Developing Case Study Institut Teknologi Bandung Indonesia Land Use Analysis of North Bandung Development Plan Objectives Giving experiences to the students in terms of preparing urban plan (revitalization in existing urban area) by considering physical condition and using GIS as a planning tools.
Aim Students have ability to formulate scenarios of existing residential area development comprehensively, not only regarding the constraint and limitation area such as landslide and fault, but also possible areas of development. Basic Assumptions This case study will be given as a student paper in the elective subject with the title Urban Revitalization and New Town Planning (2 credits, undergraduate study, elective course). Disaster mitigation is a part of land use and urban planning analysis. Case study optimally using real data, and the using criterion Invitation (Presidential Decree Keppres 32 Tahun 1990 About Stipulating Protected Area and Cultivation Area).
Scope of Activities Preparation and mobilization of team Implementation to the selected subject Disaster mitigation in urban planning and development context, using GIS software Preparation of appropriate case study Compile a related subjects, and select, one subject 1 st CASITA Training in AIT- ADPC Studying ILWIS Software Characteristic of data needed The relevance to the disaster mitigation topic Method in urban development planning Preparing Case Study Preparing scenario, related to the disaster mitigation The consideration of easiness to get related data The load of the students Feed back for completion of case study Data gathering Entry data to the ILWIS format Analyzing data that inline with the case study Scenario try out and evaluation Try out case study to the students Evaluation of case study related to the disaster mitigation Try to find the related data from the previous projects and research Phases in Case Study Development
North Bandung in the Context of Bandung Metropolitan Region National Spatial Plan (RTRWN) Bandung as a capital city of West Java Pledge Area (Kawasan Andalan) in Indonesia Bandung Metropolitan Region North Bandung as on of Pledge Area in Indonesia The characteristics of North Bandung Region The problems of Bandung Metropolitan Region: -population density -urban development in disaster gristle area -flood, land slide Water resource of Bandung Area Conservation and residential area The high activity of physical development Need effort in planning control Need coherent attention of national level

Basic Inputs Area gristle movement map. Stream lava map. Slope map. Sensitivity land map. Rainfall map. Analysis of Land Use Development in North Bandung Criterion according to the conservation area (Presidential Decree: Keppres 32/1990) Protection/ Conservation Area analysis suitability Conservation area Conducting area: suitable for urban-rural development Criterion on land suitability Land Suitability Area analysis suitability Not suitable for certain land uses Suitable for certain land uses
Analysis To overlay to get land cover map: Area gristle movement map. Stream lava map. To overlay to get protection and cultivation map: Slope map. Sensitivity land map. Rainfall map. To overlay to get final map (deviation of protected area) Output Scenario Formulations of Residential Development Based on Physical Constraints Recommendations about North Bandung Residential Area Development Considering Disaster Aspects Optional: give opinion about GIS software (ILWIS) as a tool in planning development process.
Conclusion and Recommendation (1) To prepare, to do, and to evaluate the urban plan is complex. So this activity needs a comprehensive attention to all elements of urban plan. Most cases forget or ignore to input and giving attention to the disaster mitigation, they tend to see the market oriented side. In order to reach sustainable urban development, disaster mitigation can not be left behind. We have to insert disaster mitigation into the urban planning process. To get a good urban plan, we have to plan it efficiently. So, in this phase, we need a tool. GIS software, is a good solution for this matter. Conclusion and Recommendation (2) As one of GIS software, ILWIS has to be able to use as a tool in the planning process. ILWIS software has to be more attractive than other GIS software, because at the beginning (the earlier version), this software always takes disaster mitigation into account. The consequences, ILWIS has to be user friendly and capable to analyze and formulate urban plan comprehensively. It has to be a process to introduce this ILWIS software to the planning students especially to analyze, explain, and formulate the disaster mitigation in the context of urban planning and development. The content and the task of case study still not satisfy, because the available data not yet earned to be exploited entirely. So, the next program is to completing case study by using entire available data, not only data which in the form of map, but also data in the form of tables. Farther, conducted analysis has to provide with estimates during spanning planning time.
Conclusion and Recommendation (3) The impact of possible disaster mitigation that will appear, has to be formulized and structures from the macro level until the local level. This formula will complete the possible urban development scenario followed by: 1). Time frame of smart handling (including preparedness) of such possible disaster mitigation; 2). The size of disaster and impacted area, not only in case study, but also in the beyond the case study area (Bandung Metropolitan Region); Supporting hardware is very important in studying ILWIS software. It needs an appropriate amount of PC s in computer laboratory, and enough data storage. We can not use ILWIS software optimally if the supporting hardware is not available or is limited. Conclusion and Recommendation (4) There is a policy in the amount of credits hours in undergraduate study in ITB. Study program has to provide 144 credits hours. So, if we need to improve the understanding of disaster mitigation with the help of ILWIS software, it has to be inserted into existing subject. Regarding the implementation of developing case study, this case study is inserted into the subject urban revitalization and new town (elective subject). Nevertheless, in the eight semester s, not like in seventh semester s, there are no students registered to this subject. The next target is to use the case study besides for the task in planning course, also as a sub module in disaster mitigation training.
