4 The urban polycentric model Development poles identified with urban poles Development of the rural areas conditioned by the cities but lack of cohesion enlarging gap between the rural territories ; peripheral urban growths «conurbations» ; peri-urban areas with often tense social context ; daily pendular migrations between residence and working places; migrations of population towards rural districts of proximity. towards new urban - rural interrelationship «The urban and rural poles approach»
5 The rural pole of development included in the CEMAT conclusions Lisbon 2006 The rural pole of development is an inhabited, significantly rural area where the social, economic and territorial evolutions are led within the framework of an integrated and prospective development plan. A rural pole is not an agglomeration, but a rural territory as a whole, which may include one or more small towns. The territorial development plan determines the objectives of results in short, medium and long terms. It specifies the guidelines for development, the human and material means to achieve the results targeted. The civil society, public and private actors must be partner for its development and its assessment. 6 The recognition of the rural territories as development poles allows balanced interrelations between rural and urban poles impulses new activities linked with the territory project => sources of economic and social innovations gives a real statute for rural inhabitants answers the continuous extension of the urban centres => reduction of negative impacts in periurban areas
