7 Project on LPIS design Carried out by company EKOTOXA in the frame of the World Bank Agriculture Strengthening and Accession Project (ASAP) for Ministry of Agriculture, Forestry and Water Economy (MAFWE) from 10/2008 to 04/2010 Complex assistance project carried out by the team of six experts in close co-operation with MAFWE counterpart staff

11 2. LPIS methodology

12 Main features Reference parcel: farmer block Computer-assisted photo interpretation - on-screen digitization using digital orthophoto maps Link between photointerpreted agricultural land and the farmers shall be established during direct consultations with farmers On-going vineyard registration will be merged with the process of LPIS creation LPIS reference parcel layer shall hold the following information: parcel geometry, unique ID, area, perimeter, land use category, farmer ID, administrative unit ID, and terrain characteristics Continuous cartographic representation will be used for the entire LPIS database all reference parcels will be stored in single database using national projection system

(local offices MAFWE ) Working process: Registration of the farmer in the Farm register or check and possible update of already registered information Identification, delimitation and attributing of farmer blocks in LPIS Identification of vineyards and declaration of data required in National Vineyard Register (as regards farmer blocks classified as vineyard or mixed permanent crop)

(MAFWE) Spatial analyses with external data Automatic calculation of area and perimeter of farmer blocks Automatic classification according to administrative units and terrain characteristics Final LPIS database will be constantly maintained and updated using web-based LPIS software application

21 Content of required data package Aerial images covering the whole territory of the country ( sq km), acquired using large format digital photogrammetric camera in 2009 New digital terrain model (DTM) grid 5m, height accuracy ±2m Digital orthophotomaps - ground sampling distance 50cm, RGB and CIR, horizontal accuracy RMSE 1.5m Initial LPIS data classified polygons of agricultural land covering the whole territory of the country

23 One data package, one contractor, complete coverage Easy to prepare and manage the bidding procedure Self interest of the contractor for high quality data (digital orthophoto) for digitization of LPIS data The digitalization itself is a kind of internal QC of produced orthophotomaps Producer of LPIS data cannot make excuse for bad quality of orthophotomaps Complete, up-to-date and homogeneous data coverage Easy to monitor and supervise the whole process of data production

38 QC tasks Completeness check of delivered images, DTM and digital orthophotomaps (check whether the delivery is in line with technical specifications) 100% of delivered data Visual check of radiometric quality and mosaicing 100% of delivered orthoimages Geometry QC according to the JRC methodology - 7% of delivered orthoimages Visual QC of photointerpretation according to developed methodology 10% of delivered initial LPIS data

39 Chosen approach The checks are carried out jointly by the members of the project team and MAFWE counterpart staff Preparation and implementation of QC: Development of methodology and preparation of manuals Introductory training for MAFWE staff On-job training during the work with data Operational QC under supervision of experienced project team members Processing of QC results, reporting Outputs: Trained and experienced MAFWE staff Checked LPIS data

41 Geometry QC of orthoimages Carried out according to the JRC methodology measurement of selected check points (CPs) on the orthoimages as well as in the terrain using D-GPS In total 400 CPs selected on 15 map sheets (out of 205) CPs per map sheet Terrain measurement carried out by Hungarian company B3 (October November 2009) Discrepancies for each CP and RMSEx and RMSEy for each orthoimage will be calculated (Pass: RMSE 1.5m, Fail: RMSE > 1.5m)
