obtained from the carthographic work for the census, it was made possible to have a digitized map of the country with all geographical boundaries down to the EA 8

9 level. Moreover using, the GPS coordinate data it was possible to have a digital map including the following futures: Urban/Rural Kebele(dwellers association) Boundaries Cultural and Natural Features Educational/Health Facilities Religion Centers Localities within the Wereda Roads of any type Rivers Rail ways 5.2 The Rural Facilities Atlas The rural facilities atlas being developed is again one of the greatest achievements observed. This atlas uses the data obtained during the cartographic work for the 2007 population and housing census. It produces a special distribution of basic facilities in the rural areas of the country. Among others, these facilities includes: schools, health posts, water points agricultural development offices, roads etc. These atlases are produced for all districts and contain a rich geo-referenced data for development planning. The atlas aims primarily to report at district level so as to give as accurate information as possible on the spatial pattern of basic facilities and services within the boundaries of each district. The atlas will also be of high importance to the academic community in providing students and various researchers adequate information on the level of services and facilities in rural parts of Ethiopia. Different areas of social science can find in these maps interesting topics to elaborate the development level of rural parts of the country and most of all, it will be provide with a good understanding of local situations in rural Ethiopia s society s basic infrastructure. 9
