3 K e y T e r m s The key deliverable from this project is a Geographic Information Systems (GIS) based tool developed to allow users to combine up to 12 identified benefits related to trees to prioritize tree planting areas in Peel s urban areas. It was necessary, both for the tool and for the report, to develop and define a number of project-specific key terms to ensure clarity and consistency in communication. These key terms, along with a few others required for the tool, are defined below at the outset of this report. NOTE: The term Tree Planting Prioritization Tool (TPPT) has been used in throughout this report and in the User Guide, however the actual model is called the Priority Tree Planting Analysis Tool (TPAT). These two labels can be used interchangeably, but in the report, the acronym TPPT is used. Area of Interest User selected spatial extent for which Peel s Tree Planting Prioritization Tool (TPPT) will run. These include the geographic boundaries for the City of Mississauga, the City of Brampton s urban areas, the communities of Bolton and Caledon East in Caledon, all urban areas in Peel Region. Area Municipalities In Peel Region these are: the City of Mississauga, the City of Brampton, and the Town of Caledon (which includes the communities of Bolton and Caledon East). Benefit Score Maps These are the mapping products generated from the TPPT data that score different Geographic Units within the selected Area of Interest based on the parameters identified in the framework but without consideration for potential Planting Spaces. Dissemination Area (DAs) The smallest geographic area for which census data is disseminated, with a population between 400 and 700 persons. This is one of the three Geographic Scales at which the TPPT is able to identify priority tree planting areas. Geographic Information Systems (GIS) - a system designed to capture, store, manipulate, analyze, manage, and present all types of spatial or geographical data. Geographic Scale For this project, three different Geographic Scales were selected at which the tool could be run to identify tree planting priority areas. From finest to broadest these are: Dissemination Area (DA), Service Delivery Area (SDA) and Ward. Geographic Unit A single spatial area of a Geographic Scale dataset (e.g. SDA #11 ) which represents a unit of the given spatial dataset. Land Cover Tree canopy cover data that defines surface land cover conditions. This mapping, also referred to as Urban Tree Canopy (UTC) mapping, is usually undertaken via remote sensing and typically distinguishing between open soil, vegetated areas that are not treed (e.g., covered with grass or agricultural crops), areas covered with tree canopy, paved surfaces and surfaces covered by buildings or structures. This type of mapping is used for canopy cover studies and identification of potential tree planting areas, and is a critical base data layer required for the tool developed for this project. Page ii

4 Opportunity Zone Categories - Applicable to Opportunity Zones that have been sub-divided into two or three sub-categories (i.e., Primary and Secondary or Primary, Secondary and Tertiary). For example, for Target Benefit 2 - Cooling Where Heat Island Effects are Greatest, the defined Opportunity Zone Categories are: Primary Zone - surface temperatures 35 C to 44 C, Secondary Zone - surface temperatures 33 C to 34 C, and Tertiary Zone - surface temperatures 31 C to 32 C. These sub-categories are intended to allow for more refined prioritization, particularly where relatively broad areas may be captured by the Opportunity Zone, and where sub-categories can contribute to the prioritization process. Opportunity Zone Maps These are the mapping products generated from the TPPT data that identify the opportunity areas for potential tree planting for each Target Benefit based on the parameters identified in the framework without consideration for potential Planting Spaces. These are provided in Appendix E of the report. Opportunity Zones - Areas of geographic space related to each Target Benefit based on defined parameters, regardless of available Planting Space. These spatial areas were identified using measures and thresholds from the literature, to the extent possible, and / or based on the technical expertise of members of the Project Team and UFTAC. For example, for Target Benefit 2 Cooling Where Heat Island Effects are Greatest, the defined Opportunity Zones are areas with surface temperatures of 31 C or more. Overall Benefits The category of urban forest benefit (or function) that (a) relates to one of the Sustainability Themes, and (b) reflects a priority issue in Peel s urban areas that can be addressed, at least in part, through tree planting. A total of eight Overall Benefits were identified for the TPPT as follows: 1. Mitigating Air Pollution 2. Mitigating Urban Heat Island Effects 3. Contributing to Management of Surface Water Quantity and Quality 4. Maintaining and Enhancing Natural Heritage 5. Enhancing Economic Value 6. Providing Direct Cost Savings 7. Supporting Improved Physical Health and Emotional Well-being 8. Strengthening Communities and Enhancing Social Equity Phase Groups of Components separating distinct functionality within the TPPT/TPAT model. The model has three phases as follows: Phase 1 Data Preparation, Phase 2 Opportunity Zone Mapping, and Phase 3 Index Calculations for Priority Weighting. Planting Exclusion Areas Areas identified in supplementary GIS data that are considered unsuitable for tree planting in the context of Peel (e.g., airport runways are an example of a planting exclusion area). Planting Space One or more contiguous areas from Land Cover data to be considered available for planting after Planting Exclusion Areas have been removed. Currently, Planting Spaces include open soil and vegetated areas that are not treed as mapped in the Land Cover data and excludes areas covered with tree canopy, paved surfaces and surfaces covered by buildings or structures as well as other specifically defined Planting Exclusion Areas (e.g., airport runways) (see Appendix F for complete list). 5 Priority Planting Score Maps These are the mapping products generated from the TPPT data that score different Geographic Units within the selected Area of Interest based on the parameters identified in the framework as well as consideration for potential Planting Spaces to identify potential priority areas. Project Partners For this project consists of the Region of Peel, Town of Caledon, City of Brampton, City of Mississauga, Credit Valley Conservation (CVC) and Toronto Region Conservation Authority (TRCA). Service Delivery Areas (SDAs) Geographies intended to support service planning and delivery within a given municipality by providing data that is relevant to the local geographies being served. In Peel Region, SDAs have been drafted based on homogeneous socioeconomic census characteristics and broad-based consultations with service providers across the Region. SDA boundaries are based on Census Dissemination Areas (DAs), are typically comprised of two or more DAs, and have varying population thresholds for each Area Municipality. This is one of the three Geographic Scales at which the TPPT is able to identify priority tree planting areas. Study Area The geographic extent limiting the analysis area of the TPPT. It includes all of the City of Mississauga, most of the City of Brampton, and the communities of Bolton and East Caledon in the Town of Caledon. Sustainability Theme The overarching framework developed for the TPPT. The three Sustainability Themes of Environmental, Economic and Social were used for this project. Each of these themes includes at least two Overall Benefits, and between two and six Target Benefits intended to help identify tree planting priority areas related to that theme using data and measures applicable in the context of Peel. Target Benefits The specific benefits related to establishment of trees in Peel s urban areas being targeted through the TPPT. Twelve Target Benefits were identified through this project for inclusion in the TPPT based on scientific, technical and practical considerations, as well as input from consultations Tree Planting Prioritization Tool (TPPT) Refers to the actual GIS-based tool that includes all the data, parameters and model analysis required for identifying priority tree planting areas within the Study Area using the selected Area of Interest and Target Benefit(s). The tool includes the GIS-based models and explanatory guidance on how to use the tool, and can be used to generate reports of model results, maps illustrating model results (generated within standardized templates), and raw output GIS data to be used for planning and implementation. Ward An electoral district within a municipality. This is one of the three Geographic Scales at which the TPPT is able to identify priority tree planting areas. Page iv

6 Executive Summary NOTE: A list of Key Terms has been developed for this project and is provided in the report. Understanding the Executive Summary will be facilitated with reference to these Key Terms. The Region of Peel, Town of Caledon, Cities of Brampton and Mississauga, Credit Valley Conservation (CVC), and Toronto and Region Conservation Authority (TRCA) ( the Project Partners ) have been working collaboratively on urban forestry challenges in Peel Region since In 2013 the Partners retained Beacon Environmental Ltd., Plan-It Geo LLC and Urban Forest Innovations Inc. to develop a Geographic Information System (GIS) based mapping tool able to identify and prioritize opportunity areas for tree planting within Peel s urban areas based on the environmental, economic and social benefits that trees in these areas could provide. The Tree Planting Prioritization Tool (TPPT) for Peel is the first of its kind in Canada, and has been developed for use by the Project Partners to support strategic and cost effective tree planting, and optimize the benefits accrued to the community from tree planting The specific project goals and objectives for this project were as follows: 1. To provide a more equitable distribution of urban forest benefits across Peel Region. 2. To develop an effective and strategic decision making tool that provides an integrated approach to prioritizing possible tree planting areas to meet multiple objectives across multiple jurisdictions. 3. To use resources cost-effectively by targeting specific needs or a desired range of benefits to optimize growing Peel s urban forest. 4. To support an integrated and coordinated approach between Area Municipalities and Conservation Authorities to engage residents, businesses, and institutions, and establish successful long-term planting programs within each partner organization and the community. 5. To provide the Project Partners with an interactive tool to prioritize areas for tree planting based on one or more environmental, social and economic benefit(s) which can be updated as new / more current information becomes available. The TPPT was designed to prioritize geographic areas for tree planting at three different municipally defined Geographic Scales: Ward, Service Delivery Areas (SDA), and Dissemination Areas (DA). The TPPT is not intended or able to replace the assessments and decision-making required for sitespecific planting plans (e.g., adequate above and below-ground space, optimal provision of shade), tree habitat (e.g., suitable rooting environment, availability of light), or species (e.g., tolerant of local environmental stressors). Part of what makes this project unique is that development of the TPPT framework and the actual GIS-based tool itself required multi-disciplinary input related to a wide range of topics including: urban forest management, natural heritage system conservation, climate change, land use planning, transportation (including active transportation) planning, human health and community services planning in Peel, and GIS-based modelling. In order to obtain the required input, consultations were a central part of this project, and nine meetings and two workshops were undertaken over the course of the project to solicit input from individuals with various types of expertise. This included representatives from the Project Partner organizations as well as selected experts from other Page v

7 governmental organizations (including Health Canada), non-governmental organizations, and academic institutions. The framework developed for Peel s TPPT consists of five nested components, as shown in Figure E- 1 and described in Table E-1, with each component identified in Table E-2 below. Low income is defined using Low Income Measure (LIM) data. * Urban Heat Island (UHI) Opportunity Zone Categories were determined by taking all areas identified between 31C and 44C within the Study Area for the selected image date used (July 2014) and dividing them by equal areas. The Peel TPPT is a GIS model (i.e., the tool) designed to generate data tables and data layers (i.e., shapefiles) which can be used to create maps to illustrate and assess areas to prioritize tree planting based on user-defined parameters. The TPPT has been developed based on the framework described above and: is fully interactive in GIS (Esri ArcGIS ); allows the user to combine up to 12 of the Target Benefits as a basis for identifying tree planting opportunities and priorities; Page viii

10 can generate data that identifies opportunities (Benefit Scores) and priorities (Priority Planting Scores) at the Ward, Service Delivery Area (SDA), or Dissemination Area (DA) scale (i.e., the selected Geographic Scale); can generate this data for each of the Area Municipalities, or for the Study Area as a whole (i.e., the selected Area of Interest); and can use the data to create maps illustrating the Benefit Scores and Priority Planting Scores. The TPPT requires Land Cover data that categorizes ground conditions based on existing tree cover, permeable areas, and impermeable areas, as this defines Planting Space. For the purposes of this project, Planting Space was defined as permeable areas, which includes vegetated areas without trees and bare earth. The tool generates two types of indices: 1. An index of Benefit Scores generated by the TPPT identifies where planting should be undertaken based on the parameters of the Target Benefit(s), and is based on the relative area of Opportunity Zone(s) for each unit at the selected Geographic Scale. An example of the mapping product at the DA scale when all 12 Target Benefits are combined is provided below (Benefit Score Map: Overall Theme). 2. An index of Priority Planting Scores identifies where planting could take place based on the Planting Space within the Opportunity Zone. An example of the mapping product at the DA scale when all 12 Target Benefits are combined is provided below (Priority Planting Score Map: Overall Theme). When generating both indices, the TPPT takes into account the variability in area covered by each Target Benefit, the use of internal weightings within the Opportunity Zones defining the Target Benefits, and the different sizes of Geographic Units by normalizing scores at a scale between 1 and 100. As a result of the flexibility built in to the tool (i.e., it can combine different numbers of Target Benefits, be applied at different Geographic Scales), mapping outputs will vary. This allows the TPPT to be used to inform different program and organizational interests with respect to incorporating trees into Peel s urban areas. The TPPT has also been designed so that it can be managed by the Partners to: update data layers as new data / mapping becomes available; and update or refine some of the tool parameters (e.g., the Opportunity Zone Categories) in response to new information. It is recognized that trees planted anywhere in the Study Area will provide some benefits and cobenefits. However, the TPPT specifically prioritizes areas for tree planting based on targeted environmental and / or economic and / or social considerations based on the best available technical and scientific guidance. The TPPT therefore provides the Project Partners with information to assess and develop programs, plans, and strategies for planting trees to contribute to a healthy Peel Region. Page ix
