3 Proposal for a NWIP for a new part to that addresses encoding that will build on the new (i.e build the binding of the encodings on the OGC work). Proposal for a revision of Coverage Geometry (future ) based on OGC input for revision to discrete coverages and common point rule, and other input such as making the traversal rules normative. Discussion on addressing other encodings such as BIIF (ISO ) from SC-24. Will a three way coordination be needed? 7. Proposed Standard for LIDAR The PMG has raised the issue of LIDAR standards. Over 2 years ago ISPRS raised the need for a standard for LIDAR and indicated that ISPRS would be making a NWIP proposal. This was described in the WG6 report at that time. Nothing ever came from this. ASPRS does have a standard for LIDAR but has not made any proposal to ISO. OGC is working on Point Cloud data. This will be coordinated with TC211 in the future revision of What should TC211 do on this issue? (with P Baumann by Webex and S Simmons) with W Kresse 8. Working Group 6 report to the TC Progress, Timetable, Issues and Project Leaders 10:30 Close 9. Any other Business Delegates Notes on LIDAR for item 7. TC211 WG6 received a verbal proposal from the then chair of ISPRS at a TC211 meeting over 2 years ago for the development of a LIDAR standard. At the time they were talking about building upon the existing ASPRS LAS standard. Unfortunately there was never any followup by ISPRS. The ASPRS (American Society for Photogrammetry and Remote Sensing) does have a standard but there seems to be possible coordination issues between ISPRS and ASPRS. OGC is currently studying point clouds. The work on point cloud standards will be addressed in WG6 regardless of any new work on LIDAR under the revision of Coverage Geometry when it comes up after the current work on encoding and (a NWIP from OGC) for a part 2 to Coverage Geometry. There is no problem in the current ISO with point clouds in TC211 however we can make minor changes to the discrete coverage concept and to the common point rule. These are details. A LIDAR point cloud (or a hydrographic set of soundings ) represents a continuous surface but is a set of samples and could miss items. Hydrographers go to great care to make sure that there is a sounding over a dangerous rock that extends above the regular bottom surface. LIDAR might not have a laser sample that falls exactly on top of a vertical pole. This is the nature of a point cloud and the conditions just need to be described. The common point rule is simply what to do when there are two samples at one place. I don't see any problems with the work on point clouds in TC211 and OGC, just a few minor clarifications and TC211 and OGC will coordinate this work. To make an actual LIDAR data product standard takes an organization such as ISPRS, or ASPRS or EuroSDR or a member nation to make a NWIP proposal in either TC211 or OGC. A detailed product specification might be more appropriate in OGC based on an abstract model done in TC211 and based on ISO 19123, ISO 19129, ISO , ISO , ISO and -2, etc. 3
