1 Brentwood General Plan Update Open House Meeting November 14, 2013 De Novo Planning Group

2 Overview The primary purpose of today s Open House is to provide the public with an update of the status of the General Plan Update and to answer public ques>ons about the General Plan. Today s presenta>on includes: Summary of the General Plan Update Process Key Goals and Policy Direc>on DraE Land Use Map Next Steps Opportuni>es for Public Ques>ons

3 Purpose of the General Plan Define a long- term vision for future growth within the City and Planning Area over the next 20 years Reflect the goals and values of the City Build on recent City planning efforts Include extensive public outreach and community par>cipa>on Balance growth, conserva>on, and quality of life

5 Visioning Process Four Visioning Workshops were held in October and November 2012 to kick- off the GP Update. The workshops focused on: Communica>ng the intent of the General Plan update Gathering public input Their primary purpose was to: Iden>fy community values and priori>es Iden>fy issues for the General Plan to address Online surveys were another tool used to gather public input Input received during the Visioning process is summarized in the Opportuni>es and Constraints Report.

6 Existing Conditions Documentation The Exis>ng Condi>ons Report documents the following: Development Pa_erns Natural Resources Transporta>on Socioeconomic Condi>ons Environmental Constraints Recent Planning Efforts (BBSP, Downtown Specific Plan, Parks Master Plan, etc.) The report is used extensively by the Working Group and is an excellent City resource tool.

7 Opportunities and Constraints Report The Opportuni>es and Constraints Report: Summarizes input from the visioning process Iden>fies community values and priori>es Describes areas of focus for goal and policy development Iden>fies key concerns and poten>al solu>ons This report serves as a resource and guide to the General Plan Update team and the Working Group as the DraE GP Elements are developed.

8 General Plan Working Group The Working Group has met 12 >mes since March The Group is instrumental in the development of Goals, Policies, and Programs for each General Plan Element, as well as development of the Land Use Map. GP topics are presented and discussed Infrastructure, Safety, Community Services, etc. DraE GP Elements are craeed by the project team and then presented to the Group for review, discussion, and refinement.

10 General Plan Goals, Policies and Programs Goals Broad statements of community desires, preferences, and the General Plan s purpose Policies Guides to decision- makers with respect to development proposals, future growth and resource alloca>on Programs Implementa>on steps to ensure goals and policies are carried out

11 Key Goals and Policy Direction Vision: A community of safe, close- knit, family- oriented neighborhoods that is a desirable place to live, providing a range of local ameni>es and high- quality jobs Economic Development Diverse and forward- looking approach to the genera>on of high- quality local jobs Maintaining a business- friendly climate Fiscal Sustainability Ensure high- quality services for residents Require new development to pay its fair- share and not result in reduced service levels Conserva>on Conserva>on and restora>on of creeks Public access to creeks and open space Protec>ng agricultural lands to east and south of City limits

12 Land Use Map Alternatives Report A range of Conceptual Land Use Maps were developed as part of the Land Use Map Alterna>ves Report Input from the Visioning Workshops was incorporated. A number of property owners submi_ed parcel change requests- which were incorporated into the map op>ons, where appropriate. Each Map Alterna>ve included an analysis of fiscal/ economic implica>ons, natural resource constraints, transporta>on implica>ons, and growth projec>ons.

13 Land Use Map Alternatives The Working Group reviewed the Land Use Map Alterna>ves in October/November and developed a Preferred Land Use Map The Working Group will conclude their discussion of the Land Use Map on November 21st. The City Council will have opportuni>es to review the Preferred Land Use Map and provide input and direc>on on December 3rd and 10th.

14 Key Land Use Map Input No urban growth east of Sellars Avenue, or south of the City limits. Preserva>on of Agricultural Lands Jobs- genera>ng uses and higher- density residen>al uses along the State Route 4 corridor north of Sand Creek Road (SPA 1) Commercial and business park uses around the community college site in the southern part of town. A range of residen>al densi>es throughout Brentwood.

15 Critical Next Steps The City Council will review the DraE Land Use Map on December 3rd and 10th The Working Group will provide final input on General Plan policies on December 19th The City Council will provide addi>onal policy guidance and input in January and February In February or March, the General Plan and DraE EIR will go out for public review and comment In June/July 2014 adop>on hearings will be held
