2 USGS and the Census Bureau Since 1880 there has been a close working relationship between the USGS and Census Currently each agency has their own series of geospatial products and services including: The National Map (TNM) -USGS TIGER- Census Initially USGS envisioned using TIGER/Line to be the roads in TNM 2008 TIGER roads did not align with TNM imagery base Commercial data is currently used for roads in the TNM It is not public domain TIGER is the downloaded product
3 Revisiting the use of TIGER in TNM Decreasing federal budgets and increasing pressure to avoid duplication of effort among federal agencies Increased focus on federal geospatial collaboration GAO Study: Geospatial Information: OMB and Agencies Need to Make Coordination a Priority to Reduce Duplication Since 2008 TIGER has improved: Incorporates results from 2010 Census Address Canvassing Coverage is more current Better alignment of roads with imagery TIGER will continue to improve with Geographic Support Systems Initiative (GSS-I) Measure and evaluate quality and fidelity of TIGER Incorporate partner files into update cycle Transportation Features Group was formed in 2011

5 Transportation Feature Group (TFG) Action Plan Define TFG Goals Discuss Roads Requirements Define and Discuss Deal-Breakers Define Evaluation Criteria and Review Conduct Road Feature Review
6 TFG Goals Upon forming the Census and USGS members of the TFG created a charter to document the explicit tasks of the group: Document shared feature requirements Develop possible maintenance schedules Determine acceptance criteria and evaluation strategies Develop data exchange strategies
7 Roads Requirements The TFG developed a roads requirement spreadsheet to guide our discussion and document the agreed upon requirements The roads discussion focused on the following types of roads: Interstates Highways Local Roads Miscellaneous Roads Roads requirements were described in terms of Representation Attribution
8 Representation Representation is how the road should look digitally Major Roads with multiple lanes Culs-de-Sac Local Roads With medians and multiple lanes Local Roads with single lanes Traffic Circles
9 Attribution Attribution is the non-spatial information associated to a feature Concerned with road classification (road type) and road names Interstate-99 State Rte 322 State Rte 330 Mt Nittany Expressway Primary Road Valley Vista Dr State Rte 322 (Business) North Atherton Street
10 Deal-Breakers Requirements were brought back to respective agencies and stakeholders Roads types were classified as Required Desired Not Required or Desired USGS and Census compared results General Agreements Tentative Agreements Accuracy (described as feature image fidelity) emerged as the only definitive Deal-Breaker
11 Evaluation Criteria The TFG defined acceptance criteria to document the quality requirement for roads data to be used in TNM Acceptance criteria were based on five measures roads data quality: Completeness and Consistency Positional Accuracy Feature-Image Fidelity Absence of Glaring Errors Attribute Accuracy The TFG developed a review process to evaluate TIGER and commercial data against these acceptance criteria.
12 Road Feature Review USGS conducted a visual inspection of 2012 TIGER/Line data for the review Two reviews to evaluate the overall spatial fidelity and completeness of roads were performed: Quadrangle Review Quadrangles are the publishing unit for US Topo maps Interstate Review USGS identified interstates as the most important road feature
13 Road Feature Review Both quadrangle and interstate review: Included a random selection and Census selection Classified errors into three categories Level 1: Minor Level 2: Obvious Level 3: Glaring Review was conducted by USGS and results were validated by Census
14 Quadrangle Review Quadrangle review was conducted across three areas: Urban/Residential Rural Backcountry
15 Interstate Review Interstate review included: Inspection of the length of a specific interstate within a state Miles per Error within the state were calculated
16 Observations from the Review TIGER roads data has significantly improved since 2009 Interstates and quadrangles that Census identified as acceptable quality had fewer errors Data quality within TIGER appears to vary over the land types Better quality in rural areas than urban areas Three clear options for moving forward
17 Option 1: Use TIGER Collaborative Production Environment for Review and Edits Update Cycles Feedback Review the data capture and portrayal differences documented by the TFG to see where they can be minimized or eliminated
18 Option 2: Use Commercial Data USGS annually review benchmark data releases to ascertain if TIGER data can meet TNM requirements Continue to investigate alignment of TIGER data deliveries with TNM needs
19 Option 3: More Research Develop a more robust statistical sample to enable more definitive accuracy statements Validate and calibrate current review approaches to support more definitive accuracy statements Generate US Topo map prototypes using TIGER to Better understand challenges with this approach Better understand what the final product would look like
